Lords ChamberMy Lords, fascinated as I am by the ongoing leadership election, I do not have any role in it—not until it comes to the membership, at least—so I will not give any commentary on it. However, I agree with the noble Lord about the need for certainty in the economy; he is absolutely right about that. I also agree that a no-deal Brexit is not in the interests of the British economy. The vast majority of candidates accept that and are working towards a deal, which is desirable. If we are talking about the wider economy, however, we come back to the fundamental point on the delivery of Brexit: that there was a vote and that the vote cannot be ignored. To come back to the point about helping the highly qualified, highly skilled, well-paid workforce at Bridgend, we will do the best we can for them by seeking fresh investment and ensuring that the possibilities touched on by the noble Lord are there to service not just Europe but the rest of the world with electric vehicles.
My Lords, the Minister will be aware of the anxiety over the future of Airbus. Of course, Airbus is based in north, not south, Wales but it could lose 7,000 employees and 400 apprentices could lose the opportunity of an occupation. The supply chain could also suffer. This is because the Government insist on going ahead with Brexit without a fair deal or any deal at all. Why on earth do the Government not realise that their actions could decimate the workforce in Wales again, not only in Airbus but in the agricultural industry? I hope that the Government will look at Bridgend and at least say, “Yes, Brexit is partly responsible. Let us now halt this insanity of withdrawing from Europe”.
My Lords, I understand some Members’ desire to make this about Brexit but it is important that we focus on the job in hand, as I said. The noble Lord knows that I have immense respect for him, but we do not want to be in the position of talking down the excellent production of and workforce at Airbus. There really is no call for that. We should focus on helping the workforce at Bridgend.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the decrease in local authority spending since 2009 on homelessness and the number of deaths of homeless people.
My Lords, every death of someone sleeping rough on our streets or homeless is one too many. We have committed to halve rough sleeping by 2022 and end it by 2027. It is for this reason that we are undertaking a significant programme of work to address this issue, backed by over £1.2 billion-worth of funding. We believe that our approach is working and we will publish a full evaluation of the rough sleeping initiative in the summer.
I know that the Minister shares my deep concern about those sleeping rough and so on, but the loss of billions of pounds over the past decade has affected the work that local authorities have been able to do. I have the figures; we shared them the last time we discussed this. In 2010, we had 1,786 rough sleepers; by last year, there were 4,677. There is something wrong here. We also have the figures for deaths of rough sleepers on the streets. In 2014, there were 475 deaths; in 2017, there were 597. This is not progress. Can we have a pledge that when the comprehensive spending review is undertaken it will restore the benefits that are so necessary for local councils to meet this need?
My Lords, the noble Lord and I did indeed exchange views on this previously. The difference in the way spending is dealt with is that the ring-fence was taken off in 2009—actually under the Labour Government. It carried on like that through the coalition years, with which the noble Lord will be familiar, and still remains the case. We need also to focus on the fact that money is spent centrally, in addition to what is spent locally. The £100 million announced in August last year is beginning to have an effect. To take an example of an authority, in Brighton and Hove there were 178 rough sleepers in 2017; in 2018, there were 64. Admittedly there are nuances of difference in the way the figures are calculated, but not enough to account for that significant difference. That spending is going on, and we have a Minister dedicated to this area of activity.

Lords ChamberTo ask Her Majesty’s Government whether they will take immediate steps to tackle the issue of rough sleeping.
My Lords, the Government are committed to ending rough sleeping by 2027, with the aim of halving it by 2022. We are already taking action. Last year we published a cross-government strategy backed by £100 million of funding. The rough sleepers initiative launched a year ago has provided over 1,750 new bed spaces and 500 staff to support rough sleepers since March 2018. It is making an impact: in rough sleepers initiative areas, rough sleeping has decreased by 19% in the last year.
I am grateful to the Minister for that reply, but it does not add up to the figures I have. I have been told that in 2010 we had 1,786 rough sleepers, but last year we had 4,677—nearly triple the number in 2010. Even if, as a result of the new strategy, we halve the number sleeping rough, the figure will still be higher than in 2010. Why is this? There are many reasons, but one of course is loss of hostel beds. In Tower Hamlets, for example, 1,400 hostel beds have been lost in the last three years. It does not add up. I suggest that we look at this again. We should also look at the Vagrancy Act 1824, which has seen the arrest of thousands of people sleeping rough, some of whom are imprisoned. That should certainly be revoked, so I ask the Government—
I am sorry that I take too long; it is never my fault. We certainly need two things: a massive investment in those organisations that provide the beds and the end of the Vagrancy Act.
My Lords, the noble Lord referred to the statistics and said that there were 4,677 rough sleepers in 2018, but he did not go on to say that that was a fall since 2017, when there had been 4,751. The trend is in a downwards direction, which the noble Lord omitted to say. Also, he cited Tower Hamlets, which is of course receiving money as a rough sleeping initiative area, which he will be pleased to know. That money will have a continuing impact as we see those figures coming down. He is right that more needs to be done, but we are investing more money. We have just announced another 53 areas that are benefiting from the rapid rehousing pathways money, which is part of the initiative. We are looking at a review of the Vagrancy Act. I can offer the noble Lord comfort on that point.

Lords ChamberMy Lords, the noble Baroness is fair. I shall address the first part of her question, which is certainly fair; the second, I think, was a throwaway comment. I am sure she is more concerned about the shipbuilding industry than scoring political points. On shipbuilding, I address her to the fact that much of the EU funding that will no longer be in place has been to assist such areas—the north-east, which I know she is familiar with and concerned about, is one of those areas. As I said, it is about addressing inequalities in communities, so I am sure those communities would be part of that; for example, there has been an engagement exercise in Gateshead, where I am sure this policy issue would be considered in framing a consultation. There have been engagement events around the whole country—the UK, not just England.
My Lords, will this policy affect Airbus or Vauxhall in north-east Wales? It will cause tremendous devastation of the economy in those areas. Does he really think that coming out of Europe will be to our benefit and ease the austerity in Wales and other places?
My Lords, I bow to no one in my respect for Airbus, but I would not be as keen as the noble Lord is to write it off. He will be aware that it is in an area not currently in receipt of cohesion funding, and I shall not be making decisions here—I do not have the writ to do so anyway—about who gets money after the consultation and the subsequent spending review. Those are the parameters: the consultation will happen shortly, the spending review later, and that is when decisions will be made which will shape what happens post Brexit.

Lords ChamberMy Lords, I too appreciate the opportunity to join the noble Lord, Lord Dubs, and others in this debate. At the moment, we are particularly busy with Syrian refugees, youngsters and so on, and with the kids of the Yemen and so many others in the world, yet there is one place that really stirs my heart, and that is Yad Vashem in Jerusalem. It is the memorial to the 6 million Jewish people who were slaughtered in Hitler’s Germany. Of that number, 1.5 million were children. When you go into that memorial, you hear the voices of kids, you see the lights representing every child there. Their names are not John, Philip, David or Roger. They are the names of children who were still children even though they had different names.
Everywhere people ask me, “Who do you support?” I support anybody who works with children. It is children we need. Whatever the child’s nationality, it is not his fault. It is not his fault that he might be Welsh; he is just born. We have an opportunity and an obligation to help any child anywhere, of any religion or nationality. We should look to them and say, “We are your guardians, your brothers, your sisters, your uncles and aunts”.
When I was a lad—I was, once—I remember going to the Palace Cinema in Conwy in 1945. It was a good cinema, although it is closed now. There we saw the newsreels showing the release of the folk who had been detained in the camps. I will never forget those human scarecrows who could hardly move and the others who had long given up any hope of moving. I said, “This must not happen again”. That is why I became a Methodist minister and I think it is why I took part in politics: to try to build a world where every child could have an opportunity and we could treat them with great respect and regard.
However, it has happened again. Various numbers have been mentioned, such as 39 million people without homes in the world, and there are scores of thousands who are starving or casualties of war. It must not happen again. We tighten immigration controls but the people and the need are all still there. We can close the borders but the children in need are still there. When we tighten immigration controls, we are doing something that continues that desperate need. Children have been mentioned on Lesbos and among the 4 million people in camps in Turkey. We have an opportunity to change that. You do not change by building walls; you change by changing people’s hearts. We do not change by saying, “We’re going to pull up the drawbridge”; instead, we change people’s hearts and lives and the approach towards them.
My great day of despair in this House was when we were discussing the amendment by the noble Lord, Lord Dubs, to bring in 3,000 children from Syria. I will never forget seeing the troops going into the No Lobby. That hurt me very much and it did not help anyone. Now we have maybe between 200 and 400 of those children in this country instead of 3,000. We could have accommodated them—of course we could. I come originally from Llanrwst in the Conwy Valley, and I remember the day in 1940 when the buses came bringing evacuees from some of the English cities. People might think, “You can’t remember that! You were only a little nipper!”, but I will never forget the kids coming off those buses and being accepted with love by people in those communities. With that situation in mind, I wept at the sight of Peers walking through the No Lobby. We chose to build a wall.
We are going to face even greater problems in the future, such as Yemen or Bangladesh. Then there is global warming, which could have a terrible impact on the prosperous maize fields of Africa and destroy so much. It could leave many people looking for sustenance and hope, and they will be trying to find welcome in various places. Are we preparing for them? Do we have any strategy, or will we just say, “Come on, let’s build another wall”? We could do that, but that is simply saying, “Look after yourselves. We’re not going to stretch out to greet you”.
I suggest that if we want a memorial to the Kindertransport of 80 years ago, the best one would be a new attitude and for us to show renewed care. That is a memorial that would change people and it is what I would like to see us, as a Parliament and as a people, embracing. I am grateful for the opportunity to take part in this debate.

My Lords, the noble Lord speaks powerfully on immigration and refugees, but it is well beyond my pay grade to rewrite Home Office procedures, not least since it is not my ministry.

Lords ChamberMy Lords, I usually sleep quite well, but last night I had a sleepless night. It was because I received a Written Answer yesterday from Defra about exactly how much farming support came from Europe. It stated:
“Across the UK £3.95 billion is provided a year under the Common Agricultural Policy. Of this, around 93% is funded from the EU, with around 7% being national funding under rural development programmes”.
So 93% is from Europe. If Brexit goes through, it could well devastate the Welsh agricultural industry. It is a catastrophic move for Welsh agriculture. We know that it already struggles. We have had years of blight in Welsh agriculture, but now we have a scheme going through that we do not have to approve: this House can stop it and, by so doing, stop that death blow to Welsh agriculture.
My Lords, I add an English voice in support of the amendment—a northern English voice and a Cumbrian voice. In deference to the noble Lord, Lord Cavendish, for whom I have great regard because of the work he does in Cumbria, I think that European funds have made an enormous difference to our prospects in the north. In our debates on the Bill, we have heard a lot of the voices of Wales and Scotland about how they should be treated in the light of Brexit, but we have heard very little about how the north of England should be treated. This reflects the fact that federalism in this country has not advanced far enough. We do not have a proper devolved system of government. It is an object lesson in how the interests of large parts of England are completely forgotten in a lot of our deliberations.
The noble Lord, Lord Wigley, is absolutely right that the £350 million a week claim on the bus played an enormous part in the leave victory. I remember giving out leaflets on the streets of the ward I represent on the county council in Wigton in Cumbria. People came up to me and said “Roger, you know, we’re not going to vote for you on this because we’re just wasting all that money”. I tried to explain to people that the £350 million that they were talking about was a gross figure of UK contributions to the EU, from which we got back substantial amounts of money which went to Cumbria in a big way.
Let me cite some examples. There is not just the agricultural support, which I know is a great concern of the noble Lord, Lord Cavendish. We would not have broadband in Cumbria if we had not had special EU support for it. We would not have had the regeneration schemes for the ports of Maryport, Whitehaven and Barrow if we had not had EU structural funds. We have had huge support for regeneration.
One other interest that I should declare is that I chair Lancaster University, just outside my native county, which is presently building a health innovation campus that would not happen without EU structural funds—and this for an excellent university, which is top of the league in the Sunday Times this year, if I can plug it in the Lords Chamber. It is a vital investment for the university’s future.
The truth is that, if the £350 million claim that the leavers made was to be met, all that spending would have to be scrapped—all the spending on agriculture and the regions and all the spending on culture, science and innovation would go, because that was the gross contribution. Clearly, therefore, there is great embarrassment on the Benches opposite as to their present intentions, because they cannot tell the Foreign Secretary that he was lying throughout the campaign. But the truth is that that was what he was doing. He was lying about the £350 million. The fact is that, if these programmes, the agriculture support and structural fund money is to continue, there is no £350 million. There might be a lesser sum from the net contribution, but when you are thinking about the net contribution, you have to think about the impact of Brexit on our economic growth and therefore on tax revenues. It is already the case that, whereas we were growing before the referendum at the top of the G7 league, we are now growing at the bottom of it, and the Chancellor’s own forecasts for the next five years suggest that we will continue to be in that position and will suffer a considerable loss of potential growth and tax revenue.
This is a very serious issue. I would like clear answers from the Government as to what promises beyond 2020 they are prepared to make on agriculture and structural funds. That matters greatly to the future of the regions of this nation.

Lords ChamberMy Lords, Grenfell is of course the subject of a very live criminal review, so it is important that I do not say anything that could prejudice that consideration. In general terms, though, a Green Paper relating to the social rented sector will shortly be forthcoming, and it will cover the area that the noble Lord is talking about.
What steps have been taken to ensure that, when people from various other countries—refugees and so on—come here, the warnings on electrical facilities are in a language that they will understand?
My Lords, that throws open a much broader question. With another hat on, I can say to the noble Lord that he will appreciate that shortly we will be publishing our integration strategy. One key element of that will be how important it is that English language skills be made available to all those people who come from overseas where it is not a language that they speak freely, because otherwise there is a feeling of total isolation for those poor people.

Lords ChamberMy Lords, it is a pleasure to take part in this debate, although I feel a little bit of an intruder because three of the six speakers were all leading Members of the Assembly in Cardiff. It is a delight to see our noble friend Lord Elystan-Morgan back in his place.
I would like to consider dangers to democracy and the democratic decisions of the Assembly and of Parliament itself. We celebrate the Magna Carta, yet the ordinary man and woman at that time had no voice at all in determining the laws that they were called to obey. It was only very slowly that people obtained a voice in their own destinies. Democracy has struggled to be born.
In Wales we saw the great advances of the middle and latter part of the 19th century. Those who had no vote objected to paying tithes. Why should non-conformist farmers and smallholders finance what was often an oppressive established church? So we saw the protests and evictions of the tithe wars. We saw the massive expansion of education from primary level to the establishment of the University of Wales, and the struggle for the disestablishment of the Church of England to shake off the shackles of the established church in Wales.
At the same time, throughout Great Britain there arose the demand for the right to vote. At last, people were gaining influence over the laws and decisions that shaped their lives. It was a slow progress from the Great Reform Act of 1832 to the universal franchise that we enjoy today, but it can never be static. Democracy can never be static; otherwise, it stagnates. Democracy, to be valid, must evolve, as we see in the campaign to enable 16 year-olds to be enrolled on the voting register.
Looking at the past, in the general elections of the 19th century, the Whigs challenged the Tories—two parties—and then the Liberals challenged the Conservatives. They were straight fights, with first past the post. In a time of just two parties, there was in each constituency a clear winner, although the nationwide picture was not quite so fair. For instance, in 1885 in Wales, the Liberals polled 58% and won 29 constituencies, whereas the Conservatives polled 39% and won just four constituencies. It was unfair, yes, but in every constituency the candidate with most votes won. Even in 1997, 30 of Wales’s 40 MPs were elected with more than 50% of the vote in their constituencies. Overall, Labour won 55% of the vote and had 34 MPs, whereas the Conservatives won 20% yet had no MPs at all.
The same distortion continues throughout the UK. At the last election, a Tory majority Government were elected with 37% support from those who voted but only the votes of 24% of the total electorate. There are other examples of which we are all aware—for instance, the result in Scotland, with the SNP winning 56 of the 59 seats on half the votes cast. I agree with nothing that UKIP proposes, but it gained only one seat after polling millions of votes. I suggest that something is seriously wrong.
The Chancellor of the Exchequer said last week at the Mansion House that people had voted for £12 billion-worth of cuts, when 63% who voted voted against them. Only 37% supported the Conservative candidates. Legislation will be rushed through backed by only a minority. We are in a very serious situation indeed. Can it be justified? Is it democratic for 37% to overrule 63%? Is it fair that 37% of the electorate hold the whip-hand over 63%? Does the fact that 37% dictates to 63% represent the opinion of the people? Is our electoral system fit for purpose? If such results were obtained in the Division Lobbies of the House of Lords, we would have a riot on our hands.
The constitutional convention proposed by the noble Lord, Lord Purvis, includes Wales. When the Assembly was elected, it saw the shortcomings of relying solely on a first-past-the-post system. There are 40 constituency Members and an additional 20 Members to make good the lack of representation of the parties which are not forming a Government there. Twenty additional Members ensure that each of the five regions have fairer representation. Why did the Tory and Labour Parties support this top-up scheme in Wales? It was unfair, yet they are unwilling to look at the situation that we are in now where the unfairness is absolutely obvious.
At the last Assembly elections, the additional vote system gave the Labour Party half the seats for 37% of the votes. Other parties were more fairly treated because of the top-up system. The Conservatives won 23% of the seats for 22% of the votes—you cannot complain about that—Plaid won 18% of the seats for 18% of the votes, and my poor Lib Dems won 8% of the seats for 8% of the votes. But at least there is a fairness there, which is not to be seen in the Westminster elections. Only Labour is overrepresented. I am not starting a campaign yet to look again at the electoral system in Wales which distorts the results in this way. In spite of some attempts to try to change this to 40 constituencies each with two Members—that would destroy proportionality, although an Assembly of 80 Members would of course enable our AMs to be far more effective—any suggestion that you would have 40 constituencies electing two Members each on a first-past-the-post system would be totally out of proportion.
In addition, should we delay boundary changes in Wales at council and parliamentary level until we have an electoral system that is more representative than the one we have at present? We must not abandon the better representation of the Cynulliad or Assembly system for the much less fair system we have in Westminster elections. There is a far clearer mandate in Wales than there is here in Westminster. Is there a single Member of this House who would say that the present system is fair—that the 37% figure should provide a Government with a majority of 12? So our electoral system clearly needs total reform. I do not think anybody here would say that that is not the case. We are not sure what the reform will be but we certainly need a convention to discuss these matters. The opinions of a majority—this time 63% of those who voted—are ignored. We cannot accept that sort of system. There is no genuine mandate. It is not a matter of party advantage but of the very value of each person in Wales and in the United Kingdom.

Lords ChamberMy Lords, I rise briefly to ask a simple question. Could the Minister remind us how many 16 and 17 year-olds there are? If they all registered, what would be the increased percentage of the electorate?
My Lords, in joining this debate, I congratulate the Minister on how she has handled us and steered us through the discussions. I would like to bring in two slightly different matters. First, in speaking of devolution to Wales, I understand that last week transport became the responsibility of the Welsh Assembly Government. How do we somehow get this movement between Wales and England as the line goes from Newport up to Chester? Who is going to be responsible as we go from England to Wales, Wales to England? That needs to be cleared up. Also, in her statement following last week’s debate, the Minister said that she had promises from the 22 electoral registration officers that each one of them had plans to increase the registration in their areas. It would help us tremendously if somehow or another she could make us aware of what each of these 22 various electoral registration officers intended doing.
Finally—I shall not be long—the anxiety in Wales and other places is that young people, as well as others, are becoming divorced from politics. They leave it to other people. Turnout is down. People do not feel that they have any influence over their lives through the ballot box. The eagerness to get people registered is not just so that they will vote and be on the electoral register but that they will be part of political life and involved in the lives of their communities. The Scottish referendum has been mentioned. There, young people did register and vote. They were an essential part of the debate in Scotland.
More strongly still, I remember 27 April 1994, when the South African franchise was opened and Nelson Mandela’s struggle had been won, how enthusiastic people were about the policies of the parties and how they queued for hours—some of them, for days—to register their vote. We need to do something that will enhance registration. Imagine that we have the European in or out referendum and that less than 50% of young people are registered to vote and that fewer than that actually cast a vote—the whole thing would be a shambles. The same applies to older people. We need the majority view on such an issue to be represented.
On the way here today, I was reading a book by David Tecwyn Evans recalling his memories of his life in Llandecwyn in Merionethshire at the end of the previous century and the beginning of last century. Here, he speaks of the elections of 1886, where the children of the school, although their parents were probably not entitled to vote, knew the name of every MP in Wales. They knew the issues—tithes, education, disestablishment—and they were interested. It is our job now not just to get people to register to vote but to enable them, through the education system and in other ways, to understand and to feel: it is not only a matter for the head but a matter for the heart. The facts are important, but being part of the argument is also important.
I thank the Minister for the work that she has done. I hope that she will be able to answer my two queries and that, somehow, we as representatives at various levels can enthuse people so that young people feel “rydym yn perthyn”, we belong.
My Lords, perhaps I may ask the Minister a severely practical question or two. What was the turnout among the 16 to 18 year-olds in the Scottish election? Was it indeed much below that of the 18 to 24 year-olds? My noble friend Lord Rowlands asked her how many 16 year-olds there are in Wales. How many 18 to 24 year-olds are there in Wales, so that we can make a comparison? I cannot sit down without saying a sentence about the speech that we have just listened to. Even in my headiest moments as a convinced Welshman, I have never quite seen England’s relationship with Wales as that of the Nationalist Party to the rest of South Africa.
