I hope that over the next period of the road investment strategy, we will manage to resurface some 80% of the strategic highway. I know that my right hon. Friend has campaigned for resurfacing in part of her constituency, as I admit I have done for part of my constituency, so I will look particularly at the schemes to which she refers.

I am delighted with the announcement of a feasibility study for the dualling of the A69, which is long overdue, and I am pleased that my right hon. Friend had the opportunity to see some of the issues there. Does he agree that connectivity between the east and the west of this country is often poor, and that dualling such roads as the A69 will help enormously, as well as boosting the economies of Cumbria and the north-east?

I am grateful to my hon. Friend. I visited his constituency and he showed me at first hand some of the pinch points around it. I hope we can work with him on dualling and alleviating pinch points in his constituency so that he can get the opportunities and the traffic easing that he rightly asks for.

I welcome the hon. Lady to the House and to the Transport Committee, where she will no doubt want to return to this topic on many occasions. I was slightly chastised earlier by the hon. Member for Garston and Halewood (Maria Eagle) on what the courts may or may not say about HS2. If I followed the route suggested by the hon. Member for Manchester Central (Lucy Powell), I know that I would find myself on the wrong side of judicial reviews.

I welcome the announcement on the developments on HS2 and the substantial investment in our rail network. However, will the Secretary of State confirm that the existing west coast line will continue to receive the investment that it requires? In particular, will signalling upgrades be more than just like-for-like and bring capacity improvements?

I can assure my hon. Friend of that. Over the new year, I saw the upgrading work at Shugborough tunnel. That is the sort of investment that no one normally sees. Until that work was done, trains could go through the tunnel at only 50 mph. They can now go through it at 125 mph. I fully accept the need for continued investment. My hon. Friend’s constituents will benefit from High Speed 2 up to Manchester and will be able to pick up the normal lines beyond that.

The right hon. Gentleman’s question goes slightly wider than my statement this afternoon, but I point out that I made an announcement just a few weeks ago about a pinch-point plan to relieve certain areas of road congestion, which will cost £170 million. Wherever money is spent, I am determined to ensure that good value is obtained and that we do not waste public money. That is more important to a Minister than making sure he spends the money, come what may.

I congratulate the Secretary of State on the speed of the work that he is doing and his approach to this very difficult issue. My concern, however, is the potential loss of investment and innovation in the rail service in the short term. Will the Secretary of State assure me that everything will be done by his Department to ensure that no investment opportunity is lost and that any improvement to the service will go ahead if at all possible?

My hon. Friend make a good point, because the line is very important for his constituency. I know that he has already had a meeting with my right hon. Friend the Minister of State about rail investment in his constituency. I am keen to make sure that the benefits that people will get from the franchise are realised as soon as possible. There has been a necessary delay and I very much regret that.

May I extend my support to the Secretary of State for taking prompt action once he was aware of the problems with the west coast rail franchise? My concern now is about the length of the term of any new franchise, once it is finally in place, as that can affect the investment decisions of a rail company, particularly as regards stations such as Carlisle. Will the length of the new franchise be the same as that initially proposed?

I understand my hon. Friend’s point. What I do not want to do at this stage is prejudge what the Brown report may eventually say, but I will say that it was commonly accepted that longer franchises would lead to more investment and a better return for the taxpayer. We will need to look at this properly and to investigate what went wrong with this particular process before we come to long-term decisions. A number of people in the industry, including the former Secretary of State who sat in another place and not in the House of Commons, have also made that point.
