Commons ChamberI know my right hon. Friend’s concern about that office and I know that Steria and the management of the shared services centre will be looking at that very carefully. They will want to make sure that the service is provided at an improved quality—the quality has not been optimal up to now—and at a much lower cost. There will be many different ways of doing that, but I know that they will want to look very carefully at the service provided by their colleagues at Alnwick.
2. What steps he is taking to improve commercial skills in the civil service.
The Government have been working for the past three years to drive up the level of commercial skills across central Government. There is still a long way to go, given the shortcomings of where we started. The need to press ahead with redoubled speed was highlighted in our recent cross-Government review of contracts. We are creating the Crown Commercial Service, which will come online later this year.
I welcome the important steps that my right hon. Friend is taking to improve these skills. I believe that more needs to be done to continue to upgrade skills in commercial areas, particularly relating to project management and commissioning. Is he satisfied that sufficient civil servants will be going through the new commissioning agency really to make a difference to the skills base in Whitehall and beyond?
I recently attended the one-year-on event of the new Commissioning Academy, which we set up a year ago. It has achieved a good deal. During the next 18 months, we want 1,500 senior public sector commissioners to have participated in the academy. It is part of a wider programme to improve commercial skills not only in Whitehall but right across the public sector.

Commons ChamberWe inherited a position that was exactly as the hon. Gentleman describes from the Government of whom he was a member. We have already improved matters significantly by publishing forward pipelines in a number of sectors so that British suppliers can tool up to bid effectively. We have cut procurement times and costs dramatically so that it is easier and cheaper for businesses to bid and win that business. It is a very great pity that his Government did not get on and do some of that themselves.
T3. Can my right hon. Friend confirm that the big society awards help highlight the important work of community groups, just as the 2012 award did for the Street Angels initiative, which helps make night life safer in Macclesfield and in hundreds of towns and cities across the country?

Commons ChamberThe FLA does not license football grounds, of course. That responsibility rests in all cases with local authorities, which will continue to exercise that incredibly important function. The central expertise to support the licensing activity could exist in a number of bodies, such as the Health and Safety Executive, or the Football Association could provide it. My right hon. Friend the Secretary of State for Culture, Olympics, Media and Sport will explore all those options.
I congratulate the Minister on the speed with which he has taken forward the review and this activity. [Interruption.] Well, it was completely ducked by the Labour Government. What further steps is he taking to give the remaining public bodies an increased focus on effectiveness and value for money, which is much needed as part of the culture changes set out in his statement?
I am grateful to my hon. Friend for his remarks. In my written statement and the list attached it, we have identified 40 bodies that are still under review, in many cases because a formal review has been launched but has not yet reached its end. The Chancellor’s comprehensive spending review, which I believe he will announce to the House next Wednesday, will set out the spending envelopes for all remaining bodies and place them under considerable financial rigour. For those that remain independent bodies there will be more transparency, which we have already started with the disclosure of higher salaries above £150,000. That has raised a number of questions about how those bodies are run.
