Is the TTIP draft treaty not just another example of what I was trying to say, which is that more and more things are no longer under the control of British law makers and electors, but under the control of unelected people in Brussels, and that such things are not amendable once they have been agreed?

My right hon. Friend is absolutely right. If we let TTIP through, it will be a further transfer of law-making power away from this country to international bureaucrats and multinational companies.

There is a referendum dimension to the TTIP treaty issue. First, the only absolutely certain way of preventing it is of course not to be part of it—by leaving the EU on 23 June. We might be able to exempt ourselves or to prevent the treaty from going ahead if we remain in, but that is far from certain. Secondly, as my right hon. Friend has said, there is a certain similarity between such courts of a supranational nature—run by bureaucrats to enforce laws negotiated by bureaucrats, which have never been endorsed by this House and are not open to rejection by it—and it is natural that those courts should sympathise with each other and carry the treaty forward. If we were outside, we could negotiate our own deal with the United States, which I hope would not need any such system of courts. Why should America need such courts to invest in this country or for us to invest in the United States? That deal would require a stripped-down and far simpler Bill, and it would be far quicker and easier to negotiate.

Some people have said, “But President Obama has said we won’t be allowed to negotiate a deal and we’ll have to go to the back of the queue”, but the House of Commons Library has revealed that there is no queue. After the negotiation of TTIP, there are no countries with outstanding negotiations with the US. Not only was President Obama trying to bully us, but he was doing it on the basis of a bluff. We will be not at the end of the queue but at the front of it, and we will no doubt be able to negotiate with his successor.

I hope that hon. Members will consider the EU dimensions of TTIP seriously. I accept that people who are very optimistic about what we can achieve within the EU, and about what the EU might be able to achieve in negotiating TTIP with the Americans, might want to take the risk. It is not a risk that I want to take. It is not a risk that those who give high priority to the NHS, or those who are worried about environmental standards, health protection standards and potential threats to our education and other public services, will want to take. In the light of the topic of today’s debate, I hope that we will give priority to protecting public services rather than going along with something that none of us has ever seen—we are not allowed to see it, and it is being negotiated in secret—and that has aspects that most of us ought to find offensive to the House and dangerous to the people of this country.

It is apparently “Fifty Shades of Grey”. [Interruption.] Have I any higher bids? I have not read it; I have not even read the title of it. However, the surprising popularity of that book demonstrated that sadomasochism, or the infliction of pain and the submission to pain, are far more widespread tastes than we had previously thought. It seems to me that in the political sphere there is a similar belief that it would be popular to inflict pain or submit to pain by green policies. We might say that what we are suffering from in this country is “Fifty shades of green”.

The trouble is that Members who are committed to this doctrine measure the success of their policies not by what they will achieve, but by what they will cost, and not by how effectively they will reach a given destination, but by how onerous are the burdens they can place on Britain, British households and British business.

That pain is very significant. The Committee on Climate Change worked out the costs of climate change policies in 2014-15, and it came out at about £250 per household. [Interruption.] The right hon. Member for Doncaster North (Edward Miliband) may disagree with the Committee on Climate Change, which he helped set up; if so, please intervene—but of course he cannot sustain his position. That figure is set to double by 2020, to double again probably by 2030, and to double again by 2050. That is the direct effect on household budgets both through their energy bills and the cost of more expensive products because energy prices feed through to product costs.

There is also the cost on jobs. We have lost the aluminium industry already, and earlier today we were seeing the serious the impact of job losses in the steel industry. Of course, the basic reason why there are job losses in the steel industry is that there is a worldwide glut of supply, but the reason that falls excessively on this country is that our industrial energy costs are higher than those anywhere else in Europe. That is why we are suffering disproportionately at the moment. I am reliably informed by my right hon. Friend the Member for Wokingham (John Redwood) that we are importing bricks. I recently had lunch with a businessman who said that 7% of his output comes from the UK but that 28% of his energy costs were in this country.

Is it not the point that these green targets can bear down very heavily on our country without reducing carbon dioxide emissions at all, because these products are being made somewhere else and perhaps producing even more carbon dioxide?

My right hon. Friend is absolutely right. This is yet another example of the perverse effects of what we do. We impose costs on our own country, our own industries and our own households but we do not even achieve the objective of reducing carbon dioxide emissions. In fact, in these cases we probably marginally increase them.

My appeal to the House is that we start looking at this whole business in a rational way. Let us take all the targets to which we are committed as a given. Like the hon. Member for East Antrim (Sammy Wilson), I think they are unnecessary and unwise, but let us take them as a given and seek the least costly way of achieving them. Let us seek to achieve them in a way that will place the fewest burdens on British households and result in the fewest job losses and the least destruction of industry and output. Let us not measure our success by how much pain we can inflict and how much harm and burdens we can submit to, as we have done through the 50 shades of green up to now.

The hon. Lady has made a very good point, and she made an extremely good speech.

I would like to believe that the Free Syrian Army is more than a label attached to a ragbag of tribal troops, factional militias and personal armies with no coherent command structure. I would like to believe that they are moderates. However, when I was carrying out a study of the conflict in Ulster many years ago, I examined similar situations, and concluded that

“it is nearly a law of human nature that where people fear the disintegration of the state they rally to the most forceful and extreme advocate of their group.”

In those circumstances there are no moderates, so at best we will have to rely on some pretty violent and unpleasant forces.

I would like to believe that there will be an effective fighting force. However, in October, the commander of the US central command, General Lloyd Austin, reported to the Senate that the programme to train some 5,400 moderate Syrians each year at a cost of $500 million had so far produced only four or five fighters. The number could be counted on the fingers of one hand. I would also like to be convinced that, if those moderate fighting forces existed, they could be persuaded to fight the Islamists rather than Assad, whom they have mostly considered to be their main enemy up to now.

But is not the issue for any Government contemplating air strikes the question of who they would get in touch with and co-ordinate with on the ground?

My right hon. Friend is absolutely right. We have signally failed to train any forces, and it is far from clear that we could achieve our aim without any.

My second area of concern is whether this aerial bombardment in Syria will actually help to prevent terror on our streets in Britain. I should make it clear that I am not one of those who believe that we should hold back from bombing ISIL for fear of provoking more terrorism. Even if there were such a risk, to allow a handful of terrorists to determine British policy would be cowardly in the extreme. But in any case, the truth is that these extreme Islamists attack us not because of what we do but because of what we are.

The preamble to the Prime Minister’s memorandum to the Select Committee states that

“it is from Raqqa that some of the main threats against this country are planned and orchestrated.”

I would like to believe that this was a simple matter of taking out the command and control system to prevent the main threats of terrorism in this country, yet even in that document, when detailing the seven plots foiled by our security forces in the past 12 months, that claim is watered down to say the plots were merely “linked to ISIL” or “inspired by ISIL’s propaganda”.

The truth is that the atrocities we have seen in Britain and France were almost invariably carried out by home-grown terrorists. Many of them were probably inspired by ISIL propaganda or emulating previous suicide bombers and terrorists, but I have seen no evidence that any of them were controlled by, let alone dispatched from, Raqqa. Those plots were hatched in Brussels, not in Syria, and if the French and Belgian security forces on the ground could not identify and stop them, it is pretty unlikely that any plans being hatched in Syria could be prevented by precision bombing from 30,000 feet. In any case, the fact that one horrifying atrocity follows another does not mean that they are directed and controlled by a single organisation. We have seen horrifying school bombings in America, with one following another and one example leading to another, but that does not mean that there was a single controlling mind behind them.

My third concern is that we are led to believe that degrading and disrupting ISIL will reduce the flood of refugees. As I understand it—I am open to correction on this—scarcely any of the refugees coming to us or going over the border into Turkey are coming from the ISIL-controlled areas. My fear is that if we disrupt and reduce that area through bombing, we will add to the flow of migrants into Europe.

The real reason that the Government wish to join the operations in Syria is that we want to join our US allies. It is Britain’s default position that we should support America unless there is good reason not to, and that is a position that I hold to, but when there are doubts and reasons not to go ahead, we should reason and argue and try to persuade our colleagues to change their strategy before we join in.

We are celebrating this year the centenary of the birth of Harold Wilson, whose great achievement was to remain the closest ally of the United States while not being drawn into the Vietnam war. I believe we should learn from that example and, if my doubts cannot be cleared up, hold back rather than join in with our friends and allies in their endeavours, which possibly are doomed to failure unless they have boots on the ground to support the bombs from the air.

Yes, but I am just about to.

The Act was introduced with no consideration of the uncertainties. Projections from climate models were taken as if they were infallible. In 2007, just before the Act was introduced, the Met Office Hadley Centre said:

“We are now using the system to predict changes out to 2014. By the end of this period, the global average temperature is expected to have risen by around 0.3° C compared to 2004, and half of the years after 2009 are predicted to be hotter than the current record hot year, 1998.”

As we know, the pause that was already well established in 2008 has continued since then. There has been no 0.3° C rise, and all the years since then have been cooler than 1998.

I asked the previous Government in 2006 how long the pause would have to continue before the Met Office amended its model to take the reality into account. They sent people from the Met Office to come and see me in my office, and we had an interesting discussion. However, the answer was—this answer is also in Hansard—that they would not alter the model, because the model is right. If the facts are rebutted then, in the words of Hegel, so much the worse for the facts. That has been people’s attitude about it all. It is not science, because it is not refutable.

That does not mean to say that the greenhouse effect does not exist; I am a physicist by training, and of course it exists. The question is: how big is it? If it is of a modest size and it has been offset over the past 15 years by natural variations, is it not possible that in the previous 20 years, when there was a rise in temperature, some of that was due to the opposite movement in natural factors, adding to and amplifying any minor global warming due to CO2?

Does my right hon. Friend agree with the point that I was trying to make earlier to the hon. Member for Brent North (Barry Gardiner), who seemed to be unwilling to consider it? If one wishes to establish the impact of human CO2, one needs to understand all the other factors driving climate change, which might be up or down, and be able to quantify them. Otherwise, one cannot calculate the human effect.

Absolutely. When people say that there is a scientific consensus that all or the majority of heating that has occurred over the recent decades is due to man-made emissions, there is in fact no such consensus. If one drills down into the questions people ask, one will see that the questions in the first study included, “Do you believe that man-made emissions contribute to warming?” Yes, I do. “Do you believe that that is largely due to CO2?” Yes, I do. However, that does not make me an alarmist, and it does not justify anyone else pretending that every scientist is an alarmist—they are not.

The Act is not just the most expensive, impractically ambitious and uncertainly based piece of legislation that I have ever known; it is unique in being legally binding and unilateral. No other country has followed us down that route. Since we went down that route, Canada and Japan have resiled from Kyoto, and Australia has just abandoned its carbon tax. It is time we looked critically at the Act, repealed or revised it, and do not allow ourselves to be slavishly, legally bound to continue doing something that no longer accords with the evidence or goes along with what the rest of the world is doing.
