Once again my hon. Friend raises an issue of importance to his constituents, as evidenced by the number of signatories to the petition. He will know that short-break services are a priority for this Government. We know how they support children with disabilities and their families, which is why £800 million has been made available to local authorities for short breaks and why we have introduced a short-breaks duty requiring all local authorities to provide such services for disabled children and young people. As my hon. Friend will know, it is for local authorities to decide, in collaboration with local health services, the level and type of support they will make available. It is encouraging that the cabinet member for Essex county council has given assurances that no final decision about the centre’s future will be taken unless alternative services are available that meet families’ needs. I hope that is of some reassurance to my hon. Friend.

May we have a debate on the complete disarray in NHS England, which is causing ever-lengthening delays and increasing concerns about the future of two greatly needed health centres in Orrell and Ashton?

I am sorry, but I do not accept remotely the premise of the hon. Lady’s question. Given that NHS England formally started its work in April this year, I think that she and Members across the House should support it in its difficult tasks.

My hon. Friend makes a very important point. These issues do not relate solely to Wales; they also relate to England, because they have direct implications for the organ donation system in England. I made that clear to the Welsh Assembly Government when I was Secretary of State for Health and I know that my right hon. Friend the Welsh Secretary will have done so, too. I do not know what opportunities there may be for a debate on the matter in this House or, indeed, in the Welsh Grand Committee, but I will certainly discuss it with my colleagues.

This week the Legal Services Commission confirmed a £655,000 cut to the Law Centres Network, the Advice Services Alliance and the Royal Courts of Justice’s citizens advice bureaux service. May we have a debate on what that will mean for those organisations, the organisations they support and, most importantly, the people who will no longer be able to use them?

I take note of what my hon. Friend says. People feel strongly about that very important issue. We will of course look at the business, and no doubt the Opposition and the Backbench Business Committee will also consider the matter. It could be considered in the context of the Parliamentary Commission on Banking Standards and the approach taken by banks to their customers.

Will the Leader of the House investigate the delay in publishing the results of the pilot scheme on recording Atos assessments, and ensure that they are published as soon as possible?

Is not the real reason the Secretary of State is vetoing publication of the risk register that it shows what the doctors, the nurses and the midwives warned of all along—that this reorganisation is dangerous and reckless, and actually puts patients at risk?

It does not say that. Before Labour Members get up to read out the Whips’ handouts, why do they not read the document that was published on Tuesday about what is in the risk register and how we have mitigated these risks? The hon. Lady’s point is unjustified, not least as regards nurses, because the general secretary of the Royal College of Nursing, in April 2011 and again in December 2011, sat in my office and told me, “We support the Bill.”

I am interested in my hon. Friend’s point. As he will have heard in response to an earlier question, we are already increasing access to NHS dentistry, with a 0.75 million increase in the space of a year. In fact, it is probably possible to address more effectively some of these questions of access to dentistry through a consistent national contract that can be responded to locally through the work of the health and well-being boards, which will be able to make their own recommendations through the joint strategic needs assessment.

T4. Given that the UK has the worst one-year and five-year survival rates for lung cancer compared with Australia, Canada, Norway, Sweden and Denmark, as has been highlighted today by the Roy Castle Lung Cancer Foundation report, what measures is the Secretary of State taking to improve the detection of lung cancer symptoms in primary care?

The hon. Lady will know that we are focusing, as I said in response to an earlier question, on improving survival rates at one and five years for lung cancer, among other cancers. One essential task is to improve public awareness of the symptoms of lung cancer, and we are already piloting means by which we can do that. At the same time, there have been research trials on the effectiveness of X-ray screening for lung cancer, and we will look at the results shortly.

I am grateful to my hon. Friend for his question, but in response I will simply reiterate what I said to our hon. Friend the Member for Leeds North West: that these matters are currently the subject of consultation by an independent group representing the primary care trusts collectively, and not by the Department of Health at this stage.

T8. Given the concerns of researchers and medical research charities and their belief that the research provisions in the Health and Social Care Bill should be strengthened, what discussions has the Secretary of State had with the medical research community during this pause?

The hon. Lady will know that the Health and Social Care Bill does make specific provision for NHS organisations to have regard to the needs for research. She will, I hope, also be very well aware that, by virtue of decisions made by this Government in the spending review, we have been able to sustain the level of research in the NHS. In particular, I was recently able to announce a new 30% increase in funding for translational research funded through the NHS.
