In preparation for answering the hon. Lady’s question, I asked what concerns she might have about her own authority, Merton, and I was told that she had not had a specific discussion with the authority on this subject. I should like to give her the very good news that Merton, with 337 troubled families, is ranked 120th among the local authorities. It has done an extremely good job and had worked with 86% of those families by the end of March, turning round nearly half of them. Merton has now put itself forward to work closely with the expanded programme, and I think the hon. Lady has reason to be proud of the way in which her local authority has handled this matter.

Does my right hon. Friend agree that it makes sense to target resources on troubled families, who cost the public purse an average of £75,000 a year? Am I right in thinking that the Government are about to commit £200 million more to this programme, so that more troubled families can be helped and so that we can target help and resources on the 400,000 families in the greatest need?

It is probably a good thing that we have kept this reasonably simple. It is about getting people back into work, reducing the amount of antisocial behaviour and getting children back into school. My right hon. Friend is right to suggest that the programme has been a success, and I am also grateful for the support of the right hon. Member for Leeds Central (Hilary Benn) in this regard. We will expand it, and we hope that it will change the lives of lots of people.

We have deployed the Thames barrier several times in recent weeks, and it has proved remarkably effective at protecting London and some of the islands in the upper Thames. We are confident that it will continue to play a massively important part in the defence of London well beyond the foreseeable future.

The hearts of those of us whose homes, communities and constituencies have not been flooded go out to those of our neighbours whose homes or constituencies have been. In the interests of community solidarity, could the Government not take the lead in setting up a charitable fund to which we and our constituents can contribute to support those who are under-insured, uninsured or in some other difficulty? We could thereby show some solidarity and deal with these personal, human tragedies, rather than using this occasion, as some are, to score points?

That is exactly the kind of attitude that makes the Chamber a worthwhile place, rising above petty politics. A number of charities are offering help. The Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Great Yarmouth (Brandon Lewis), met a number of co-ordinating groups, but I accept the criticism—perhaps I should apologise again—that we have not done enough to signpost them. We will ensure that there are good signposts to these excellent voluntary organisations to help people in distress.

Is my right hon. Friend aware that Cherwell district council is willing to discuss with him the possibility of Bicester becoming a new garden city? Work has started on the eco town and the redundant Ministry of Defence land. It is probably one of the largest house building areas in south-east England, and we are certainly willing to enter into constructive dialogue about a new garden city with the Secretary of State.

T4. Since the reign of Mary Tudor and throughout the vicissitudes of history, Banbury council has started all its meetings with prayer and a recitation of the 84th Psalm. Will my right hon. Friend confirm that the general power of competence he has granted local councils will enable those that wish to continue to start their meetings with prayer to do so?

My hon. Friend is a very distinguished man, and perhaps only someone of his greatly distinguished nature could regard the reign of Mary Tudor as topical. Nevertheless, he makes a good point. We enjoy the power of prayer in this Chamber under the Bill of Rights 1688, and what is good enough for us should be good enough for councils. That is why I was pleased to introduce the general power of competence. The authorities that do not qualify will make arrangements very soon.

T4. Parish councils are an important part of the structure of local government, but they often feel that they have to take an unfair and disproportionate regulatory burden, the latest of which is that they will all be obliged to employ their parish clerks, with all that entails, such as making national insurance contributions, although many such clerks get only an honorarium, which they could easily declare in their annual personal tax return. Does my right hon. Friend agree?

My hon. Friend remarks on an issue of some importance, particularly to smaller parishes. I am a little surprised that some of the professional organisations associated with parish councils have welcomed the move, but I think it would be sensible for my hon. Friend to meet me and a Treasury Minister to see if we can sort this matter out.

I can assure you, Mr Speaker, that Mrs Pickles’ letters have far more impact.

I am sure that the whole House will wish to pay tribute to the two firefighters, Alan Bannon and James Shears, who gave their lives in April in the line of duty and whose memorial service was yesterday.

Since last month’s oral questions, I have waged war on the TLA—the Whitehall menace of the three-letter abbreviation. We have abolished the CAA, the IPC, the RDAs and the RSSs. We are giving powers back to local people, replacing bureaucracy with democratic accountability. We will be working with councils to deliver an era of town hall transparency. My Department will practise what it preaches and we will be publishing online our spending over £500. I am sure that the shadow Secretary of State will be pleased to know that we will be opening the books from April 2009.

When the RDAs are scrapped, will some of the money saved be available to help fund local enterprise partnerships? For far too long, Banbury has been at the edge of three RDAs. We want a local enterprise partnership which puts Banbury where it rightly belongs—at the heart of England.

I have always felt that Banbury was indeed at the heart of England. Of course, the local enterprise partnerships will give an opportunity for local authorities, business and academic institutions to coalesce around a genuine economic area. We will ensure that they have an opportunity to bring prosperity to that very fine town.
