I certainly listened very carefully to the views of the two Members of Parliament in Tower Hamlets with regard to what has been going on. A series of dossiers from whistleblowers made me decide that the allegations were so serious that they needed proper investigation. At the end of that process—I notice that the mayor has welcomed this investigation— I hope that we can move on constructively. Nevertheless, we cannot leave such allegations just hanging in the air.

In a written answer, my right hon. Friend stated that 60 local authorities had used the powers available to them under the Localism Act 2011 and granted business rate relief last year. Those authorities included Birmingham city council, which granted relief of £438,000, but none of the four local authorities in the black country—just half a mile away—have used the powers. What can the Minister do to encourage local authorities to use the powers available to them to encourage local businesses?

Since we last met for oral questions, my Department has introduced new powers to protect community pubs, supported local high streets by scrapping Labour’s petty Whitehall parking rules, championed human rights by reining back on draconian powers to seize private property, and given councils an incentive to put empty homes back into productive use. Today we move forward with the Localism Bill, which will scale back England’s over-centralised state and deliver devolution for the people, giving power to local councils, communities and local people. Other items were contained in a written statement that was laid before the House last week.

My local authority, Dudley council, received notification last week that existing projects financed by private finance initiative credits will no longer be allowed to access that funding stream. In our case, that amounts to a sudden cut in funding— £10 million over the next decade—for an important information and communications technology programme in 120 schools. Will the Minister meet me and representatives of my local authority urgently to discuss the matter?

May I ask the Secretary of State to join me in congratulating my council, Dudley metropolitan borough council, on engaging in discussions with Wolverhampton, Walsall and Sandwell councils about rationalising services and reducing back-office costs without affecting front-line services?

I have to say that that is the future of local government. We expect local authorities to merge services and to protect the front line. Prudent councils are doing that. Councils that are more content to use the poor and the vulnerable as a battering ram against the Government will seek to protect the centre and not seek to protect front-line services, whereas good councils will protect the front line.

I am amazed at that. I will send the right hon. Lady a copy. I assure her that I was at great pains to write to her, and I spoke to her principal officer to ensure that she would be briefed on the matter, so I am very surprised at that and will seek to speak to her immediately after this urgent question.

I apologise to the hon. Member for Sheffield South East (Mr Betts) for not dealing with why the announcement had to be made during recess. The simple truth is that we needed to appoint a number of commissioners. Had I appointed a commissioner on a short-term basis, it would have been obvious what was happening and that would have led to all kinds of speculation. I appointed just a sufficient number of commissioners at the end of August to ensure that the commission would remain quorate and that we would have an opportunity of appointing some commissioners with experience of transferring such a valuable asset to the private sector.

As the Secretary of State knows, the Audit Commission appointed ConnectPR to lobby parliamentary candidates, MPs and Ministers in the last Parliament. What is his Department doing to end the scandal of Government agencies that are supposed to be independent using public money to lobby other arms of Government in that way?

I share my hon. Friend’s concerns about that. At a time when money and resources are short, it is clearly inappropriate for public bodies to use public money to lobby other public bodies. Indeed, my Department has issued instructions to all our bodies, including arm’s length bodies, to cancel all existing contracts with lobbyists, and we will shortly issue guidance to public bodies on the use of lobbyists.
