Lords ChamberMy Lords, I would love to stand at the Dispatch Box and say that certain things could never happen again, but nobody can legislate for the odd rogue undertaking or the malicious intent of people. Therefore, one cannot be absolutely certain that it could never happen again. What one can do is put measures in place to ensure, as far as possible, that it never happens again.
My Lords, does the Minister agree that undercover policing is an essential tool in the fight against terrorism and crime and that, provided it is properly regulated and standards are adhered to, we should not judge the majority of very brave police officers who go undercover by the misdeeds of a few?
