Commons Chamber4. When he expects to publish the invitation to tender for the Greater Anglia rail franchise.
The procurement competition has been live since the issue of the procurement documentation on 19 February, and applications are due on 15 April. An invitation to tender will be issued in August, with tender returns due in December 2015. Any delays in the process will result in a delay to the provision of any new rolling stock or services on the line.
Is my right hon. Friend aware that a great many of my constituents expect that the successful bidder will be required, or at least incentivised, to bring in new rolling stock on the Great Eastern and West Anglia lines to replace the type 317 and 321 trains, which by now are old, uncomfortable, unreliable and inefficient?
We expect to ask bidders to provide a rolling stock strategy that meets the needs of all passengers in East Anglia, while providing a cost-effective solution. They will be in no doubt of the desire of all passengers using that route for substantially new rolling stock, and the rolling stock that my right hon. Friend rightly describes should be taken out of service in due course.

As I have pointed out, most of the schemes with which Network Rail was involved were done on time and to schedule. Of course lessons will be learned from the incidents around Finsbury Park; I would expect them to be. This brings us back to whether during huge engineering works we want to close down the whole system or take action at a time that one hopes will be the least inconvenient for the vast majority of travelling passengers. I believe that this country’s railways and the people who work on them have seen the development of a hugely successful industry—moving from 750 million passenger journeys a year 20 years ago to 1.6 billion journeys last year. That should be regarded as a great success story.
Is not what is happening on my right hon. Friend’s watch a massive restoration and renewal of our railway system? That must carry more risk of delays, but experience shows that delays do not occur only at Christmas. Should Network Rail consider prescribing a rather longer period in which work should be completed? Passengers will at least be understanding if they are reasonably confident that there will be a return to normal service at a given date, and that they will not be as massively disrupted as they were this Christmas.
I agree with my right hon. Friend. It may be possible for that issue to be revisited by the inquiry that is being conducted by the Office of Rail Regulation, and the industry’s inquiry relating to the best time for big repair works to be carried out. In the past, the aim has always been to carry out repairs over the holiday period, because that disrupts fewer people. As I have said, there were works on nearly every section of the railway throughout the country: on the midland main line, on the Scotland, Anglia and Wales lines, at Reading, and on the west coast and east coast main lines, and a huge amount of work was also being done at London Bridge.

Commons ChamberAs the unemployment rate in my constituency has now fallen below 1%, it is obvious that the many jobs that will be filled in my constituency, not least those at Stansted airport, will be for people coming from outside my immediate constituency. In that context, does my right hon. Friend accept that the M11 junction 7 improvement, to which my hon. Friend the Member for Harlow (Robert Halfon) referred, is extremely important, as is the completion of the A11? Will he assure me that he has not completely forgotten the link between the A120 at Braintree to Marks Tey to what will be the much improved A12?
There are a number of whole-route technology upgrades to the A12, but I will certainly go away and investigate the specific point made by my right hon. Friend.

Commons ChamberAs I said, it is important that we provide that extra capacity. My only regret is that the previous Government did not order enough rolling stock for us to be able to do that. We are putting that right.
Does my right hon. Friend agree that there could be a further boost to rail passengers if we had faster journeys on the west Anglia main line? Will he assure me that improvements to that line will not slip down the priority list?
I assure my right hon. Friend of that. Not only has he made that case to me in person on a number of occasions, but when I visited his constituency he pointed out the need for those improvements.

Commons ChamberI am glad that the hon. Lady could join me at the meeting last night with Network Rail, and I am grateful to all the colleagues who attended at short notice. My right hon. Friend the Secretary of State for Communities and Local Government will make a statement later this morning and give further details of the help that we will make available to those areas. No one can have seen the pictures of Dawlish yesterday without having tremendous sympathy or realising the scale of the problems that we have to overcome.
Does my right hon. Friend accept that passengers from my constituency on the West Anglia line could be more readily persuaded that there will be value for money if there were an early promise of new, not hand-me-down, rolling stock to replace the elderly type 317s on which they mostly have to rely?
I know that my right hon. Friend continues to make this case—he made it to me when I was in his constituency not many months ago—and I will bear in mind what he says. We are investing huge amounts in new rolling stock, including the new intercity express trains, the new trains for Crossrail and the other rolling stock orders that we have placed, which will benefit the travelling public.

Commons ChamberI know that the hon. Gentleman has spoken very sincerely about this on behalf of his constituents. However, he is prejudging the outcome of the report. The report has not said which option it has gone for. It has come forward with three shortlisted options and another option that will be looked at in the longer term. This is not a fait accompli. The commission’s work will continue over the next 18 months.
Bearing in mind that the recommendations of the Roskill commission on airport capacity were rejected by successive Governments, does my right hon. Friend accept that until the first concrete, and lots of it, is poured, uncertainty will not be removed from many of the locations that are mentioned by Sir Howard Davies today? To echo the sentiment of my right hon. Friend the Member for Chelmsford (Mr Burns), will my right hon. Friend work extremely hard to get bipartisan acceptance of the final recommendations?
Not only will I try to get bipartisan agreement, I will try to get tripartisan agreement. I shall not just look at any two parties. I hope that that is the way in which we can move forward. My right hon. Friend has huge experience of this issue and has often made the case for protecting Stansted airport.

Friend the Secretary of State accept that the transformation of the passenger experience at Stansted airport needs to be matched by a transformation in the time it takes to get to Stansted airport, specifically an improvement on the 51-minute journey, which I understand he undertook a week ago?
My right hon. Friend is right. As he knows, I was at Stansted last week and saw at first hand the subject of his representation and his call for greater investment in Stansted airport. I would like to discuss that with him and think about it with Network Rail.

Commons Chamber8. When he expects to meet the new owners of Stansted Airport.
I have no immediate plans to meet the new owners of Stansted airport, as the sale has not yet been completed. However, I have no doubt that effective working relationships established between my Department and the airport will continue under its new owners, and I look forward to meeting the management team at an appropriate time in the future.
What assurances can my right hon. Friend give to Manchester Airports Group, which will shortly be taking charge at Stansted, about improved train journey times from Liverpool Street to the airport, over and above the welcome but insufficient addition of the third track between Tottenham Hale and Angel Road?
I am grateful to my right hon. Friend for the acknowledgement that the third track will make a difference to the areas he mentioned. Obviously, we are always willing to discuss with airport operators how best to improve infrastructure connections, and I will be more than happy to do that once the new ownership arrangements are finally in place.

Commons ChamberI believe the Under-Secretary of State for Transport, my hon. Friend the Member for Lewes (Norman Baker), gave the right hon. Gentleman an assurance on that point last Friday. I am certainly prepared to meet the right hon. Gentleman to discuss these matters and to try and clear up what confusion there seems to be.
In view of the continued drift from north to south, which has been a characteristic of this country for many decades, and which places enormous pressure on services and facilities in constituencies such as mine, should not HS2 be hailed as the most dramatic attempt yet to correct that national imbalance to the advantage of the country as a whole?
When HS2 is fully up and built, it will have a major impact on the north and will help dramatically to rebalance the economy, which is so desperately needed. I am grateful for my right hon. Friend’s support.

Commons ChamberOne of the problems we face is that there is a huge demand and we have seen huge increases in the number of people using the railways. Matching that, the Government are pulling in huge investment. We have set out our plans for 2014 to 2019, as has Network Rail, which published its plans last week. I understand the concerns of the hon. Lady’s constituents, but I have to say that a lot of work needs to be done on investment.
If I am pressing my right hon. Friend, as indeed I am, to invest more in track capacity on the West Anglia line and to ensure that there is a purchase of new rolling stock soon, do I assist my constituents if at the same time on their behalf I ask him to peg fares, or even reduce them?
I am grateful to my right hon. Friend. I met him this week and he made the case very strongly for extra and faster capacity for his constituents in the feed-in to Liverpool Street. He highlights the exact dilemma: people want extra investment and it has to be paid for. The Government are prepared to subsidise the railways and are doing so, but the passenger also has to pay for extra capacity and new trains.

Commons ChamberI am sorry that the hon. Gentleman thinks that is the case, but it is not. In fact, we are trying to build a consensus across the parties on large infrastructure projects such as this, and to a degree that consensus has been achieved. The HS2 route that we have adopted is the route that the previous Government published.
In the meantime, noting the results announced by the owners of Gatwick airport yesterday, does my right hon. Friend believe that competition is an important element in trying to ease the capacity problems in the London airport system?
The truth of the matter is that a number of airports are now owned by different companies as a result of the changes that have been made, and they are coming forward with their own proposals, which will add to the approach taken by the Davies commission. It will certainly not be short of representations of various sorts, including, I imagine, from my right hon. Friend.
