Lords ChamberMy Lords, I too thank the noble Lord, Lord Dubs, for initiating this debate. It is a chance to reflect on what the Kindertransport programme symbolises still today: Britain’s moral courage in the face of injustice; Britain’s compassion for people who suffer; and Britain’s belief in opportunity for all. These values are the very definition of what it means to be British and we would do well to remember and honour that.
I also pay tribute to the moral courage of those families who sent their most precious possessions—their children—to the UK in the hope and faith that they would find a better future. We heard Hilda’s story from my noble friend Lord Polak. I cannot begin to imagine the agony suffered by those parents who faced the cruellest of choices and made the greatest of sacrifices, never knowing when or if their families would be reunited. Most were not. What I do know is that those refugees, like many who came before and after them, grew up to be exemplary citizens. The Jewish community is the best of British; it has enriched this country and provided positive role-models for all immigrants, including the British Indian community, who look to the Jewish community for inspiration.
Like my Jewish friends, a large number of East African Indians were welcomed to this country when they were no longer welcome in their own home because they were cast as “different”. Like the Jews in 1930s Europe, British Indians in 1970s East Africa were singled out as scapegoats for society’s ills, and, as in the Jewish experience, many of my own people who were refused safe passage to other countries faced a terrible fate. However, the Jews were victims of the darkest chapter in humanity’s history: the Holocaust. We learned from the Jewish community in the UK that no matter how great the obstacles, how challenging the circumstances or how painful the past, the future is yours, and yours alone, to shape. The three greatest lessons that I learned from that community in my early days in the UK were these: be grateful for the opportunities you have been given; do not bear grudges or grievances; and never, ever take your freedom for granted.
Those precepts are important because they forge a path to integration. We should recognise that Jewish people did not integrate after they succeeded; they were successful precisely because they integrated. They did not see themselves as Jews who happened to live in Britain but as British Jews whose first loyalty was to the country that granted them protection. With loyalty comes responsibility. Jewish people embraced British values and worked hard because they knew that no amount of charity and sympathy would substitute the rewards of self-reliance—and by that I do not mean individual riches but the rewards to be had from benefiting the whole of society.
The number of Kindertransport children who went on to have distinguished careers is staggering. My noble friend Lord Shinkwin mentioned the refugee who came as a Kindertransport child and became an orthopaedic surgeon, in many ways saving his life. These refugees became not only scientists but pioneers of science; not only lawyers but campaigners for justice; and not only teachers but education leaders. If this is the contribution of 10,000 lives, imagine what the world lost from the 6 million souls who perished in the Holocaust. It brings to mind a passage from a Jewish prayer recited on Yom Kippur, which includes the words,
“our hearts grow cold as we think of the splendour that might have been”.
To this day, the former refugees maintain a deep sense of gratitude and determination to give back to the country that gave them a chance at a new life, and I know that many British Indians cast themselves in the same light. Yes, we are proud of our heritage and bonded to our customs and traditions, but first and foremost we are British. We are lucky to be British and we want to do the best for our country.
It pains me that we are commemorating this milestone at a time when Jewish people feel under threat, when we are seeing a backlash against immigrants in a climate of rising intolerance, and when millions of people around the world continue to suffer persecution. We must never lose sight of the compassion and humanity that this country stands for. The Kinder- transport legacy lives on through us all, and it is our responsibility to unite behind it, now and in the years to come.

Lords ChamberTo ask Her Majesty’s Government what actions they are taking to reassure the Jewish community over the impact of anti-Semitism in the United Kingdom.
My Lords, before we begin this debate I will gently remind all noble Lords who have signed up to speak that the time limit is two minutes. If everyone sticks to that, we shall reach all the speakers on the list. So when the clock shows “2”, time is up.
The Government are of course aware of the importance of the issues that this debate will raise. My noble friend the Chief Whip, with the full support of the Opposition Chief Whip, the noble Lord, Lord McAvoy, has agreed to find time for a further debate to be held in government time later this year. The Government Whips’ Office will write to all those speaking today to confirm the date.
My Lords, I start with a question: why me? Why have I taken it upon myself to bring this debate to your Lordships’ House? After all, I am not Jewish: why should anti-Semitism concern me? To that I answer: anti-Semitism concerns us all. The notion that it is solely a Jewish problem is as dangerous as it is wrong.
History is full of powerful words and actions, but silence can be just as formidable. When we are silent in the face of intolerance, we encourage prejudice. When we are silent in the face of falsehoods, we allow lies to become truth. When we are silent in the face of hatred, then hate will spread. I recall Pastor Martin Niemöller’s famous words:
“First they came for the socialists, and I did not speak out—
Because I was not a socialist.
Then they came for the trade unionists, and I did not speak out—
Because I was not a trade unionist.
Then they came for the Jews, and I did not speak out—
Because I was not a Jew.
Then they came for me—and there was no one left to speak for me”.
What we must understand here is that hate knows no bounds. We saw that in the horrors of the Holocaust, and we see it now with extremist terrorism and the rise of both the far right and the ultra-left. Anti-Semitism is a threat that goes beyond Jewish communities and party politics.
For me, this is personal. As a member of the British Hindu community, I understand the pain that prejudice brings. My family and I came to this country from Uganda more than 45 years ago to escape the brutal dictator Idi Amin. We were welcomed by this country, and the Jewish community was at the forefront in helping us to settle in the part of north London where I live today. For us, the Jews were a positive example of what immigrants can achieve by integrating fully into society. In them, we saw people who not only survived horrific persecution but thrived despite it. Our two communities continue to live side by side and we have a number of commonalities and shared values. We both attach importance to hard work, education, enterprise, family and faith. We also share an unshakable loyalty to the United Kingdom, this great country.
If you want an idea of how much Jewish people value their Britishness, I suggest you visit a synagogue, just as the famous diarist Samuel Pepys did in 1663. You will observe, as he did and as I have done on many occasions, that, during every Sabbath service, the congregation reads out a prayer for the welfare of the Royal Family and the Prime Minister. What greater expression of patriotism and love of this country? What greater testament to the UK’s values of tolerance and compassion from people who have suffered so much throughout history?
This brings me to an important point. Jews have long felt safe in this country. Regardless of what was happening elsewhere in the world, here in the UK—like us—they felt at home. During the Second World War it was this country that took in Jewish refugees and offered them a safe haven. In the last couple of years, with anti-Semitism on the rise in France, Hungary and other parts of Europe, many Jews expressed relief that they were living here and not elsewhere. Even a growth in recorded anti-Semitic incidents in the UK did not dampen the Jewish community’s feeling that they were fundamentally protected by UK values, laws and institutions.
So when my Jewish friends say that they fear for their children’s safety in schools, synagogues and universities; when they are afraid of openly identifying as Jewish, and when they start to question their future in this country, the rest of us have a duty first to listen and then to ask: “How has it come to this? Why has it come to this?” And, most importantly, “What are we going to do about it?”
One of the striking features of anti-Semitism is its capacity to reinvent itself time and again. The former Chief Rabbi, the noble Lord, Lord Sacks, is here and we look forward to listening to him later. He recently described it as a “virus”. Unlike the anti-Semitism of the past, which was rooted in religious and racial hatred of Jews, modern anti-Semitism is expressed through the anti-Israel and anti-Zionist movements. How many times have we heard that the problem today is not with Jews but with Zionists? Yet the connection between anti-Zionism and anti-Semitism is not always understood.
Zionism is the proposition that the Jews have a right to their own state in their ancient homeland. Anti-Zionism advocates the opposite. Present-day anti-Zionists also believe that the Jewish state is not only illegitimate but should be dismantled. They argue that they are simply standing up to colonial oppression and for human rights and that it has nothing to do with anti-Semitism. But would they also, on anti-colonial and humanitarian grounds, question the legitimacy of the USA, Pakistan, Bangladesh, Australia and most modern states in the Middle East—countries created through colonial intervention? Would they question the legality of practically the whole of Europe, the borders of which were shaped, destroyed and redrawn through centuries of war? There are many Hindu, Christian and Muslim countries across the world, but just one Jewish state. Why is Israel—this tiny strip of land the size of Wales—singled out for criticism with so much intensity and loathing?
It is important to emphasise that criticism of the Israeli Government is not anti-Semitic. This is healthy democracy. I am a Zionist and, like many of the most passionate Zionists I know, I am also a critic of Israeli policies. But here is the crucial difference. Once you begin to challenge a country’s right to exist; once you take to marching in the streets and on university campuses, calling for boycotts of anything and everything to do with a country; once a whole country becomes the subject of your obsessive hatred; then you have to ask yourself honestly, what is your motivation? Is it purely a moral reaction to the unjust policies of a Government, or are you driven by a deeper hostility? Is it a coincidence that every time there is a flare-up between Israel and the Palestinians, there is a spike in anti-Semitic incidents in the UK?
Look up Israel on social media and you will be shocked to see the level of hate directed against Jews. There are phrases such as,
“Zionists controlling the media, financial institutions and foreign policy”,
It is not long before you find yourself in Holocaust-denial or blood-libel territory. Both of these are integral to myths of Jewish power and influence. They are part and parcel of conspiracy theories that blame Jews for all that is wrong in the world. These age-old anti-Semitic tropes have found a new audience in both the far right and far left of the political spectrum. Whether it comes from the left or the right, make no mistake: today the word “Zionists” is code for Jews. Jews have long suspected it. Anti-Zionists have always known it. Recent events have exposed it.
So what can be done? First, it is essential to uphold the great effort which took place after the Second World War to ensure, through our Government and the rule of law, that anti-Semitism in all its forms will never be tolerated. Secondly, the Government must not allow the passage of time to soften our resolve against anti-Semitism. There is a generation of young people who did not grow up with the same awareness that many of us have of the Holocaust, but they are politicised in other ways. They must understand that hatred of Jews—hatred of any community—is a danger to us all.
As many noble Lords know, I am not a career politician or an activist. When I joined your Lordships’ House eight years ago, I could never have imagined that I would be standing before you in 2018—in living memory of the Holocaust—speaking about the hatred of Jews in this great country. But it is happening now and I will not go down as one of the good men in history who stood by and did nothing. I refuse to bear witness to hatred as it eats away at our social and moral fabric. I will stand up for my Jewish friends who love this country; who have given so much to this country and who ask for nothing more than to feel protected. All of us—Hindus, Christians, Jews, Muslims, Sikhs and those of no faith—must stand up and speak out for the oppressed, whoever they are and wherever they are. As Pastor Niemöller warned, if we do not look out for each other, no one will look out for us. I stand here today to say, loud and clear, “Enough is enough”.

Lords ChamberMy Lords, I too thank the most reverend Primate the Archbishop of Canterbury for initiating today’s important and timely debate.
I am very proud to be British. This is a great country, one that I love with all my heart. The reason for my love is quite simple—the values of Great Britain. I agree with the most reverend Primate that most of these values come from the Christian faith. Many consider our values to be Britain’s finest exports and imports—the importance of democracy, the rule of law, equality and tolerance are all British values, as is the need to speak English. Moving to this country and not speaking the language is, I believe, breaking one of the social contracts that bind us together.
When putting together my notes for this debate, what struck me most were the differences between various communities living in Britain, how they define Britishness, and what constitutes shared values. This debate should be about bringing communities together through our shared values of love and loyalty to this great country. However, it is also vital to address the issues which prevent some communities integrating as well as others. That is, after all, in this country’s interest as well as their own.
The British Indian community is one of the most successful communities in Britain today, both socially and economically. The secret behind our community’s success is our commitment to integration. Many of the values that guide our community are the same as those which so often dictate our work in your Lordships’ House—the need for a good education; the importance of trade and entrepreneurship; the desire to own, and pride in owning, our own home; caring for one’s family and community; looking after those less fortunate than ourselves; and working to give the next generation more than we had ourselves. These values are promoted from the very top in the Hindu community through this country’s greatest Hindu institutions such as the Bhaktivedanta Manor in Elstree and the BAPS Swaminarayan Temple in Neasden, one of London’s most iconic buildings, which my noble friend the Minister visited in the summer. Both these institutions promote integration by taking part, and being at the forefront of, great British landmarks, including welcoming the Olympic torch for the London 2012 Olympic Games, celebrating Her Majesty’s Diamond Jubilee, taking part in Remembrance Sunday services every year, and holding vegan-style Great British Bake Offs.
I sometimes fear for the future of this country when I find that other communities in Britain do not have the same level of commitment to promoting our shared values. Simple things such as ensuring that events are held in English, ensuring gender equality within communities, promoting national events and encouraging engagement in the political process can have a tremendous impact on communities. We should encourage all immigrant communities who have moved to the UK to take these simple steps. This helps to support integration and creates good will.
I will touch on two areas where we have not quite met our own high standards. The first is a loss of politeness in our political discussions. Nobody has a monopoly on the truth—none of us is right all the time. All of us have a duty to listen, even when we disagree. The referendum this year brought out the very worst in political debate, from all sides. Gone were the sensible discussions in which people politely disagree; in their place came a disgraceful attitude towards open and informative debate.
The other topic I am concerned about is the segmentation of political discussions. It is important to remember that we are one nation. That integration, and seeing ourselves as something bigger than ourselves, is vital for building a strong nation. Instead, all we are doing is posturing or inflaming a sense of “us and them”. When the Hindu Forum of Britain chose its slogan a number of years ago, it decided that “Proud to be British, Proud to be a Hindu” was the most appropriate. It shows that first and foremost, we are British. We all have our own identity and religion as well, but our primary role is as supporters of this great country. This morning I was pleased to read on the front page of the Times that a large number of people in the Muslim community are equally as patriotic as the Hindus.
Britain is now home to people from many different backgrounds, with different religions, communities and languages, but that makes it all the more important to promote the history and values of this great nation and ensure that we are united by a shared set of customs. There is simply no excuse for people and communities to remain isolated or to live by a different set of rules. It is divisive and, frankly, not British.
I started by saying that the importance of democracy is a great British value. It is, and we should treasure and protect it. I wish only to say that I was forced out of the country of my birth because of my skin colour. I was beaten and tortured there. I saw what a collapsing democracy and an intolerant nation look like. Britain in 2016 is far from it.
