My Lords, it is time that we made some progress. The noble Lord, Lord Knight, proposed that the Bill should go forward on Report, and the Labour Chief Whip agreed. But we are getting into doing that without having passed a Motion, so I would like it to be made clear that we will now consider the Bill on Report and deal with whatever difficulties there are as that goes on.

My Lords, for absolute clarity, I say that we have had the Motion on the House considering Report, and we are now considering the first group of amendments on Report. We will proceed on that basis today.

My Lords, the guidance for the furlough scheme is also clear that those required to shield because they are clinically extremely vulnerable are eligible for the scheme under its current rules. The other piece of hope for the clinically extremely vulnerable is the fact that we have sent out 5 million letters, starting today, to those over 70 and the clinically extremely vulnerable to start their programme of vaccination.

My Lords, since these difficulties for parents are caused by the inability of the local authority to perform its responsibility under the statutory duty of the parents to send their child to school and the local authority’s duty to receive the child, is there a legal responsibility on the local authority to deal with these difficulties?

The Government are doing a huge amount to respond to the challenge of education and training and provide opportunities for young people. As I just mentioned, there is the kickstart scheme, where those aged 16 to 24 will have the national living wage paid by the Government for job placements lasting up to six months.

My Lords, in some areas where employment was low, the pandemic has produced greater than average damage. What steps are being taken to mitigate this further damage?
