Lords ChamberMy Lords, it is a pleasure to follow my noble friend Lord Leigh of Hurley. I am also pleased that this debate is happening at this time. The way in which it was introduced was excellent, and we are fortunate to have colleagues such as the noble Baroness, Lady Wheatcroft: her speech will repay careful study.
I want to acknowledge that we have made substantial progress in the United Kingdom in terms of extra growth in the recent past. It is therefore an appropriate time to continue the coalition Government’s important attempts to improve the rebalancing of the United Kingdom economy. It might sound old-fashioned, but I want to support the increased support that manufacturing exporters need, particularly small and medium-sized enterprises.
I hope that in his wind-up the Minister will be able to reassure us that there will be an opportunity to help people rebalance away from increasing activity in the property, services and shopping fields, so that we can rely more on driving growth from exporting potential rather than the manufacturing industry having to rely on domestic demand, as in the past. It is 10% of our economic output, and it will be a hugely and increasingly important area of our economic activity in the future. I hope that we can get some additional support, particularly at this time, when a lot of manufacturers are at a disadvantage in the eurozone because of the recent changes in the two currencies.
In my view—and I do not need to tell my noble friend Lord Livingston about this, because he knows it much better than any of us—the new digital economy is beginning to develop in a way that stops it being sensibly referred to as a digital economy. It is everything we do now. No matter what exporting businesses do, few of them will not have an important element of digital and internet-based activity. That is a huge exporting potential, not just as regards the products and the outputs, but it is an opportunity as regards the individuals that we can export—if I may put it that way—because of our knowledge and expertise in the area.
As a final recent example of that, I was very pleased to see the recent announcement by the Hut Group. The Chancellor of the Exchequer was up there, rightly, acknowledging its £100 million investment in Warrington, which has an online retail dimension, but also a manufacturing development dimension. These things are hugely important for businesses in the future. We should not forget the digital economy as we go forward, because it will become more, not less, important to our economy and our exports.
I will first pick up a little on our relationship with the United States. It was interesting to notice that at the back of the Prime Minister’s visit to the United States to talk about security matters was a series of very important announcements about trade. A £1.1 billion trade agreement was signed between President Obama and David Cameron, which is a significant achievement, but you have to look quite deeply into press reports before you can find any evidence of that having being reported. That £1.1 billion is a significant amount of money. In the course of researching this, I discovered that the Americans are in favour of British cheese, gin and salmon. I do not know what happened to whisky—I resent that, and I am sure that the Minister is on my side here—but we need to do more work with our American friends to get them to change their tastes for the better. These are all significant things. I want to use that as a way of backing up what other colleagues, including the noble Lord, Lord Risby, said about the role of our ministerial teams, lord mayors and public officials, who work their socks off, to some great effect. As I said a moment ago, I am disappointed that we do not hear more about those successes.
A couple of colleagues made an important point earlier: can the noble Lord, Lord Livingston, give us some reassurance about the Transatlantic Trade and Investment Partnership? I think we are now in the eighth round of negotiations. I am in favour of that agreement, because it is a huge opportunity. It is easy to sit on the sidelines and carp but Her Majesty’s Government have not been properly selling its advantages. This is an invaluable opportunity, but some press reports came out in the last 24 or 48 hours saying, perfectly correctly, that we need some further guarantees and that further work needs to be done to ensure that it is absolutely in the United Kingdom’s interest as regards jobs, consumer rights and environmental protection. I hope that the Minister will be able to say a bit about that, because it is of fundamental importance to our country.
Moving on to the eurozone bailout, I understand what other colleagues are saying about China and India, the brave new world and emerging markets, but in the immediate future we really need to concentrate on helping exporters who are struggling in the short term. The ECB bailout may not work. The Russian economy is flat on its back, and the Japanese economy is not in good health. Even in China, there is some evidence of slowing down. There are headwinds all over the place, if I may put it that way. Can there be headwinds all over the place? Maybe there can. There are difficulties, and we should not underestimate the fact that we sell 40% of our exports to the European Union. I support what my noble friend Lord Stoneham said about the importance of that. We must not forget the difficulties that people face there.
I want to talk about some of the excellent work that Tobias Ellwood, the Trade Minister in the other place, has been doing. For instance, in the past few weeks he has taken a trade mission to Egypt, and we have had the third UK-Pakistan trade and investment conference and the Britain in Kuwait exhibition. We struggle to hear about these things, but they are all good news and that work is very important.
However, visas are still a very serious problem for students and trade missions. I know that I probably have the noble Lord, Lord Livingston, on my side in this matter, but we really need to talk to UKVI. We should give ambassadors, who know their territory well, more discretion over who gets visas, so as to prosecute better trade and student relationships. David Willetts was absolutely correct to campaign as vigorously as he did about students being forced to return to their country of origin on graduation; I think that the noble Lord, Lord Cope, referred to this. Those people have valuable potential to be of assistance to us in the future when they go back to their own countries.
There are opportunities in the UK, with the strength of our local economy, and we should be doing everything we possibly can, including giving extra support to UKTI and the ambassadors who act in the Queen’s interest in this business in other countries.
I end with a simple political message: we should be saying to the electorate not only that we need political stability and economic certainty after the election, but that this is no time for people to be voting for parties that have no experience of Westminster government. From these Benches, I would add that this is no time to vote for parties that would put at risk our membership of the European Union. I hope that the Minister will be able to reply to some of the points that have been made in what has been a good and important debate.

Lords ChamberMy Lords, it is a pleasure to take part in this debate. I refer noble Lords to my interests in the register. In the course of my work for a Foreign and Commonwealth Office-sponsored project, I regularly visit Iraq and have been doing so for some time. I am not in any sense an international expert, but I have learnt a lot from this debate and I think it is right that the noble Lord, Lord Risby, has taken the opportunity to give the House a serious, five-hour slot.
I am looking at the Minister when I say that I hope we do not have to rely on party groupings. I pay tribute to the Conservative group for thinking that this is an important enough subject to table it for a five-hour debate but we should not forget that it is the Government’s responsibility to make sure that the House has opportunities to discuss the region as a whole. I hope the Minister will not think that this has now been dealt with for the rest of the Session. There is still important time to be spent on this subject.
I want to make it as easy as I can for the Minister so that she can tick my box very quickly. In the middle of all the high politics and strategy—only a fraction of which I understand—I want to spend a few moments looking at the internal difficulties faced by the new Administration in Iraq. Will the Minister assure the House that she will do everything in her power to assist the new Government? They are at a very critical point and some of the new, major players—Dr Haider al-Abadi and others—are all very well disposed towards the United Kingdom. The noble Lord, Lord Cope, and other noble Lords said that soft power is an important player. We may not have the fire power or the economic power that we would like, or have had in the past, but we are listened to with great respect. That is due partly to the excellence of our diplomatic mission and the professionals, particularly the Arabists, who devote their lives to understanding not just the language, but also the internal workings of some of these quite complex cultures and nations. The noble Lord, Lord Wright, knows all about this because he is one of them.
The background to the incoming new Government is seen very differently from Baghdad. On top of everything else, the professional classes are absent. Even if they take the right political decisions and have the money, the implementation of some of these policies is nearly impossible for a unique and understandable set of security reasons; namely, if you can get your family to safety in a European or other country, why would you not take the opportunity to do so? The Iraqi Government have a serious problem in getting done things that they know need to be done even if they have the money. There are all sorts of shortages which can be readily seen on the inside, such as lack of utilities. There are also some big issues of desertification and water resources. Having seen it for myself, I am absolutely persuaded that this new Government are on the cusp of being able to get started and exercise their authority. The early signs are good. I am optimistic about what can be done. They are looking at security; they are looking at public utilities; and they are looking at achieving a stable political settlement. They are dealing with the ideology of insurgency as well as difficult military and security issues. It is also worth remembering that, although it was with the assistance of General Petraeus at the time, al-Qaeda and its ideology have been defeated in the past. Therefore, it is not impossible. I pay tribute to my noble friend Lady Nicholson whose work in this field is indefatigable.
In the time I have left I should like to make some suggestions. The new ambassador needs support. I have not met Mr Baker yet, but he needs support in handling some of the situations that he is facing. I was very pleased that the Foreign Secretary took the trouble to go to Baghdad himself. That visit was extremely successful. I was also pleased that the Foreign Affairs Committee of the other place took the time and trouble to visit. That has made a difference too. I know that the Minister does not have direct responsibility for that part of the world, although she is in charge of everything she surveys—once a Chief Whip, always a Chief Whip—but I am relying on her to rattle a few cages. It is not just Foreign Office Ministers; sometimes it is Education Ministers who need to go to pick up some of the problems and give assistance where it is required. The Minister said previously that there was a real drive for decentralisation in Baghdad. If Dr al-Abadi’s Government can sort some of their other problems and have the trust that they need for devolving power, that would make a huge difference to building the trust which is absent at the moment.
There are other things which we can do more directly ourselves. Why do we not have an Iraqi business group? My noble friend Lady Nicholson is executive chairman of the Iraq-Britain Business Council which does extremely valuable work. Other countries, such as India and China, have dedicated business groups which focus government activity in Whitehall on the problems of the respective countries. Will the Minister consider whether the time is right to do that in Iraq? Will she also reflect with her ministerial team whether it is possible to give our new ambassador more discretion in giving visas to key people? Business people and politicians who are visiting this country still have to go through a very arduous process. Until recently, they had to have a job to get a visa. That is ridiculous. There are other countries, such as China and India, where ambassadors, who know and can speak personally for potential visitors, have more discretion over visas.
Finally, there are three areas where Iraq is seeking help from the United Kingdom because of the connections that already exist. These are in health care, in education—particularly through some of the excellent work done by Universities UK—and in financial services. In all of these areas there are contracts to be won and business to be done. Of course the security is difficult, but it is manageable if proper precautions are taken. People watching the television might think that Iraq is a wrecked country. It is nothing of the kind. With a fair wind and with support from friends, it has a future, but it will not be able to do it by itself. It needs help from people like ourselves.

Lords ChamberMy Lords, I start by referring noble Lords to my registered interests. I warmly welcome this visit and its timing. I have seen for myself how much importance our Arab friends attach to senior ministerial involvement in the work that they are engaged in. The timing of this visit not only enhances our already good reputation in the United Kingdom as having an interest in the region but also supports the important work of Her Majesty’s ambassador and his critical staff, who are under very restricted circumstances. Again, I have seen for myself the way they have to live under dense security threats.
Can my noble friend assure the House that she and the Government will do everything possible to support Haider al-Abadi? I have seen for myself that he is a wise, moderate, experienced man. The Foreign Secretary is right to say that this is the last chance for the continued survival and prosperity of the state of Iraq. If Haider al-Abadi cannot do it, I do not believe that anyone can.
My Lords, I am grateful for the support of my noble friend Lord Kirkwood about the timing of the visit and the impetus that it will, I hope, give to further development. No one is complacent. We know the seriousness of this and that there is a long haul ahead.
I am very grateful to my noble friend for reminding me not just about the ambassadors and British citizens in our posts overseas, but the staff. There are local staff, and there is a particular strain on them. We have given support to Iraq from the very beginning to obtain an inclusive government. A crucial part of that support has been our encouragement to find someone who can provide a nexus of support between Shia, Kurd and Sunni. We believe that al-Abadi is able to do that, and we are giving him every support.

Lords ChamberThe situation in Afghanistan still has some way to go, as the noble Lord says. I was aware of that report but perhaps we may focus slightly on the positive. The noble Lord may be aware, certainly if you go back to 2001 and consider the number of women who are now receiving postnatal and prenatal care, that around 50% of women now have access to those maternity services—some three times more than about a decade ago.
My Lords, is not the best way of dealing with some of these difficult legal situations emerging in Afghanistan to get more women into legislative roles? Is my noble friend aware that there is some concern about an emerging threat to the established women’s quotas in Afghanistan, particularly at provincial level? Before the international community departs, will she do everything in her power to enshrine and secure a legislative role for women in Afghanistan at all levels and across all districts?
