I am glad that that finds favour with your Lordships. As on a previous occasion, I am grateful to Wikipedia for supplying this valuable information. It states:
“Voltage optimisation is an electrical energy saving technique which is installed in series with the mains electricity supply to give an optimum supply voltage for the site's equipment”—
in other words, as has been done in No. 10, to which the noble Baroness rightly pointed, and in our department, where we have put in this optimisation technique for reducing our own electricity demand. Therefore, it is very worthy of consideration. The problem with it is that it does not have a universal remit and is not necessarily applicable for domestic use. However, we would certainly encourage all commercial property to use it.
My Lords, will the Minister also encourage the development and use of direct-current ring mains in office buildings? This would mean that transformers could be done away with and inverters placed on the tops of buildings to be air-cooled, which would dramatically reduce the amount of energy. The problem with all new technologies is making sure that they meet the energy ratings. I hope that EEDO will look at this, because the department has an obligation under the Climate Change Act 2008 to bring down the amount of emissions coming from the built environment; last year, they went up.
This is already turning into a very technical Question. My noble friend asks a very relevant question: how can we aggregate electricity usage and reduce it by a central technique? That is what the eco-design directive from the EU is encouraging. It is looking at this as an efficiency measure as we speak and I am hopeful that the outcome will be positive.
That criticism is a bit rich coming from the noble Lord’s Benches. The fact is that the Severn estuary barrage would cost £30 billion. As I think we were told when we took over government, there is no money. The barrage does not represent good value for taxpayers; we have made this judgment based on what is good value for taxpayers.
My Lords, given that in four years’ time it is projected that we will import 80 per cent of our gas to fuel our houses and our power stations, would not the development of anaerobic digestion be a major resource? It could also bring about 20,000 jobs. I must declare an interest as chairman of the Anaerobic Digestion and Biogas Association—and I challenge any noble Lord to say that after a few drinks.
Let me first assure the noble Lord that we will not be making any derogatory remarks—or I hope that noble Lords do not hear them from me, anyway—about denial. All views are welcome, and I have invited many noble Lords to the department to hear their views during the past week. We have had views ranging from all sides of the House, both political and in terms of climate change. Those views are fed into our 2050 document and will be treated with the respect that they deserve.
I am glad to have a history lesson on what the Commons did or did not do, but I would take issue on the subject of coal, which is a very dirty and not carbon-friendly product. We need to ensure that it is clean, which is why we are having CCS trial cases, on which we will push the button towards the end of this year. I am delighted that we will have a grown-up discussion on that. We are pump-priming offshore wind technology because, as the 2050 pathway document shows, we need to have energy from many sources. Nuclear is a mature source, whereas offshore wind is not as mature. To see whether it has the economic benefits that we think it has, it must be proceeded with.
My Lords, a number of questions have been asked of these Benches about our position on nuclear power. It is clear that, as this Statement was made by my right honourable friend Chris Huhne, this reflects Liberal Democrat and coalition policy. It quite happily states the position that we have always had on nuclear power—that we would support it as long as there was no public subsidy. That was repeated in the Statement. So I do not think that any deviation can be claimed from the policy that we have had for a very long time. I have expressed that to the noble Lord, Lord Hunt, on a number of occasions. Personally, I am a nuclear sceptic, but that is a personal opinion.
I welcome this Statement for a number of reasons, not least because, as chairman of the Anaerobic Digestion and Biogas Association, it leads the way to the grandfathering of double ROCs for anaerobic digestion. That will be a very helpful step in decarbonising the gas grid. I have two questions. First, in the rollout of smart meters, will the Minister consider making it a requirement to have a reprogrammable chip in the smart meter? It would be unfortunate if we put in millions of these smart meters and then decided to change their specification—if we did not put in simple technology that we understand so that it can be reprogrammed from outside rather than our having to insert a new smart meter. Secondly, the Government have talked about a consultation document on the roles of Ofgem. Could the Minister also consider a consultation on the roles of Ofwat, which has acted as a massive hindrance to the decarbonisation of the water industry, which is one of the biggest users of electricity and therefore carbon in the country? Will the Minister consider whether, if Ofgem is to be looked at, Ofwat could be not only looked at but probably abolished?
I shall be brief. I think that the noble Lord’s idea of a chip in a smart meter is a good one, and I shall investigate it. I do not have the answer. I do not recall the smart meter that I have seen having a chip, but it is a very sensible idea.
We are reviewing all the bodies that govern electricity. Ofgem is obviously the primary one, but we have been reviewing all the other bodies to see whether they are fit for purpose and serve the current Government’s requirements.
The noble Lord poses some interesting questions. He knows as well as I do that BP is a $100-billion company with a $35-billion cash flow—even after the recent reduction in its share price. It is in a strong balance-sheet position to suffer the losses from this horrendous disaster. The noble Lord may also know that BP pays its dividend quarterly, unlike many corporations. The BP board has agreed, and is committed, to a review of that position before 27 July and we are in that period. The noble Lord would not expect me to comment on criminal proceedings, would he? I am afraid that that is a matter for the law courts, not me. Doubtless we will follow the issue with interest. As regards the Government, I admire the way that the Prime Minister, David Cameron, has handled this matter; he has dealt with it in a calm and steady dialogue, rather than volatile rhetoric. In these circumstances, we have to be very careful to follow that path, because there is an awful lot at stake, as I hope I mentioned in the Statement.
My Lords, will regulation of novel technologies be looked at? The disaster happened at the very limits of the technical abilities that we are considering, and other technologies are particularly worrying. The development of unconventional gas fields, using geological processes which have not been tried or tested, could cause untold damage. Therefore, I hope that the Minister will look very carefully at unconventional gas. I hope that he will also recognise that many of us have been impressed by President Obama’s level-headed approach, considering the view taken by the British press. We are not talking about a disaster just in cash terms; this disaster could lead to the extinction of a number of species. The brown pelican may well be brought to the edge of extinction. If an American company had brought about such a disaster—although I am not saying that BP alone brought it about—in the North Sea, the political pressure from the press to point the finger of blame would be extremely strong. In the light of such enormous pressure, the attitude of the American President is to be commended.
I thank the noble Lord, my coalition colleague, for his kind remarks. I was rather heartened by the recent pictures that I saw in the papers of the effort being put in to saving the pelicans, although I do not know how true they are, because you can never believe everything you see in pictures. That effort has been paid for by someone, and I suspect that BP has a strong hand in ensuring that it takes place, because it is deeply committed to restoring the Gulf to where it was. New technologies will of course be looked at carefully. This demonstrates that the world is searching high and low for carbon-intensive energy, and we are moving towards scraping the barrel. As I said earlier, we have to accelerate our low-carbon development because this is a massive environmental wake-up call, so of course we will be looking at the new technology.
As I also said earlier, I think that the rhetoric and conversation between President Obama and our Prime Minister was exactly what one would want to hear following this recent tragedy, in that it was calm, sensible and not inflammatory, as has been reported. That is what is required in solving any problem.
