Lords ChamberTo ask His Majesty’s Government what plans they have to respond to the United Nations’ International Widows Day, specifically with regard to measures to empower widows and their dependants to achieve economic independence.
My Lords, in begging leave to ask the Question standing in my name on the Order Paper, I declare my interest as a founder and chairman trustee of the Loomba Foundation.
My Lords, the UK recognises that widows can face multiple forms of abuse, stigmatisation and hardship following the loss of their partner. The FCDO’s new international women and girls strategy will support grass-roots, women-led civil society organisations to reach the most marginalised women and girls. Using the full range of the FCDO’s levers, we are challenging harmful social norms and advocating for gender-focused policies, systems and laws that support women and girls’ rights, freedom and potential.
I thank the Minister for that Answer. Given the critical importance of eradicating discrimination against widows to achieving the UN sustainable development goals of ending poverty and hunger, achieving gender equality, reducing inequalities and creating sustainable communities, will the Government continue their long-standing support of the campaign to achieve justice for widows, in particular through British expertise and research to help UN member states develop and implement effective, evidence-based policies and programmes?
My Lords, under the strategy I mentioned in my Answer, the FCDO will continue to stand up and speak out for women and girls’ rights and freedoms on the global stage and in our bilateral relationships. It also commits us to ensuring that at least 80% of the FCDO’s bilateral aid has a focus on gender equality by the end of this decade. We will target that investment towards the main life stages of women and girls to secure lifelong, intergenerational impact and strengthen political, economic and social systems that play an important role in protecting and empowering women and girls.

Grand CommitteeMy Lords, I thank the noble Lord, Lord Oates, for tabling a debate on this important topic. Since 1995, five countries have faced periods of suspension for failing to uphold the values set out in the Singapore and Harare Declarations—including Zimbabwe, which withdrew altogether in 2003 when its suspension was extended.
A number of humanitarian organisations have detailed continuing human rights violations since President Mugabe left office a little over five years ago, including post-election violence in 2018 and killings and rapes during the January 2019 protests. There are concerns about whether abuses against opposition politicians and activists are meaningfully investigated. New laws threaten further suppression and there are problems around the use of criminal law against opposition.
Such issues cannot be swept under the carpet; they must be addressed to achieve lasting improvement in Zimbabwe. The question is whether exclusion from the Commonwealth is useful in doing so. I am firmly of the opinion that it is not. The Commonwealth is founded on what is for most members a painful past and turns it into a force for good. Understanding wrongful behaviour, both intended and unconscious, creates an opportunity to put it right. That applies to all of us. For the Commonwealth to foster improvements in democracy and human rights, its members must be willing to work together towards that goal. The reason why Zimbabwe walked away in 2003 is that it had no intention of doing so and there was no prospect of a process that could see the suspension lifted. For all the questions that hang over Zimbabwe’s current record, I do not believe that to be the case now.
Let us remember that, in 2021, the British Government expressed concern about democracy in Bangladesh, Nigeria, Pakistan, Rwanda and Tanzania. In almost two-thirds of Commonwealth countries, homosexuality is illegal, mostly based on laws inherited from Britain. Today, 26 member countries have blasphemy laws and 16 million people across the Commonwealth are estimated to be trapped in modern slavery. On the positive side of the ledger, whereas widows face similar discrimination as elsewhere in sub-Saharan Africa, Zimbabwe passed a law last year giving equal inheritance rights to women in common-law marriages, which is a definite improvement and development. This is the point: if Zimbabwe, a country with as much claim as any to have suffered from its colonial past, wishes to be readmitted to the Commonwealth on the basis of its values and its charter, we should welcome that as a positive step and work with it, as we do with other members, to achieve progress.
The Commonwealth is a key channel for raising awareness of issues concerning democracy and human rights. I therefore urge the UK Government to engage constructively towards that end and support the readmission of Zimbabwe to the Commonwealth.

Lords ChamberMy Lords, it was profoundly moving to sit together in this Chamber and listen to His Majesty the King speaking to the nation and Commonwealth of his profound thanks to his mother, Her Majesty the late Queen, and of his commitment to follow her example of selfless service. That resonated deeply.
I wish to share two conversations that I heard while travelling here today. One was on the Underground, when someone looked across and said, “You must be busy at the moment”. Guessing what this was leading up to, I said, “How is the news of the Queen’s death affecting you?” He said, “I’ve just been with my mum, who came to this country 70 years ago; she is now 74. She has only ever known the Queen and she is devastated. I too am full of sorrow”. And on we talked. Then, to get here in good time, I hopped into a black cab. The cab driver, when he knew where I was going, also put two and two together. He dropped me off and said, “That one is on me, Father. We are all sharing in this”. And so it is.
The tributes paid in this House and in the other place have rightly dwelt on personal reminiscences and the place of our late sovereign in the life of the nation. I too, like my fellow Prelates, have made my way to Sandringham in the depth of winter. Like them, I have both made my homage in due time and faced the Supreme Governor of the Church of England across a jigsaw puzzle. I have had my sermon judged and been put at my ease in spacious hospitality.
Since the news yesterday, we have been thinking deeply about what we knew of Her late Majesty in the light of our loss. I have one particular observation to make. As your Lordships know, my diocese covers the boroughs of south London and east Surrey. Near where I live is the magnificent edifice of Streatham public library, to which was added in 1912 a truly splendid clock by public subscription in memory of the late King Edward VII, who had died two years previously. A little further, again funded by public subscription, is a monumental statue of the same King at Tooting Broadway. I mention this because both stand out and both were by public subscription, and thus reflect the sense of the people of the day as a tangible means of expressing thanks and making their own tribute.
I wonder what we might say and do in response to the life of our late Queen. There are many tangible tributes that we may make in the coming months and years to Her late Majesty the Queen, but one of the greatest tributes would be to take to heart the sense of vocation and service she embodied in her role. In an age where politics is dominated by great parties and economics by great corporations, is it not salutary that even those who wield political and economic power are in some sense accountable and defer to someone who personifies the unity and well-being of the nation, and in that person to find a pledge of lifelong service and integrity—one that is not shouted out but lived out year after year?
I will tell one small anecdote. My late sister-in-law, who was profoundly deaf, accompanied me during my time as Bishop of Woolwich when the Royal Artillery moved from Woolwich down to Salisbury Plain. Her Majesty the Queen was there for the occasion and spotted that my sister-in-law was wearing a Duke of Edinburgh gold badge. She went up and, as soon as she realised that my sister-in-law was deaf, her face lit up and non-verbal communication took place that was at the deepest and most wonderful level. My sister-in-law felt that she had had a wonderful conversation with the Queen, the Queen not least talking with her about deafness in her own family. Her capacity to reach out, particularly to those who live in this life with great challenges—disabilities, learning difficulties and many other challenges—was a real hallmark of her own integrity.
Her late Majesty the Queen spent her long life in service with an uncomplaining dedication that she derived from her pledge to us and her duty to God, who called her to be our Queen. So, in audiences and walkabouts, at her official boxes, in correspondence, at investitures, before military personnel, before crowds, at great national occasions, in countless private moments, in numerous personal kindnesses and in her prayers, she did not fail us. May we embody these standards in the vocation we have been given—that will be a fitting tribute. Thanks be to God; God save the King.

“What counts in life is not the mere fact that we have lived. It is what difference we have made to the lives of others that will determine the significance of the life we lead.”
I was sorry to hear that the Queen died yesterday. She was an extraordinary woman who fulfilled her destiny with dedication, dignity and grace, using her power behind the scenes as a cohesive force, bringing people across the globe together with an overall perspective of future unity. In challenging times she was a rock, which our Prime Minister also mentioned yesterday in her speech. Today marks the end of an enormously long Elizabethan era.
Like me, Her Majesty Queen Elizabeth II was born into a world where the British monarch was Emperor of India, but it fell to her, coming to the Throne five years later, to embody that transition to a post-imperial world, and there can be no greater tribute to her than the heartfelt outpouring of love and gratitude expressed by the leaders of Commonwealth countries all over the world since Her Majesty passed away on Thursday. The transition has been different for every country, but it was the Queen’s unfailing spirit of service and humility that allowed even the most painful of memories not to stand in the way of forging a new relationship.
I had the honour to meet Her Majesty twice, once at the opening of the GLA building—I have a beautiful photograph of myself with her—and, on another occasion, at the opening of Barnardo’s new offices as I am the vice-president of Barnardo’s. I was completely taken back as both Her Majesty and the Duchess of Cornwall—now the Queen Consort—wanted to hear about my charity for widows.

Lords ChamberMy Lords, I thank the noble Lord, Lord Alton, for initiating this debate on a topic which I believe is central to the interests of the United Kingdom, not only to thwart Russian aggression against its neighbours but to maintain the rules-based order on which our own future growth and prosperity, as well as the sustainability of the planet, depend.
In only a few weeks, we will have a new Administration in the United Kingdom. The noble Lord, Lord Hastings, has just appreciated the work of the Minister, the noble Lord, Lord Ahmad of Wimbledon. Likewise, I wish him good luck and possibly a promotion in the new Government.
He deserves it. But whether the former Chancellor of the Exchequer or the current Foreign Secretary wins the election, it is critical that from day one the Government focus not only on the cost of living crisis at home but on global insecurity in the supply of food and energy, all hugely aggravated by Mr Putin’s unjustified war in Ukraine.
We are aware of the impact of the Government’s decision, 18 months ago, to cut overseas aid. Leaving that important, broader argument to one side, I will merely highlight the dangers created by the impact of food insecurity in some of the poorest countries in the world, including in the Horn of Africa and east Africa. What is the value of talking tough and sending arms to Ukraine, if victory in that endeavour is made ever more unlikely by prolonged conflict and global instability? This was highlighted by the noble Lord who spoke before me.
We know that in times of trouble and economic stress it is always the poorest who suffer first and most, not only here at home but all over the world. Last year, Russia and Ukraine both ranked in the top three global exporters of many grains, oils and fertilisers, as highlighted by the noble Lord, Lord Alton. Disruption to those supplies affects almost every country, including ours, by creating shortages and pushing up prices, but it is especially critical in countries that are unable to meet their own basic needs. As a result of the present situation, the UN has estimated that more than 180 million people in 41 countries could face a food crisis or aggravated levels of food insecurity.
We know from the anguished European discussions about Russian oil and gas in recent months that overreliance on some countries—perhaps any country—presents unacceptable security risks. We must look both at how we can meet our own needs and how we can diversify and broaden supplies. All this is equally true when it comes to food imports, but, just as with gas and oil, any alternatives take time, perhaps many years, to provide a realistic answer—particularly as for many of these countries their chance of self-sufficiency in food production is made an even more distant prospect as a result of climate change. These are just some of the reasons we are signed up to the United Nations sustainable development goals, which include ending hunger and poverty.
Her Majesty’s Government are committed to economic growth at home, withstanding aggression abroad and tackling migration. From what we have heard so far, those objectives at least are not likely to change with a new occupant in No. 10 Downing Street. However, the stresses created by the food insecurity that is caused by the conflict will stifle growth by stoking inflation, undermine a resolution in Ukraine and drive up migration, regardless of where in the world the Government threaten to send those arriving by unauthorised routes. Tackling food insecurity in Africa, in short, is central to achieving the Government’s objectives at home.
Action is being taken by both allies and opponents to protect their interests. As a Minister in the other place stated recently:
“The G7 is committed to providing support to those countries who need it and ensuring any sanctions against Russia have no direct impact on food security or supply chains.
The UK is working with Ukraine and international partners to help Ukraine export its grain and play its role as the breadbasket of the world. We will continue to fund humanitarian aid and economic support for those who need it most.”
As the World Bank has made clear, however, world grain prices are currently up 34% as a result of the uncertainty, so one is tempted to ask the Minister about that earlier reassurance. How is that going?
Russia is attempting to use the situation to form closer ties with Iran and drive a red wedge into Turkey’s relationship with its NATO partners. What is the Government’s assessment of how these manoeuvres are likely to play out? Do the Government feel that global leadership in this case requires proper co-ordination with allies around a thought-through strategy that can succeed just as much as it did during the financial crisis in 2008, and after Iraq’s invasion of Kuwait in 1990?
In summary, we have a humanitarian duty to do what we can to alleviate suffering, and we have a direct interest in addressing the wider impacts of this dreadful war, which, like any war, has unpredictable consequences. I wish the Government well in their efforts to address the situation but would say that genuine multilateral collaboration is key to any successful strategy and there is no room for complacency.

Lords ChamberMy Lords, like so many of us, I am appalled by the Russian invasion of Ukraine. I will focus on the welfare of Ukrainian refugees, a subject no one has spoken about today. I declare my interest: the Loomba Foundation, of which I am the chairman trustee, has extensive experience of the impact of conflict in many parts of the world, particularly in driving up numbers of vulnerable widows and single mothers with dependent children and the massive upheaval this causes for families and communities. We have seen how this is the predominant feature of the Ukrainian refugee crisis today and we know the range of support that is essential for these mothers to create the stability they crave for their families.
I am deeply moved by the generosity of the British people, including those who have opened their homes to families from Ukraine. However, the current system the Government have put in place simply does not provide enough support for the vulnerable women and children arriving in the UK. In particular, those arriving on the Ukraine family visa scheme do not have enough protection. Some will have suffered terrible trauma and this may make it difficult for their families to cope.
We need to put measures in place so that, if their living arrangements break down, local authorities receive funding to match them with another family or provide alternative accommodation. We also need funding from central government to provide pastoral and mental health support for these refugees. We know that children, as well as adults, who have suffered trauma need the right help as early as possible so that they can start to build a new future in the UK.
The Loomba Foundation and other charities are doing what they can to fill the gaps and meet immediate needs. Barnardo’s, of which I am vice-president, told me about the case of a woman who arrived in the UK from Ukraine heavily pregnant and with just what she and her husband could carry. They came to live with family in the UK but did not have the basic things they needed for their new baby. Fortunately, Barnardo’s was able to give her all the things that new parents need, including a cot, nappies and clothes. Afterwards, the mother emailed Barnardo’s to say thank you. She said: “In this world there are more good people than bad. Thanks to you we are safe and have our little baby.”
As this example shows, charities can make a difference to the lives of vulnerable women and children arriving from that war-torn country, and we are currently finalising a partnership scheme whereby the Loomba Foundation will fund vouchers for Ukrainian refugee families to obtain essential items from any one of Barnardo’s nationwide network of more than 630 shops. Important as such measures can be for individual families, we cannot rely on charities alone to support the Ukrainian families and their British hosts, and I call on the Government to engage with us to help define the wider support that is needed and to provide due resources for it.

Grand CommitteeMy Lords, I am grateful for the opportunity to speak in this International Women’s Day debate, as I have done every year for the past decade, on the topic of women’s equality in this country and around the world. This is a critical time because the impact of inequality is always worse in times of conflict and hardship, so I will focus my remarks on the plight of women fleeing war in Ukraine.
We must pray for all those left behind in Ukraine to face the pitiless Russian forces. They include the old and infirm, who will not or cannot leave their homes, and the men and boys who are forbidden to leave with their families and left to fight the invader. But my concern today is with the Ukrainian mothers who have had to flee with their children, not knowing when or whether their families will be reunited. We know this category forms the majority of refugees from Ukraine, at this stage.
For now, and in many cases perhaps for ever, these are single-headed households. As such, they face a double whammy: the inequality of the refugee, navigating the many obstacles placed in their way as they seek refuge, as we have seen in recent weeks; and the inequality of the single mother who must not only be there for her children, but put food on the table, clothe them and ensure they can go to school and receive medical care. All this is while they deal with, and all too often hide, the trauma of their own experiences and their fears for the partners and parents they left behind.
It reminds us that ensuring the equality of women requires us all to take positive action. This is not a matter of ticking boxes or of theoretical rights. Equality requires us to take the trouble to see the reality of how others live, and respond with the humanity and generosity that we are so quick to claim but so slow to dispense. I will not dwell on the delays we have seen in living up to our promises of generosity, but instead focus on what we can and should do to help these mothers in their hour of need.
Last weekend, the Communities Secretary said we will put our arms around them and give them all the support they need. That is welcome. He also said that the first arrivals under the new scheme could be expected this weekend, so let us do all we can to ensure that the support available to these wretched people, and to the British families opening their homes to them, is fit for purpose. It is not just a matter of welcoming these single mothers as refugees. We can do better than that; we can see they are doubly disadvantaged and do something about it.
The Loomba Foundation, which I chair, is planning an association with Rotary International worldwide, and with it in the UK and Ireland, to raise funds in support of Ukrainian mothers fleeing with their dependent children. We will draw on the Loomba Foundation’s extensive experience of the plight of widows, including those widowed in conflict and natural disasters, who all too often face that same double whammy of a sudden change in their status with an increased responsibility for their dependents. The mothers and children fleeing Ukraine are in that situation and we know what it takes to, as the Communities Secretary put it, give them all the support they need.
My plea to the Government today is to do more than matchmaking and providing sums of money to host families and local authorities, essential as this is, but to make sure the dots are connected across national and local government to offer the tailored and joined-up support for these refugees: first, by identifying the likely needs from counselling and health to schooling and economic empowerment, and facilitating a multi-agency response; secondly, by reaching out to mothers arriving with their children and telling them about the special support that is available; and finally, by setting up a special helpline that they can contact for advice.
Women’s inequality has all too often been invisible and ignored, yet the irony is that it is women who are the first emergency service, the people we rely on to look after the children and to care for the elderly and vulnerable. Making women’s equality real means understanding and dealing with the barriers they face. That is an investment that always pays off.

Grand CommitteeMy Lords, I thank the noble Baroness, Lady Anelay, for bringing this report before the Committee, and the Select Committee for its important work. The return of the Taliban and the humanitarian disaster unfolding from Afghanistan’s economic and social collapse make it all the more important that this work to monitor and understand the situation on the ground continues. The previous speakers talked about various problems that have taken place since we withdrew from Afghanistan.
The noble Lord, Lord Alton, and many others have talked about girls and women. I will focus my remarks on the plight of women and girls; in particular, on the situation in which widows now find themselves in Afghanistan—the poorest of the poor, marginalised, invisible and unheard. The World Widows Report published in 2016 by the Loomba Foundation, which I chair, revealed that Afghanistan already had the highest proportion of widows in the world: more than one in five of all marital-age women from the age of 10. Maternal mortality was also in the highest range, with more than 1,000 mothers dying for every 100,000 births. Not surprisingly, Afghanistan has one of the highest percentages of war widows.
The tragedy for widows is that they are marginalised by society even as they face gender discrimination from the Taliban. They have nowhere to turn as the economic and social situation in Afghanistan deteriorates. Low life expectancy and early marriage result in women mostly being widowed in their 20s and 30s. In some countries ravaged by conflict, widows can move into male work roles to make up for the shortage of labour, but not in Afghanistan. What are they to do? In Afghanistan, conditions for widows can be so bad that there have been reports of them selling smaller children in order to save the others, and in the rare situations where they can work, they are invariably underpaid and exploited, with no one to turn to. I echo the wider sentiments about discrimination against women and girls whose hopes of empowerment and a better future nurtured in the past two decades have been cruelly dashed. We have all seen the shocking reports of the Taliban suppression of women protesters in recent days.
I know that the Government care about this and see it as a priority. For my part, I make a special plea for those who are doubly disadvantaged as widows and ask the Committee and the Minister to make every effort to shine a light and bring succour to those who need it most.

Lords ChamberMy Lords, I am grateful to the noble Lord, Lord Alton, for raising this important subject. We often focus on the consequences of displacement, the exploitation of refugees, the impact on host communities and the challenges of coming up with solutions. It is important to look at the causes too, and to consider what we in Britain can do about them.
We know that the principal causes of mass displacement are climate change and natural disasters, political and armed conflict, ethnic cleansing and trafficking. Around a quarter of a million people are currently displaced in Myanmar due to the conflict there since February last year. Within Afghanistan the figure for internal displacement, according to the UN High Commissioner for Refugees, is 665,000, 80% of whom are women and children. Those displaced due to climate change since 2010, according to the same organisation, number more than 20 million. The question today is not what we could have done to prevent the coup in Myanmar or the situation in Afghanistan, or what we should have done over the last century to avoid the climate impacts that are already a reality, but what we can do together to address the causes. The key to addressing them must be to work towards delivering the UN’s 17 sustainable development goals, which include climate action, peace, justice, strong institutions, eradicating poverty and hunger and promoting education and gender equality.
On climate change, the Government are playing an important leadership role that must not end when our presidency of COP 26 finishes. The Minister is to be commended on his commitment to this most important issue. Beyond that, Britain is well positioned to offer a leading contribution through science and in the areas of economic empowerment, trade, education for girls, conflict resolution and sustainable cities and communities, and by supporting the many British businesses and NGOs in delivering aid and expertise around the world. I hope the Minister will ensure that this issue is addressed in the forthcoming international development strategy.
Finally, I am grateful to the noble Baroness, Lady Greengross, for elaborating on the plight of widows around the world. However, I add here that the number of widows has, over the past two years, increased by millions around the world on account of Covid-19. I declare my interest as founder and chairman-trustee of the Loomba Foundation. I ask the Minister: what are the UK Government doing to help the Covid widows financially, and to overcome their mental and bereavement sufferings?

Lords ChamberMy Lords, I am grateful to the noble Lord, Lord McConnell, for raising this important subject. I am heartened that the Government are considering the strategic implications of this country’s actions in the sphere of international development.
The skill and expertise with which so many programmes have been delivered by this country, in partnership with British NGOs, aid organisations and British business—including in educating girls and empowering people to contribute to their societies—are important factors in the esteem we enjoy, not least in Commonwealth countries, which are a cornerstone of our place in the world. In that context, many programmes, at the time of greatest need, have recently suffered from the temporary reduction in overseas development aid to 0.5%. I urge the Government to return to their commitment of 0.7% of GDP as soon as possible.
The stable environment we require to compete and succeed is best served by placing the United Nations sustainable development goals at the heart of our international development strategy, to support communities and countries in becoming stable and prosperous and to address the root causes as much as the symptoms of enforced migration. These goals—ending poverty and hunger, promoting well-being at all ages and ensuring education and gender equality among them—provide the best platform for building partnerships with the international community on the basis of shared values and objectives.
Our wider strategic aims in free trade and geopolitical influence would be well served by reinforcing our reputation as an international development leader in areas such as gender equality, education and empowerment, where we have a proud record. I draw particular attention to the urgent need to address the plight of Covid widows, who have lost their means of support and are marginalised in many of the countries most acutely affected by the pandemic. At times such as these, our focus must be to shine a light on those who are most in need.
Covid is a crisis that has affected us all—rich and poor, north and south—and we know there are lessons to be learned about being prepared for the unexpected from the public health emergency in our own country. This also applies to international development and how well prepared we are to respond to humanitarian crises. This is an area where global Britain should make the best of the advantages it has in being able to respond swiftly on our own. I urge the Minister to make this potential advantage a strategic priority in the Government’s international development strategy, with the aim of making our systems and processes fit for nimble and agile responses in an increasingly unpredictable environment.
It is true that the work of the FCDO is integral to the UK’s role in international development, but it is not the only relevant department, when you consider global Covid-19 vaccine inequity or climate change. Can the Minister tell us how the international development strategy will create a coherent whole-of-government approach to international development and when it will be published?

Lords ChamberMy Lords, I too thank the noble Lord, Lord Roberts, for securing this important debate today. In humanitarian emergencies, fast and pragmatic action is required if the response is to be effective. There is a real concern that when it comes to our obligations in Afghanistan, speed and pragmatism are in short supply.
When we speak about working at pace to open a resettlement scheme that was promised three months ago, or about our leading role in international aid and our generosity to genuine refugees, for whose benefit is that? It sometimes seems that our aim is to reassure the domestic audience that, on the one hand, we are doing the right thing, while on the other hand we will not allow overgenerous aid commitments to detract from domestic priorities and we will do all we can to keep out illegal migrants. The international audience may be harder to convince that we are doing the right thing to address the plight of Afghans. The real worry from a humanitarian standpoint is that it is not realistic to reconcile these competing goals in the way the Government seem determined to do. Putting domestic considerations first will continue to mean too little, too late.
It was clear back in August that food production and supply chains in Afghanistan would face catastrophic disruption, with predictably calamitous consequences for Afghan families, including women and girls, who were left behind. Our obligations to Afghans who associated with us were equally clear, yet the resettlement scheme announced three months ago, in full knowledge of the obstacles, remains but a promise. The matter is urgent, even more so now with winter approaching and the uncertain window of opportunity for Afghans to leave at risk of closing soon.
