I will gladly raise that point with the Minister with responsibility for fire services, and he may like to reply to the hon. Lady. I have to say that I do not think that fire services would generally regard themselves as in any way constrained by their statutory responsibilities in attending whenever they felt there was a public need for them to do so.

Last week, Thales UK won a £120 million export order to Indonesia, securing important aerospace jobs. That is just one example of the importance of the Government strategy to rebalance the economy by supporting manufacturing, promoting apprenticeships and exporting to high-growth countries. Does my right hon. Friend agree that one of the strategy’s most important consequences is the opportunity for young people, and that it is one of the major reasons why youth unemployment in my constituency fell by 45% during 2013? Does he agree that this is a good moment for a debate on youth unemployment to see what more we can do to maintain this encouraging momentum?

My hon. Friend is right. The rate of youth unemployment is lower than at the time of the election and the youth claimant count has fallen for 19 months in a row. That is a reflection of the success of the Government’s long-term economic plan. We can see practical benefits from that plan, not least for our young people, but it is also about businesses. We should always reflect on the success of enterprise and on the hundreds of thousands of new businesses that are being established. In particular, as the Secretary of State for Business, Innovation and Skills made clear in questions, we must support small businesses and increase the proportion of small businesses that are exporting, particularly to the fast-growing economies around the world, because that will drive growth in the future.

The Leader of the House will be aware that annuities are coming under increasing scrutiny. At a recent meeting of the all-party group on pensions, which I chair, it was made clear that millions of current and future pensioners would benefit considerably from improvements to annuities and from greater transparency, competition and flexibility. Will a Treasury Minister attend next week’s pre-recess debate, so that I can encourage the Treasury to focus on this area?

My hon. Friend raises a point of real importance. Many Members are, like me, aware of the pressure on annuitants buying annuities at times when yields can be relatively low, highlighting the importance of their getting the best possible deal, the best possible information and, frankly, the lowest possible charges. If my hon. Friend raised this issue in the pre-recess Adjournment debate, I cannot promise that a Treasury Minister would be there because my right hon. Friend the Deputy Leader of the House is going to respond to it. My hon. Friend could, however, be confident that if he raised the matter, Ministers would be made aware of it and would listen to what he had to say.

Given what my hon. Friend was saying about sport, perhaps, as the Tour de France will be going through Cambridge, a racing bike, not just a rugby ball, would be appropriate.

I think many Members will sympathise with my hon. Friend on fly-tipping. He will be comforted to know that local authorities and the Environment Agency have powers to deal with those responsible, but the Government are taking further action to tackle fly-tipping. We are strengthening the powers of local authorities and the Environment Agency to stop, search and seize the vehicles of suspected waste criminals.

Half a million people have marginal deduction rates of 80%—they lose 80p in every £1 they earn. That is an unacceptable legacy of the previous Government that this Government are determined to put right through universal credit. Does the Leader of the House share my disappointment, therefore, that this morning the Opposition gave no support for a project that will help so many of our poorest workers? This is particularly ironic given all our concerns about living standards. Does he share my view that all Members should welcome the changes made by the Secretary of State in 2012 to ensure this vital programme is delivered on time and within budget?

My hon. Friend is absolutely right, and the points he makes came through strongly in the course of the exchanges. The Opposition utterly failed in their criticisms of the Secretary of State for Work and Pensions, my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith), and further demonstrated that while they may talk about welfare reform, they have opposed every step we have taken to live within budgets, and to heighten incentives to give people every possible encouragement and support to be in work.

Last week, the Prime Minister visited Gloucester to see at first hand the work of the unique tri-service centre, managing the most difficult floods the country has seen since 2007. Will the Leader of the House join me in congratulating the emergency services and partner agencies on their work in handling that difficult situation; in recognising the great improvements to flood defences made by the Environment Agency, Severn Trent and local councils; and in calling on the insurance sector to play its full part in making sure that every home is protected?

I join my hon. Friend on all those points. We are committed to further investment in flood defences and the benefits it will deliver, and I entirely endorse his point on insurance. Negotiations are proceeding, and I hope the insurance industry and the Government arrive at an agreement soon and provide reassurance for people.

I heard many things, including the nurses’ concerns about front-line services, which I share; Dr Peter Carter has said time and again that he is very worried that the NHS might go through a process of trying to salami-slice services to the detriment of patients when it is actually possible to deliver greater efficiency through cutting out waste, administration and bureaucracy. I agree with many of the things I heard and I want to make sure, as a matter of urgency, that right across the country that efficiency is achieved and we do not act to the detriment of front-line services.

Will the Secretary of State join me in congratulating GP practices in Gloucestershire, all of which have decided to participate in the single consortium taking forward the commissioning of health services? Will he reassure those of my constituents who still have concerns that this whole process is about protecting front-line services and that it is absolutely not about the back-door privatisation of the NHS?

Yes. My hon. Friend makes an extremely important point and his pathfinder consortium in Gloucestershire is focused on how it can deliver more integrated services. One of the things that we are looking for is the integration of services, which has not happened sufficiently in the past. In Gloucestershire, both in the commissioning consortium as it comes together and in the work done by the local authority, we can see how, on the ground, there is determination and enthusiasm to make the modernisation of the NHS work for patients. We must ensure that the legislation supports it.

The right hon. Gentleman is in no position to make that point, given that his party wanted to cut the NHS budget. What my right hon. and learned Friend said this morning about our working together is indeed true. However, this is not a case of our diverting patients; it is about ensuring that people who have mental health problems are dealt with appropriately rather than there being a failure to deal with them. That applies whether they are in prison or in hospital. We are working together on that, and I know that my right hon. and learned Friend will be making a statement shortly.

T8. Can Ministers reassure me that, given the relative health deprivation in Gloucester, the ring-fenced funding promised in the White Paper on public health will in fact benefit people there?
