This is my first opportunity to congratulate my noble friend on his new role; I look forward to his carrying it out with great rigour and independence, as I know he will. We welcome the decision from many universities and accommodation providers to offer rent rebates for students who need to stay away from their term-time address. We urge all large providers to join them and offer students partial refunds. We ask all providers of student accommodation, including universities, to make sure that their rental policies have students’ best interests at heart and that they are communicated clearly.

My Lords, prior to the pandemic last year, UK universities and their union demanded the stamping out of casual contracts and job precarity for staff in the higher education sector. As university teaching begins to return to normal in the coming academic year, there are increased calls to reimburse students’ tuition fees for lost teaching. Given that academic staff have continued to provide the same amount of labour, if not more, to produce innovative online teaching during this uncertain period, on top of managing disruptions to their personal research, how do the Government plan to protect and provide job security for academic staff going forward?

My Lords, university staff have worked brilliantly to minimise the disruption to students throughout the pandemic. Employment and staffing are of course decisions for universities, as autonomous organisations, but, like other businesses, they can avail themselves of the support which Her Majesty’s Treasury has made available to businesses during the pandemic.

Her Majesty’s conscience will have been in very safe keeping in my noble and learned friend’s hands in the decade that he served as one of her Lord Chancellors. He is absolutely right. This is a moment for a grateful nation to pay tribute to Her Majesty and to thank her not only for her years of service but for the great leadership that she shows as an individual in the qualities that she has brought and the shining example that she sets to everybody in public life.

My Lords, it is fantastic news that the Government are spearheading plans for celebrations to mark Her Majesty’s Platinum Jubilee in 2022. Does the Minister agree that on such a momentous occasion it would be a huge honour for Members of both Houses to be able to celebrate Her Majesty’s 70-year reign by hosting a reception in Westminster Hall, paid for with contributions from the attending Members?

As the noble Earl, Lord Kinnoull, said on behalf of the Lord Speaker, as at the Diamond Jubilee, your Lordships’ House and the other place are joining together to think how best we as parliamentarians can celebrate Her Majesty’s jubilee, and, under the leadership of the right honourable Member for Northampton North, Michael Ellis MP, to think of a gift that we might be able to contribute towards. I would encourage the noble Lord to speak to the Lord Speaker about that and the other ways that Parliament can play its part in thanking Her Majesty at this important time.

Mr Lewis certainly has expressed his point colourfully and forcefully, but the department was glad to engage with him before the website launched. He also made his points known to the Augar review, which the Government are considering and to which we will respond alongside the next spending review.

My Lords, can the Minister say how the Government will be more transparent with student loans, so that students are better equipped to make informed decisions on their finances and better understand how the system of repayments works?

My Lords, this website is certainly an improvement on the situation when I was paying back my student loan, when it was very difficult to find out the balance and how much still needed to be paid. That led to many people making excessive repayments, which then had to be paid back. It might be helpful to your Lordships if I cite briefly from the message on the new website, which makes it very clear that “there is no obligation” to make a voluntary repayment and that students should

“carefully consider whether it’s appropriate to make voluntary repayments because any outstanding balance is written off at the end of the loan”.

That makes the situation quite clear.
