Commons ChamberT6. The Cabinet Office has been relentless in reducing waste from public services. However, does my right hon. Friend share my concern that the hidden cost to the taxpayer, as well as the lack of local accountability, from doing away with the shire fire and rescue services and trying to create a national fire service as Labour proposes would be considerable?

Commons ChamberMy hon. Friend is absolutely right to draw attention to this. We have, I think, got ahead of the game by commissioning the work we have done jointly with the insurance industry. Cyber-insurance is a market in its infancy. Many businesses do not know whether they are covered for damage and loss caused by cyber-attacks. The fact that Britain excels in the insurance market—London is the world’s centre of insurance—and that Britain is very good at cyber-security will enable us to become world leaders in this important area. The sophisticated pricing of cyber-risk will be a huge stimulus, particularly to smaller businesses, to ensure that they have done what they can to protect themselves. I welcome the industry’s support, particularly for smaller businesses and SMEs, of the Cyber Essentials scheme as a kitemark for taking the right steps to protect themselves.

I congratulate the Minister for the Cabinet Office on both his statement and his strong commitment to a quiet revolution on our nation’s understanding of, and support for, the cyber-industry. My right hon. Friend knows the important cluster in Worcestershire and Gloucestershire, which now includes the future training centre rightly mentioned by my hon. Friend the Member for Stroud (Neil Carmichael). Does my right hon. Friend agree that places such as the new cyber-centre in Gloucester, led by Raytheon with innovative partners employing between 9,000 and 90,000 employees, should encourage local universities such as the university of Gloucestershire to play an important role in developing appropriate courses for future skills in this sector?
My hon. Friend is completely right to draw attention to that and to emphasise the need for us to develop these skills early. These are scarce skills at the moment, but they do not need to be. We took steps early in the course of the coalition Government to start the process of building skills, and the kind of developments to which my hon. Friend refers are a crucial part of that.

Commons Chamber7. What estimate he has made of the potential savings to the Exchequer from the Government’s proposed reforms to civil service pensions. [R]
The Office for Budget Responsibility has estimated that this Government’s reforms of public service pensions will deliver more than £430 billion of savings over the next 50 years.
The Minister’s answer is good news for taxpayers, who include many of the 13 million people in this country without a pension at all, but it is also important that public sector workers receive a good pension. Will my right hon. Friend confirm that the revised structure is still a defined benefit one and that it is fairer to part-time workers, who are often women, and to lower-paid workers?

Commons ChamberOur ambition is to make National Citizen Service a rite of passage available to every 16 or 17-year-old. In 2011, more than 8,400 young people took part in it. This year we made the programmes available to a much larger number of people. The programmes finished recently and we await final data on the numbers. In 2014, we will ensure that 90,000 places are on offer.
All those involved in the NCS programme in 2012 in my constituency of Gloucester will welcome the Minister’s news of expansion in 2013. Excellent local partner, Gloucestershire college, has suggested to me that if it was possible for the organisations that pledge support to provide more detail it could provide even more opportunities to young people in my constituency and across the county. Does my right hon. Friend agree that more could be done from the Cabinet Office to facilitate that?
I know that my hon. Friend has taken a very close interest in the NCS, which is fast-growing and immensely popular with those who take part. Satisfaction is expressed by more than 90% of its participants. I hear what my hon. Friend says and will discuss further with him how we can take that forward.

Commons ChamberWe have made available a huge range of information about the effects of the changes to public sector pensions, and there will continue to be more as the negotiations make further progress in the weeks ahead.
I just want to make this point about the job losses. I very much regret that there will continue to be job losses in the public sector. If we had not inherited the biggest budget deficit in the developed world from the Government of whom the hon. Gentleman was a member, those jobs would not be at risk today.
The Minister knows that I, as one who has worked in the civil service and as the brother and son of teachers, have huge respect for people who work in public service. However, I also believe that many teachers and nurses in my constituency have been woefully misinformed about the details of a complex pension proposal by their unions and by statements from the Labour party. Will he clarify, once and for all, for all hon. Members and for my constituents in Gloucester, that the lowest paid 15% of the work force who are on less than £15,000 a year––about 750,000 people, of whom 85% are women––will pay no extra contributions and will receive a better pension than the one they now receive, inherited from the previous Government?
I can confirm that and add that many of the lowest paid in the public sector will pay no more towards their pension. When the basic state pension is added on top of the occupational pension, they will be able to retire on a bigger income than they were earning while they were employed.

Commons ChamberNegotiations were carried out by the previous Government over the 18 months before the order was laid, which, as I understand it, exhaustively explored all the options. I met the Council of Civil Service Unions before the election and immediately after. I have had several meetings with the council—at least two, I think—since, and I am proposing to meet the chairman later this week. There is a continual process of discussion and dialogue, which I regard as very important. I do not want the measure to be unilaterally imposed; I want a genuine consensual arrangement, whereby all six civil service unions agree to a new, sustainable and long-term scheme.
As my right hon. Friend knows, I am a former civil servant. I am very conscious of the large numbers of low-paid civil servants in this country. He and other hon. Members will know that on average, the UK civil servant receives no more than £24,000 a year, so there are issues of fairness. I give him my full support in taking forward in his negotiations with the various trade unions every possibility of increasing the statutory minimum available for low-paid civil servants. That will fulfil exactly one of the major tasks for the Bill: greater fairness in the system.
I can reassure my hon. Friend that that is exactly our aim. It is one of the great myths—I have sometimes heard this expounded even in this august House—that all civil servants are highly paid. That is simply not the case. As he says, the average pay of the civil servant is, I believe, around £23,000, and half of civil servants are paid £21,000 or less. In the pecking order, as it were, of the different sectors, average pay is highest in the wider public sector, private sector pay is next, and civil service pay is the lowest. So my concern for lower-paid civil servants is real and genuine, and it is based on a proper understanding of the concerns that exist.
