I am grateful to my hon. Friend. He rightly goes to points that matter a great deal to people. The fall in insurance premiums has been positive, and it is positive that councils across the country have been supported to freeze council tax, which, in many areas, doubled during the life of the previous Government. Relatively low-income households who pay tax have seen £700 come off their tax bill as a consequence of the coalition Government’s commitment to increasing the personal tax allowance. Under Labour plans, fuel duty was due to increase and escalate, but fuel will now be 20p cheaper than it would have been under those plans. There are so many examples of measures that are making a positive difference to people paying their household bills.

May we have emergency legislation on compensation and compound interest? We should make Wonga pay out not £2.6 million compensation for unfair practice but, at its own outrageous interest rates of 5,853%, £203 trillion. Perhaps then it would understand the misery that it causes.

The hon. Gentleman will recall the steps that were taken in the previous Session to put a cap on payday lending. We responded to some of the issues. It is important for the Financial Conduct Authority to ensure that this perfectly legitimate business is undertaken in a legitimate fashion. When it is not, it is absolutely right that the enforcement action is tough.

Last year I persuaded HMRC to investigate employment agencies in my constituency. It found that 12 were not paying the minimum wage to some of their workers. On 12 February in this House, the Prime Minister promised me that he would overcome Treasury resistance to naming and shaming them. It is now June and that still has not happened. Will the Leader of the House look into it and give the Prime Minister a nudge?

I shall of course look into it. I remember the Prime Minister saying that, and I am sure that he delivers on all his promises. I am sure that we are delivering on enforcement on the minimum wage in a way that did not happen in the last Parliament, when there were very few enforcements. We are increasing penalties, and as the hon. Gentleman will have seen in the Queen’s Speech, we are proposing to make sure that the minimum wage is properly enforced.

My hon. Friend is right, and I know of his interest in the matter. This relates to our use of antibiotics not only in human health, but in animal health and how they interact. It is very important to get both right. He will understand from my previous answer that I hope we will take an international lead in trying to achieve a greater effect against anti-microbial resistance in future.

The Leader of the House has been clear that the better care fund will continue, so will he investigate why Whitehall sources are briefing the media that the fund is now at risk? What is the status of the Cabinet Office report that has been extensively quoted in the press? Will he place a copy of the report in the Library and be clear that it is not a statement of Government policy, because it is very worrying for councils across the country?

I think that I stated the position very clearly, and it is certainly not my intention to start speculating on who is talking to whom and whether or not they are talking to the press. That is not the responsibility of Ministers, and neither is talking about purported or actual leaks to the press.

The hon. Lady slightly anticipates what would more properly be a business question. At this stage, we tend to have Prorogation and the Queen’s Speech at this time of year rather than November, so they come together with the traditional Easter and Whitsun recesses. That creates a change in the structure of the calendar rather than necessarily an overall reduction in time spent in debate.

For those of us in a state of disbelief at the Conservative party’s claim to be the party of the workers, may I invite the Leader of the House to demonstrate this new-found commitment by intervening in the pay deal that has been offered to the staff of this House, who keep the business of this House going? After four years of a freeze, they have been offered 1%, but actually it is not even 1% because they are being asked to work two more hours, so their hourly pay is going down. Will he intervene and sort this out?

The hon. Gentleman may be aware that as a member of the House of Commons Commission I am one of those whose responsibility it is to employ members of staff of this House. We continue to regard the staff of this House as among its principal assets. We value what they do. The pay award that is now available to them is one which we believe brings it into line, as we are statutorily obliged to do, with the pay environment in the civil service more generally; that is particularly true in relation to hours. But we also think that it is as generous as we can make it, and I think it would be in the interests of members of staff of this House to accept it.

I wish I could find time for such a debate. There is always pressure on Government business, but such a debate would be very welcome. Apart from anything else, it would give the hon. Member for Corby (Andy Sawford), who is in his place, an opportunity to welcome the progress of the Government’s long-term economic plan and how it is creating more jobs and opportunities for his constituents. Even the shadow Leader of the House might like to join in, as unemployment has fallen by 20% in Wallasey in the last year.

Tempting though it is to switch my question, I want to ask about a serious matter of business. Papers released to me this week by the Department for Transport in response to a freedom of information request reveal that the Under-Secretary of State for Transport, the hon. Member for Scarborough and Whitby (Mr Goodwill) is secretly briefing Conservatives about plans to increase the speed limit on HGVs from 40 mph to 50 mph. That is surely a matter that should be brought before the House properly as there is a great deal of parliamentary and public concern. Can the Leader of the House arrange for that to happen?

I fear that I was not here throughout Transport questions, so I do not know whether the hon. Gentleman had the chance to raise that with Ministers. I have no knowledge of what he says, but I will of course raise it with my right hon. and hon. Friends in the Department and ask them to respond to him.

Mr Speaker, I am sure that the whole House was pleased when you chose to grant the urgent question on the written statement on the provisional local government finance settlement, which was put before the House very late on 18 December. Given the scale, pace and deep unfairness of the cuts in many areas of the country, will the Leader of the House confirm that when the final settlement is announced, there will be a proper oral statement in the House so that Members will have the opportunity to question it.

The publication of the provisional local government finance settlement by means of a written ministerial statement was not unprecedented; that has happened before, including under the last Government. My recollection is that it would be virtually unprecedented for the final settlement to be the subject of an oral statement, although it will be the subject of a written ministerial statement at the very least.

Mr and Mrs Lloyd live in Little Addington in my constituency. They have been flooded twice because of a burst water main. Anglian Water accepts that the water main needs to be replaced, but it will not do the work until late in 2014. In the meantime, it has reduced the water pressure and people in the village cannot even have a proper shower. What advice can the Leader of the House give me on how we can hold Anglian Water to account and get it to change its mind and fix the problem?

Two things can be done. I will take it on myself to raise the issue with my right hon. and hon. Friends at the Department for Environment, Food and Rural Affairs to secure a response from the Government. Separately, the hon. Gentleman can speak to Anglian Water, as I have done myself. I have made it clear that I have supported its bids to the water regulator for a price control, which incorporates a commitment to investment, but equally that I will hold it to its commitment to make that investment, for instance to tackle the impact of sewerage issues on households. He may have similar measures that he wants to raise with the company in that way.

My hon. Friend understands well from the geography of his constituency—it is in a central position—how distribution and logistics work. We have competitive sectors, but we are in a global race and constantly have to improve our competitiveness. That is why the fact that this country has moved up in the competitiveness league tables is great. What is equally great news is that the UK was regarded in a recent survey as the best place in the world in which to do business.

When the Employment Agency Standards Inspectorate visited my constituency recently it found more than 70 separate breaches of the law governing how people are paid, and £100,000 owing to local workers through underpayments. The Government’s consultation on the recruitment sector closed on 11 April, so may we have a debate on the future of the Employment Agency Standards Inspectorate?

I must confess that I was not aware of the date on which Bruce Keogh was planning to publish his review of mortality rates at 14 hospitals, but I will of course inquire of my colleagues as to what is planned. Clearly I cannot anticipate the conclusions of the review. I remember visiting Burnley with my hon. Friend and I am very pleased that we were able subsequently to secure additional investment into Burnley to support services. It was transparent to all of us that the previous changes had left many people in Burnley and related districts very unclear as to what services were available to them, or ought to be available to them. I hope that what has been done subsequently has significantly remedied that.

Twenty three-year-old Tafadzwa Sarupinda and 15-year-old Tapiwanashe Sarupinda came to the UK in 2000 with their aunt, who now has British citizenship. The children do not. My predecessor wrote to the Home Secretary two years ago asking for this to be resolved. Tafadzwa says:

“I pray and cry as each year passes. My life is on hold.”

Will the Leader of the House assist me and prevail upon the Home Secretary to try to intervene and resolve this case?

Yes, to reiterate a point I made earlier, my hon. Friends from the Department of Health will answer questions in the House on Tuesday next, when the hon. Lady might wish to raise that issue with them. The Minister of State, Department of Health, who has responsibility for care services, recently set out further details on how, for example, the Winterbourne View cases are being followed up by the group to ensure that the residents are being well looked after. That example illustrates how important it is that people are not lost in the system, and that serious case reviews are followed up.

Given yesterday’s announcement from the Deputy Prime Minister that the Government’s plans to cram more toddlers into nurseries have been dropped, may we have a statement on child care policy? It is welcome that Labour Members’ campaigning and that of tens of thousands of parents and child care professionals has forced the Government to drop their plans, but it is shocking that we have not had a statement today. If the Leader of the House will not arrange a statement, will he at least tell us the current policy? The Deputy Prime Minister said yesterday that the plan had been dropped, but the Leader of the House has told us this morning that it is being reviewed. What is the policy? It is a shambles.

Our policy is to ensure an increase in the quality of child care and to improve affordability for parents: that is what we are setting out to do and that is what we will do. As soon as the policy is agreed, there will no doubt be an opportunity for it to be announced in the House.

I know that my hon. Friend has secured a debate in Westminster Hall on 5 February on the regulation of animal experiments and testing. He will be aware that the use of living animals in scientific procedures that may cause pain, suffering, distress or harm is strictly regulated under the Act.

I know from working with companies and with the university in my constituency that we have what is, in my view, the strongest regime in the world in this regard, but we must always be vigilant. Home Office inspectors are investigating the allegations of cruelty and bad practice at Imperial college’s Hammersmith campus, and will make recommendations in regard to any action that needs to be taken as a matter of urgency. However, I cannot prejudice what their investigations may lead to.

My constituent Louisa Nkang was granted indefinite leave to remain in this country in January 2011, but has been waiting for more than two years for the release of immigration status documents because the authorities say that they are still conducting security checks. The situation is hugely distressing for her, and the UK Border Agency has given me an unsatisfactory response. What advice can the Leader of the House give me?

The hon. Gentleman demonstrates good attendance in the House and he will have seen that a number of Members on both sides have raised issues about the performance of the Border Agency during a number of business questions. Ministers at the Home Office are actively aware and engaged and they are reforming the agency. That is why the Home Secretary came to the Dispatch Box and made the announcements she did shortly before the Easter recess. I hope that the hon. Gentleman will support Home Office Ministers in seeing those changes through.

I am not sure I agree with my hon. Friend that the debate the Backbench Business Committee has scheduled for Thursday of next week is on one aspect of the Francis inquiry report. I think it is about accountability and transparency in the national health service. He will have seen on the Order Paper the nature of the motion presented. I do not think it constrains debate at all, and it is perfectly appropriate for us to proceed on the basis of the House considering this matter next Thursday, as the business papers make clear. I hope my colleagues will respond to the Francis inquiry in the course of this month, which in itself will give us a basis for considering what processes follow from that.

More than 40 employment agencies are operating in Corby, which is disproportionate. Having met representatives of the Department for Business, Innovation and Skills this week, I am particularly concerned that there are now plans to cut the employment agency standards inspectorate, which protects the most vulnerable in my community, particularly in workplaces. May we have a debate on this?

The hon. Gentleman may by all means seek to secure an Adjournment debate on these issues, and I will certainly talk to my BIS colleagues about the points he raises, but in this context he might like to celebrate the fact that employment in this country has risen by over 800,000 since the election and more than 1 million private sector jobs have been created. If his constituency’s experience is contrary to the national trend, he might like to consider what further measures to stimulate employment will be needed in his constituency, especially as the area in general is seeing employment growth.

Yes, I hope we might find an opportunity, by one route or another, for further discussion of the announcements made by the Minister for Schools. Traineeships are a welcome addition to the armoury, so to speak, to ensure that all young people get access to the right skills and that all employers find young people in this country who have appropriate skills and attitudes in order to go into work. My hon. Friend is right. Since the election more than a million people have started apprenticeships. The budget has been increased, and even where apprenticeships are not appropriate, through the youth contract work experience and other support to the young people who most need skills have been growing under this Government.

Will the Leader of the House find time for a debate on the uses and abuses of zero-hours contracts, which plague many people in my constituency, particularly the most vulnerable workers?

If the hon. Gentleman specifically wants to raise abuses, I am sure my right hon. and hon. Friends at the Department for Business, Innovation and Skills would be interested to hear from him. I encourage them to respond to him about the nature of those contracts. In some cases—for example, in relation to the NHS—I looked at some of those contracts, and they can play a part in the effective management of a work force and may sometimes be in the interests of workers themselves, as well as their employer. It is all a matter of what the appropriate circumstances are. The hon. Gentleman might like to look for an Adjournment debate or some other opportunity in order to raise these issues.

My hon. Friend is right about the attractions of Bournemouth. I can remember being in Bournemouth on a number of occasions and having the benefit of the sun on our face and a beautiful bay in front of us to enjoy while we were there. The simple fact of the large number of hotel bedrooms in Bournemouth makes an enormous difference to its attractiveness to conferences, for example. I will talk to my ministerial colleagues and ask them to respond to my hon. Friend about the change of use regulations. Equally, in order to support economic growth, we should create as flexible a structure as we can for people who own property to allow them to develop that property and exploit it.

Is the Leader of the House aware that over the past few weeks people in Corby and east Northamptonshire have been peeping out of their windows in amazement at festive lights illuminating their roads, because they were plunged into darkness for a long time as a result of a decision by the Tory-controlled county council? That is just one reason why some of his hon. Friends were stumbling around in my constituency having lost their way. This matters so much for the safety and well-being of people across Corby and east Northamptonshire, so may we please have a debate on street lights?

I must confess that I was not aware of the street light situation in Corby—[Hon. Members: “Why not?”] Street lights are a matter for individual local authorities. As I am sure the hon. Gentleman is discovering, if a Member wishes to raise that sort of constituency matter, applying for an Adjournment debate is a good tactic.

My hon. Friend makes an important point that she may wish to raise on Monday week in Department for Work and Pensions questions. I know from my former ministerial responsibilities that we are continuing to consider how the cost of death certification, which is a significant part of the overall costs, is to be met in future, in order if possible not to add to the burdens that people face when they are bereaved. In addition, I will ask my hon. Friends in the Department to correspond with her about how they are considering those issues.

Will the Leader of the House find time for a debate on the role of employment agencies in local labour markets? That is of huge concern in Corby and east Northamptonshire, where too many people find that they are on zero-hours contracts with no guarantees of work, even though they may have travelled some distance or at some cost to get to their place of work, and are often on low wages. There is also a big concern about employment agencies often recruiting from overseas rather than making sure that local people can get into work.

It is a pleasure to welcome the hon. Gentleman to business questions. I noted that he had a very successful maiden speech in last week’s debate on manufacturing industry—an important debate in which we welcomed him to our deliberations.

On the hon. Gentleman’s question, he might like to consider raising that issue at Work and Pensions questions. The agency workers directive will have some effect, and I will be happy to find out a little more about its impact on his local labour market and to correspond with him.
