I completely agree with the noble Lord. The advantage of nuclear is that it provides baseload but if, as he says, we make further progress on storage, the variables in renewables would have the same effect. Therefore, we will continue to provide equal priority to advances in technology for storing electricity.

My Lords, in their reports on small modular nuclear reactors, both the Parliamentary Office of Science and Technology and the House of Lords Science and Technology Committee made the point that the UK’s ability to deliver on the development and implementation of small modular reactors depends on our skills base. We have a significant lack of skills. What are the Government doing to develop those skills in nuclear science?

My Lords, I accept the points that the noble Lord makes and refer him back to the nuclear sector deal, which is a collaboration between the Government and the industry. In that, we accepted that there was a need to develop our skills base, which we will continue to do.

My Lords, as I have made clear, I am not in a position to give the list of all those who will be on the council, but I can be clear that it will be as representative as it is possible to be with 20 members; of course, with 20 members it is difficult to ensure that one covers every last corner of the kingdom. I look forward to being able to send a copy of the letter to the noble Baroness and to others, listing all members. As I have said, I look forward to doing that very shortly.

My Lords, in their response to the Science and Technology Committee report, Life Sciences Industrial Strategy, the Government said they would be publishing the timelines with clear matrices to allow for independent scrutiny. When will this be published and who will be the independent scrutiniser?

My Lords, the noble Lord has been scrutinising the industrial strategy, and particularly the parts of it relating to life sciences, ever since we published it, and we debated this only last week. He knows all about what we are doing on the life sciences part of it, and he knows the full membership of the life sciences innovation board and the Life Sciences Council. I look forward to sharing with him the membership of the Industrial Strategy Council when it is published.

My Lords, I think that the noble Lord speaks for the entire House. I endorse what he and my noble friend Lord Willis have said, along with others. We must continue to maintain the highest standards, both in terms of the licensing we do here and in making sure that we continue with research at the level that we do.

I am sure the Minister is aware that the Academy of Medical Sciences produced a report on research on animals containing human material, which is an important part of research, and asked the Government to consider setting up a national body to regulate research on animals containing human material. Would he like to comment?

I am grateful to the noble Lord for those remarks. That is something that we will be looking at in due course. I cannot comment at this stage.
