We have equality of arms under the legislation, although I think I remember that, technically speaking, the Labour party spent more. But we will return to that.

There are about 100 other political parties, campaigning on a national basis, which managed to do so without exceeding that overall spending limit. Surely, if third parties wish to campaign on the basis of involving themselves directly in the influencing of elections, they should be able to do so without spending more than the great majority of the small political parties in the country have chosen to spend.

As a member of the Select Committee, I think it a bit rich for us to be lectured on proposing amendments to Lords amendments by someone who is proposing that we reject a number of significant Lords amendments. If the right hon. Gentleman is satisfied that the Bill, as it broadly stands—with the Government’s suggested response to the Lords amendments—is so perfect, why did the Government table Lords amendment 99. which gives Henry VIII powers to Ministers enabling them to change the very law that he says is so perfect?

I shall deal with Lords amendment 99 later. What I will say now is that the amendment that we are discussing would leave the spending limit in Northern Ireland as it is under existing legislation, not least because my right hon. Friend the Deputy Leader of the House went to Northern Ireland to meet organisations there and discuss these matters.

The third party spending limit allows for a great deal of activity. That is partly because much electioneering activity can be now conducted by means of new technology at a much lower cost than used to be the case, but in any event a third party could print 40 million leaflets, it could take out a dozen front-page advertisements in a national newspaper, or it could make 780,000 telephone calls from a professional phone bank. That, I think, demonstrates that the limits proposed by Lords amendment 20 are proportionate.

The point I was making is that the register that the Bill establishes is not where meetings will be listed. Meetings will be listed in the diary of the Minister or the permanent secretary. Consequently, in so far as it is appropriate for a meeting’s character to be disclosed, it will be disclosed in the ministerial diaries. To try to construct in the Bill the idea that the subject of meetings will be disclosed in the register would be to misunderstand what the register does. The register discloses the clients of consultant lobbyists, not the subjects on which they are lobbying.

The Leader of the House has still not made any convincing case for why the register should not specify the topic of the lobbying. The idea of relying solely on ministerial diaries, with people having to look up the register and then the diaries on the basis that they already have a suspicion, clearly imposes more difficulty. If this is meant to be about transparency in lobbying, why cannot there be transparency in the register?

Yes, I have seen that early-day motion—we have discussed it in previous business questions. My hon. Friend has been assiduous in raising it, including, if I recall correctly, during Northern Ireland questions. He is so assiduous in these matters that I think no Government Minister can be unaware of the point he is making. However, it is of course a matter for the Chancellor of the Exchequer.

The Prime Minister yesterday acknowledged the If campaign on world hunger and confirmed that he wants to see the issue addressed at the G8 summit he will host. We also know that many other issues are being canvassed for consideration at the summit, ranging from tax evasion to the impact of speculation on commodity prices, climate change and banking. Will the Leader of the House give an assurance that he will ensure that there will be adequate debate in Government time in advance of the summit to address those issues so that they do not all have to vie with each other for hard-pressed Back-Bench business time?

I am grateful to the hon. Gentleman, who makes an important point. The House had an opportunity to debate global hunger yesterday in Westminster Hall, and I know that will not be the last opportunity. It might be for the usual channels, and indeed the Backbench Business Committee, to discuss how and when the priorities for the G8 summit, including, as he rightly says, the Enough Food for Everyone campaign, are debated by the House prior to the summit.

I am grateful to my hon. Friend. He rightly draws attention to how the free schools programme is a major success, with 79 free schools already opened. They are popular with parents and pupils. In my constituency, a free school sponsored by one of the academy schools is extending provision in places where parents and pupils most want it. I understand that a group in my hon. Friend’s constituency will shortly make an application to open Salisbury sixth-form college in September 2014; it will focus on science, technology, engineering and maths and address a shortage of such provision in the area. I am sure that my right hon. Friend the Education Secretary will welcome that application and give it very careful consideration.

Regarding the Government’s agenda and legislative programme, the Leader of the House has given us another “spot the business” statement. In large part, this Chamber is again reduced to playing keepy-uppy. In that context, how does he think that we can credibly explain, at the Parliament Week events to which he referred, that this Chamber could not afford the time duly to consider the House of Lords Reform Bill, which won such an overwhelming vote on Second Reading?

It will not surprise the hon. Gentleman to know that in my view his question is better directed towards Labour Members, who voted for the Bill on Second Reading and made it clear that this House was supportive of the principle of reform of the House of Lords, and then failed to vote to give it the time to be debated.

I am grateful to my hon. Friend, who is absolutely right. Not only the figures published today but also the document published today, which summarises the performance of the NHS in the first quarter of this financial year, through to the end of June, demonstrate that NHS staff are continuing to deliver continually improving performance. I heard Opposition Members show apparent disbelief about that; I remind them that when we came into office, more than 200,000 patients had waited beyond 18 weeks. We have brought that down by more than 50,000. Approaching 20,000 people had waited beyond a year for treatment and we have brought that figure down to below 5,000. That is in addition to many other aspects of improving performance in a service that, on the latest data, has already delivered, in a year and a quarter, £7 billion of the up to £20 billion efficiency savings required and continues to deliver an overall financial surplus.

In the aftermath of the LIBOR scandal, we were told by the Chancellor and the Prime Minister in statements, debates and questions that changes could be made to the Financial Services Bill. Are we to take it from the current consultation on secondary legislation that the Government no longer plan to adjust or add to the primary legislation?

My hon. Friend is right. The courage of the men and women of the Special Operations Executive was remarkable. Members of the House will recall that three years ago that courage was recognised with a memorial on the Albert embankment, including a statue of Violette Szabo. None the less, what my hon. Friend has said about Ravensbrück camp will no doubt have been noticed by the German embassy here.

When, and from whom, may we expect a statement indicating that the Honours Forfeiture Committee is going to look at the honours attached to the names of anyone who was implicated in the scandalous syndicate of deceit that was exposed yesterday? When it does so, will it also consider the case of Derek Wilford, who was clearly indicted by the Saville report?

I understand the issues. Indeed, I was interested to see analysis some years ago of the extent of antibiotic resistance in hospitals in the Netherlands. Resistance was clearly much more prevalent in parts of Friesland where there was much greater antibiotic usage in farming. I therefore completely understand, and my colleagues in DEFRA understand this too. Just as we are looking for the responsible and appropriate prescribing of antibiotics in the health service, my colleagues feel strongly about the proper use of antibiotics in farming.

When the national advisory council of the Thalidomide Trust recently met Government representatives, no funding undertakings were available on the replacement of the health support grant for sufferers. When can we expect a meaningful commitment in that regard, and is the Department liaising with its devolved counterparts?

Without underestimating the inherent challenges, may I welcome the statement and commend the approach of the shadow Secretary of State? The draft care and support Bill makes provision in respect of the portability of care packages between local authorities in England, but it does not yet provide for the “passportability” of care packages to Northern Ireland and Scotland. Historical migration factors mean that many Irish people are lonely and in remote care settings in England who would much rather be in a care setting in which they can enjoy the support and contact of their families—their families want them there too. When will that finally be addressed?

As I told my hon. Friend the Member for Montgomeryshire (Glyn Davies), I completely understand the problem. I will be entirely open to representations from, and discussions with, the Wales and Northern Ireland Administrations on the scope for achieving continuity of care for those who move between different parts of the UK. There are differing systems, but we can at least try to ensure that we build continuity of care around the needs of the individual care user rather than constantly being obsessed with the characteristics of our own systems.

Of course. I will be glad to meet my hon. Friend and his constituents. I recall how he has been an advocate on their behalf in the past and a vocal advocate of services in Wycombe. I emphasise to my hon. Friend that we are looking towards not only the clinical commissioning groups, but the local authorities injecting further democratic accountability so that in his constituency and those across the country we see much greater local ownership and accountability for the design of services.

The Chancellor’s evidence to the independent pay review body chairs last week contained curious if not dubious references to nursing pay and non-nursing pay, and possible outcome linkages of those. Does the Secretary of State understand those and can he explain them?

The hon. Gentleman will know that we have asked the pay review bodies to look at the aspects of pay related to market conditions, and I do not want to prejudice that. They will come back with their advice on that.

I am sorry to disappoint my hon. Friend but I cannot offer him such an estimate. We know that some 37,000 women had PIP breast implants. Clearly, not all those will necessarily want removal, and on advice, it might be any proportion of those; I cannot tell him what that figure would be. As we see in France, recommending the removal of implants does not mean that all women will have them removed.

I acknowledge the Secretary of State’s commitment to engaging proactively with the devolved Administrations on this issue. However, in his statement he used somewhat clumsy language regarding the third main finding of the expert group, saying that “there is no clear evidence that these problems are more serious in relation to PIP implants than other implants, or that they result in increased long-term health risks.” Is he not concerned that, put so clumsily, that will not only fail to reassure those with PIP implants but extend concern and alarm to those who have received other implants?

I am afraid that absence of evidence does not mean evidence of absence. We can be very clear, on expert advice, that there are no specific safety concerns that routinely require the removal of these implants, nor identification of any increased long-term health risks, in precisely the way I have described. I cannot go further and provide, on advice, absolute assurance, and the expert group was clear about that. That is why the French Health Minister, whom I was talking to last week, and I were clear that we should undertake additional toxicology tests on implants when they are explanted, in cases where they were implanted over a period of time, to begin to understand the extent to which they had adulterated filler material and what was in it.
