Commons ChamberOne of the difficulties is that under the previous Government no one even monitored how much time was spent on trade union activities and duties. There is a statutory requirement to provide paid time off for trade union duties, but that was roundly abused. We now have in place a proper system of control and monitoring, and the cost will be cut right back.
T3. It is estimated that 71% of over-55s do not have access to the internet at home, so will the Minister explain exactly what support has been put in place to enable them to access Government services for which it is compulsory to apply online?
The hon. Lady will know that we have in place an assisted digital strategy, so that as we roll out our digital by default approach, which will provide services on a much more convenient basis for the citizen at much lower cost to the taxpayer, there will always be available a place where people can go so that the digital transaction can be carried out with the support of someone to help the citizen. [Interruption.]

Commons ChamberThe Minister has talked a lot today about transparency and at one point, in answer to a previous question, he seemed to dismiss any suggestion of cash for access as fantasy. Does he agree that perhaps there is just a scintilla of doubt when the leaders group is invited to pay £50,000 for the privilege of having post-PMQ lunches with the Prime Minister? For the avoidance of any doubt, can he say today that none of those lunches involved the use of taxpayer-funded offices or other facilities by Government?

Commons ChamberI am confident that the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Ruislip, Northwood and Pinner, who has responsibility for civil society and is taking the initiative forward, will want to collaborate closely with the devolved Administrations in just the way that the right hon. Gentleman suggests.
3. What proportion of the budget of the national citizen service he expects to be spent in the 50% least disadvantaged areas of the country.
Analysis by Cabinet Office officials shows that NCS pilots are taking place in more than 190 locations across England and that places are evenly distributed among the most and the least deprived areas of England. Just under half of the places are in the 50% least deprived areas and just over half are located in the 50% most deprived areas. The key criterion for selecting pilot providers was the quality of proposals, including their plans to attract a wide cross-section of 16-year-olds and to support disadvantaged young people to take part. The bidders themselves nominated areas where they wanted to deliver the 2011 pilots as part of the competitive commissioning that was completed in November.
I am sure that the Minister will be aware of the research published by the university of Strathclyde, since it was the Conservative party that commissioned it, which highlights the danger that the proposed NCS would in fact benefit more middle-class and well-off young people, rather than those in disadvantaged areas. What account is he taking of that research and how is he changing the programmes to deal with it?
The essence of that programme is that it is designed to bring together young people from a genuine mix of backgrounds. It is not designed particularly to help disadvantaged young people. It will benefit all young people and help to create a much more cohesive society by bringing together people from all backgrounds at an important and formative stage in their lives, during the rites of passage to adulthood. The social mix is an absolutely crucial ingredient of the programme.

Commons ChamberIt is possible that such a situation could come about, which is why we have encouraged the organisations that I mentioned to set up the information and support service for groups of public sector workers. We will also establish a challenge group, into which this service can feed thoughts and suggestions. If there are concerns that middle and senior managers are obstructing the right of public sector workers to form these co-operatives, I hope that people will feed them directly to us, through the challenge group, so that we can take the appropriate steps.
Does the Minister accept that there is a fundamental difference between a worker co-operative and an organisation that is fully mutual? Can he assure me that there will be a democratic process within public sector mutuals and that there will be a membership element to it?
We do not have a dogmatic view about exactly what form these should take. I hope there will be considerable innovation. Some will want to form joint ventures with outside providers; in other entities, the Government or whatever other state agency is the commissioning body might want to retain a stake in the organisation. There will be strong democratic worker involvement in many of them, but the key element is a degree of ownership by the employees themselves.

Commons ChamberMy hon. Friend is completely right on that. Secretaries of State will indeed be willing to answer detailed questions on exactly those issues. On many of the changes, complicated questions arise on the ownership of assets and where they will end up. The public bodies Bill will provide a power by secondary legislation to deal with asset distribution, and I am confident that my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs will have heard my hon. Friend’s concerns about British Waterways Board assets.
I have heard the Minister say a number of times that if something is important, Ministers ought to take decisions on it and to be accountable. In that context, does he believe that consumer protection and a consumer voice are important? If so, why has he chosen specifically to abolish Consumer Focus and to transfer its functions to Citizens Advice? The latter is a worthy organisation, but it surely has enough to do in coping with the increasing demands for advice that result directly from the Government’s welfare reforms.
The short point is that citizens advice bureaux carry a high degree of trust with citizens. They exist locally and are well supported, and they manage to mobilise very large amounts of voluntary activity. We must get away from the slightly outdated idea that to show that we care about something very much, we must set up a quango to express it.
