Lords ChamberMy Lords, I wish to welcome briefly this report, and to mention the special position of accounting officers in relation to the Public Accounts Committee. They are not required to act under the authority of a Minister, and of course there are a number of accounting officers who are not responsible to Ministers; for example, the accounting officer of the Supreme Court.
