In terms of building houses and the Help to Buy scheme, it has to be a viable proposition. I will certainly liaise with the hon. Lady, because I know Hull very well, and will look specifically into her worries about this matter and liaise with my colleagues in DEFRA.
T2. The Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Great Yarmouth (Brandon Lewis), has visited Mid Suffolk district council and seen the huge efficiency savings it has generated by sharing services and cutting management by 50%. Will great performance on saving money be recognised in the coming financial settlement and will particular regard be paid to rural district councils in respect of that?
Having reduced my own Department’s spending by 60%, I regard 50% as a good start. The advantage of that is seen not just in the settlement but in the good running of the authority, so I commend my hon. Friend’s authority for its magnificent work.
The Rochdale pioneers were of course immensely important in retailing. If I may confide in the hon. Gentleman, I can tell him that Rochdale is the apple of my eye in the north-west. I hope, if only for the sake of romance, that it can put up a very good case. Nothing would give me greater pleasure than to award the pilot scheme to Rochdale.
Residents of Westbury avenue in Bury St Edmunds want to hold a jubilee street party, but local council officers have told them that road signs will have to be erected in that very quiet suburban road at a cost of £396. Will the Secretary of State please assure me that he will do everything to slash such pointless pettifogging bureaucracy?
I can assure my hon. Friend that those regulations have gone. The bunting police have gone, and there is no need to put up expensive signs or do a traffic survey. Why to goodness cannot we simply get on with celebrating the Queen’s diamond jubilee and recognising that such roads can be closed with the minimum of disruption? Let us just enjoy the day.
17. What recent representations he has received on the levels of remuneration for local government executives.
Representations have been received from Members of Parliament, leaders of local authorities, trade union branches and members of the public. Although it is a matter for individual councils, we expect restraint and leadership to be shown locally when setting senior pay. We have introduced measures in the Localism Bill to increase local democratic accountability for decisions on senior pay. We have also been consulting on proposed new transparency arrangements for local government, including how public money is used in relation to senior pay.
Forty-three per cent. of chief executives are paid more than the Prime Minister, and their pay has increased by more than 78% in the past five years. Does my right hon. Friend agree that this culture of excessive pay is a direct result of the last Labour Government’s consistent ability to spend more than this country could afford?
I entirely agree. Chief executives’ pay has got completely out of kilter. There are now 800 local government employees in the top 1% of all earners according to Will Hutton’s figures. With regard to the chief executive of Suffolk, that county does many fine things and is an exemplar authority in many ways, but the chief executive’s refusal to take a pay cut has meant that she has detracted from Suffolk’s many fine achievements.
