Question to the Home Office:

To ask Her Majesty’s Government what action they are taking to push for a global standard for mission-critical voice functionality over commercial 4G networks.

The 3rd Generation Partnership Project (3GPP) is the international body that writes standards for 4G technology (http://www.3gpp.org/) . The Home Office has been attending a number of working groups within 3GPP since November 2012.

In January 2015 a new working group within 3GPP, SA6 Mission-critical applications was created specifically to standardise mission-critical voice functionality over 4G networks. The Home Office supported the creation of SA6, currently funds the chairman of that working group, and sends other attendees to this, as well as related meetings within 3GPP.

To ask Her Majesty’s Government what discussions they have had with the emergency services in Scotland about ensuring that the new communications network being procured under the emergency services mobile communications programme meets the coverage requirements of rural and island communities.

The Emergency Services Mobile Communications Programme has had on-going discussions and workshops with the emergency services, including those in Scotland, about all aspects of the new network including coverage requirements in the Highlands and Islands of Scotland.

To ask Her Majesty’s Government what discussions they have had with Airwave Solutions about the transition of emergency services communications as part of the emergency services mobile communications programme.

The Home Office meets senior managers from Airwave Solutions Ltd regularly to discuss the service that ASL provides. The Home Office’s plans for transition from the existing Airwave service to the future ESN service is regularly discussed at these meetings.

To ask Her Majesty’s Government what is their assessment of David Anderson's finding that there is no compelling case for the compulsory retention of third party data in his report of the Investigatory Powers Review.

As my right Honourable Friend, the Home Secretary, said in her statement to the House of Commons on 11 June (Col 1356), which I repeated, David Anderson does not say that access to third party data should not be permissible or possible but that a compelling operational case should be made first. The Government will consider all David Anderson’s recommendations carefully before bringing forward legislative proposals.
