Thank goodness someone is paying attention to what is going on.

To be helpful, I have published “50 ways to save”, a practical guide to councils on how they can make the most of their budgets to protect front-line services and keep council tax down.

Will the Secretary of State commend Central Bedfordshire councillors who, while taking out £60 million of costs, have transformed all 12 libraries, brought back into use a leisure centre and greatly improved it, set up a reablement service and provided extra care housing for the frail elderly. Does that not show what a relentless focus on front-line service and value for money can achieve?

It is some time since I visited Central Bedfordshire council. I hope that I can visit very soon. The work is very impressive and clearly demonstrates how a good council, looking carefully at what it spends, can protect and enhance local services. I look forward to an early visit.

Conservative councils throughout the country are doing exactly the opposite. It is about time that Labour councils stopped shroud waving and accepted that they do these things under their own decision. If they want additional resources, there is nothing to prevent them from applying for an increase in council tax. The only problem, of course, is that they have to persuade their population of that, so I suggest that the hon. Gentleman become slightly more silver tongued with his population than he is with me.

20. Central Bedfordshire council has managed to reduce its costs by £52 million while maintaining and, in some cases, even improving standards. Does the Secretary of State agree that where Central Bedfordshire leads, other councils could usefully follow?

That is, of course, true of many things that Central Bedfordshire does. I urge my hon. Friends to be careful about making such points because of the pain they are causing Labour Members, whose stress levels are enormous. They obviously feel desperately ashamed of their own Labour councils.

Under the Labour Government, council tax more than doubled. Under this coalition Government, we have frozen council tax, delivering a cut of 4.4% in real terms for hard-working families and pensioners.

In the last two Parliaments I received many letters from pensioners complaining that their council tax was taking up to a third of their income. Under my right hon. Friend’s policy, I have not received so many letters of that nature. Pensioners and others appreciate the falls in council tax. I thank my right hon. Friend for the fact that, under his policy and the careful stewardship of Central Bedfordshire council and Studham parish council, my own council tax fell this year.

I am grateful to my hon. Friend. I suspect his experience is shared by other Members, but I have to tell him that the situation is worse than he thought because, even in opposition, Labour is planning to clobber pensioners. My Department has been almost swamped by demands from Labour councils to have the right to be able to tax pensioners on council tax benefit, as they attempted to tax the poor.

Our planning reforms have simplified the system and put power into the hands of local communities to deliver the growth they need. Thanks to the excellent work of the Minister of State, Department for Communities and Local Government, my right hon. Friend the Member for Tunbridge Wells (Greg Clark), who has responsibility for planning, our reforms arrive at a balance between economic activity, the environment and heritage.

Is the Secretary of State aware of a pioneering partnership in my constituency that is getting built not only a much-needed bypass but thousands of vitally needed homes? Does he agree that this is a case of where Central Bedfordshire leads today, others should follow tomorrow?

I congratulate my hon. Friend’s authority. This was the kind of thing we wanted to do when we embarked on the reforms. None of this would have been possible without the general power of competence or devolving local authority finance. It represents the future of local authorities.

T8. If the Prime Minister were to give the Secretary of State an additional role, I doubt he would ask for more money to do it, so does he agree that council chief executives who double as returning officers and already earn more than he does should not receive an additional fee for overseeing elections?

This is something very close to all our hearts in this Chamber. That, of course, is a matter for the Secretary of State for Justice, but to me this seems common sense. I have not come across many chief executives who do the count and organise the postal votes; that is often done by the deputy returning officer. I know that a number of returning officers ensure that the extra money is shared among staff. I think that that is the right course, but if chief executives are pocketing that money, they should feel ashamed.
