Of course it does, and it is pleasing that so many local authorities now publish a plan much more quickly and in a much better way than under the old system.
To return to the national planning policy framework, we have streamlined 1,000 pages of planning guidance down to a mere 50 pages and opened up the planning system, which is no longer the preserve of lawyers, town hall officers and non-governmental organisations, but there is more to do.
Will the right hon. Gentleman give way?
I think it would be reasonable to make a little progress now.
Now some reforms can be delivered by circular and some by order, while others rightly require primary legislation in Parliament. The Bill we are introducing today has three key themes: boosting Britain’s infrastructure, cutting excessive red tape and helping local firms to grow. Let me deal with each in turn.
The new procedures remove a lot of the old regulations, which have been superseded by time, and make it much easier for those providing power to adapt to modern conditions. Technologies have improved, and the new procedures will enable us to adapt to them.
Is the Secretary of State aware that in Coventry there is a considerable need for social housing in particular? Does he have any incentives on offer to unlock more housing and make a bit of progress?
I am sure the hon. Gentleman will be pleased that Coventry has made enormous strides in recent months to ensure that planning applications—particularly for large sites—have improved considerably, so that they are now pretty close to meeting all the necessary requirements. I am sure that he will be delighted with the additional effort the Government have made on social housing and that, as someone who cares about it deeply, he will have felt highly embarrassed by the failures of his Government.
The hon. Member for Bristol East (Kerry McCarthy) was referring to the new phenomenon of sheds in people’s back gardens, whereby people are often paying over the odds for substandard accommodation in very cramped conditions, and are largely being exploited by their landlords. There is permitted development for some extensions. If the hon. Member for Edmonton (Mr Love) feels that there are developments in his constituency that exceed what is permitted, perhaps we could have a word about them outside the Chamber.
5. What assessment he has made of the (a) affordability, (b) length of tenure and (c) standards of housing afforded to tenants in the private rented sector.
The right hon. Gentleman is, of course, absolutely wrong. The regional development agencies cannot be described as a success by any stretch of the imagination. The north lost out in economic growth compared with the south under Labour, and gross value added per head as a percentage of the total UK level fell across the north from 1997 to 2009 but rose in London. The north lost out in private sector jobs created under Labour—for every private sector job generated in the north and midlands, 10 were generated in London.
Why was the Coventry and Warwickshire bid for an enterprise zone turned down?
It came very close, and I hope the hon. Gentleman will work with the local councils, because it is possible to have a local development order in the area. It is certainly possible to do a deal on broadband, and once the Localism Bill is in force it will be possible to do a deal with regard to local taxation.

Commons ChamberMy hon. Friend is absolutely correct—so much so that I am delighted to tell him that I will refer to that in a few moments.
The regional bureaucratic approach is not only costly but does not do the job it is supposed to do. Instead, we want to see business men and business women playing a leading role in the debate about their local economy, helping all parts of the country to live up to their full economic potential.
More than 90% of people in England now live in areas with local enterprise partnerships. These partnerships are a new approach to economic development, putting local councils, local communities and local business in the driving seat. The partnerships established so far have already set out plans that are high on ambition and low on bureaucracy—plans to attract investment, boost tourism and strengthen transport links. Local enterprise partnerships are going for growth, not handing out grants. The 21 new enterprise zones are an opportunity for leading partnerships to take their work to a new level. In exchange, we will let them keep all business rate growth in their zones for at least 25 years.
Businesses in the enterprise zones will benefit from a discount of up to 100% on rates and access to superfast broadband. We will work closely with local partners to make sure that the zones do not simply displace jobs and business. For example, the Boots campus in Nottingham will be a centre for science and medical research and innovation, the Manchester airport zone will be ideally placed to make the most of the local science and engineering expertise and international transport links, and Liverpool Waters will keep up the momentum of economic growth in that resurgent English city.
It is not just enterprise zones that are being helped: the Budget extends the doubling of small business rate relief for a second year. This will help small firms and small shops across the country, given that business rates are the third biggest outgoing for firms after staff and rents.
Can the Secretary of State say whether Coventry is going to be part of these enterprise zones, and if not, can he give me the reason why?
