I knew it would happen at some stage in my parliamentary career, but it came a little sooner than I thought: I absolutely agree with the hon. Gentleman.

The Environment Agency staff, some brand new flood defences and, indeed, those on loan from Bristol city council were a welcome presence in Bradford-on-Avon this weekend. We would like to record our thanks to them. Will the Minister show the same resolve as we have seen in learning the lessons from the floods at Christmas time in taking preventive measures in all the locations that have been affected by floods this week, not just those on the levels?

Of course, and I am very happy that the beautiful town of Bradford-on-Avon has received those additional flood prevention measures. The number of demountables that we have been able to get out has been something of a record, and I have seen them in operation and how effective they are. Of course it is right that we must learn from the past, not be frightened to apologise and ensure that communities are protected from flood water, even though these have been exceptional events.

One of the things we were concerned about was that we might repeat some of the mistake’s that Labour made over rent controls and the placing of a lot of burdens on landlords. The last thing we wanted was to see a great plunge in the availability of properties for tenants. So, by and large, I think that this has been a very good thing.

The Planning Minister told us earlier that local councils getting their local plans adopted was the best thing for them to do, but is that sufficient to enable them to defend those policies against the increasingly confident threats from developers to overturn them on appeal on the ground of a lack of a five-year housing supply?

Stockport is indeed close to my heart. It is the very gem of the north-west and I hope it puts up a very good bid, as nothing would give me greater pleasure than to grant that status to this magnificent town.

The Minister can also expect an enthusiastic bid to be a Portas pilot from Chippenham in my constituency. In order to maintain the creative momentum from the Portas review, what plans does he have to reinvest in town centres and high streets more of the business rates that they earn?

Chippenham is the apple of my eye, a wonderful town. My hon. Friend makes a reasonable point. Although the Portas review will help, we are giving local authorities the chance to be in the driving seat, to see that where they generate income they will be able to apply that locally. Increasingly, the Government have demonstrated localism, not just by words but by deeds, by shifting the power and particularly by shifting the finance closer to the people.

Before the hon. Gentleman gets into his version of the two step, let me tell him that the former Labour Chancellor, the right hon. Member for Edinburgh South West (Mr Darling), announced the ending of the working neighbourhoods fund, which ended in March. We found some transitional relief, so if the hon. Gentleman is interested in dancing, I suggest he do a tango with his right hon. Friend.

Wiltshire council continues to spend eye-watering sums of taxpayers’ money on redundancy payments. Will the Secretary of State back last year’s Audit Commission recommendation that councils should publish details of such severance payments within a short, set time period?

The hon. Gentleman should recognise that we have done what he asked us to do, which is to bring those empty homes into the new homes bonus and turn empty homes into property. He and the House also need to understand that the allocation of the new homes bonus is about building houses or bringing derelict houses back into use. It is not on the basis of permissions; it is about getting things built. My advice to him is to get back to his council and tell it to get building.

T8. The interim report of the Zero Carbon Hub suggests that achieving zero-carbon homes by 2016 will depend on what it calls “allowable solutions”, potentially off-site. How will the Minister ensure that such measures are local and tangible, and therefore more credible than existing offers for carbon offsetting?

I think that the London Councils’ analysis is overblown, and that it errs a little on the side of hysteria. Let us be clear. What we know is that the local government settlement is £6.5 billion for Supporting People, and, for care for the elderly, for an extra £2.2 billion will come directly from the NHS.

Further to my questions in the House, the Secretary of State has challenged local government to get its house in order on executive pay-offs. Will he therefore commend the approach taken by Bristol city council, which has applied a cap of £700 per week in redundancy payments for each week’s pay in the settlement? That has cut redundancy costs by 30%, and it affects only the highest paid 10% of the work force.
