My Lords, crippling restrictions on working in Europe are blighting the lives of 2 million people employed in our creative industries. This is because the Government completely omitted our largest sector after financial services from the Brexit trade deal, and then spent four years failing to fix their blunder. Will the Minister take this opportunity to apologise to those who previously had a career in music, dance, theatre or fashion but are now having to drive taxis or flip burgers?

I am very grateful to the noble Lord for raising this point. I think we all agree that this is an extremely distressing situation for the postmasters involved. A committee hearing is going on in the other place, which I believe we will discuss later this afternoon. I reassure all Members of this House that the Government never approved the bonuses for the section relating to co-operation with the Horizon inquiry. Frankly, the idea that you should reward executives for performing their duty is surprising, and we certainly did not confirm those bonuses. That is a very important point. The second important point to make is that the executives, as I understand it, have paid back the portion of the bonus relating to that, but that does not change the fact that we need to review how Post Office executive remuneration functions. There has been a number of different reviews of the governance of that, and the Government are taking significant note of them.

My Lords, the Minister’s Answer just now was very interesting, given that the Post Office Limited: Shareholder Relationship Framework Document says at paragraph 7.6 that

“the remuneration of all Board members will require approval by the Shareholder”,

and remuneration that exceeds the threshold must also be approved by the Chief Secretary to the Treasury. Can the Minister say what bonuses were approved after 2015? Have any additional approvals been required by the Chief Secretary to the Treasury since 2015? If the Minister does not have this information, I would be grateful if he wrote to me with it.

I thank the noble Baroness for that question. I can assure her that this is a great focus for the Department for Business and Trade. At the moment in the UK, only 10% of our SMEs are exporting. Overall, we are a great exporting nation; we have recently gone from sixth to fifth in the table, and we are second in services, so we have a strong export tradition, but we could do better among our SME community. My personal ambition is to drive that number up, and digital has a key part to play in that. There are some 280,000 SMEs exporting. We want to double that, and the digital route will be the way to do so. We have already identified 100,000 essentially new business which are born digital and born international, which will be a great boost to the SME trade. That will be a great focus for our department going forward.

My Lords, in a letter to Peers in June, the Minister, the noble Viscount, Lord Camrose, stated

“industry stands ready and eager to support the delivery of this Act for UK businesses of all shapes and sizes, developing guidance and standards to ensure it’s a success”.

Notwithstanding the Minister’s response, how are the Government actually working with industry, as well as others he mentioned, to ensure this? Should not we now have more detail about the implementation of the Act?
