To ask Her Majesty’s Government what plans they have, if any, to substitute the proposed UK Holocaust Memorial with a national memorial commemorating all victims of extermination or genocide.

My Lords, the Government are firmly committed to establishing a new national Holocaust memorial. The memorial will be dedicated to the 6 million Jewish men, women and children and all victims of Nazi persecution, including Roma, gay and disabled people murdered in the Holocaust. This memorial, at the heart of our democratic institutions, will provide a striking reminder to Parliament and to the whole nation of the need to tackle persecution in all its forms.

I thank the noble Viscount for his reply. I wonder whether we could all agree that all attempts to kill a whole group, whether ethnic, religious, national or other, are equally odious and ought to be prevented. Is it not therefore important that any British memorial to victims of genocide or extermination, certainly if it is to be sited next to Parliament, should commemorate all victims rather than one particular group?

I take note of what the noble Lord says, but there can be no more powerful symbol of our commitment to remembering the Holocaust than placing a memorial in Victoria Tower Gardens. As I said earlier, the Holocaust is one of the darkest chapters in human history, which saw the systematic state-sponsored killing of human beings. To pick up on what the noble Lord said, there will be a focus in the memorial centre on the Jewish population, obviously, but particularly on other atrocities, including in Cambodia, Rwanda and Bosnia.

Yes indeed, there are several schools which help parents out if the parents cannot afford it. Local authorities can also step in to help. The noble Lord was referring to schools, but higher education institutions are also in a position to help, and many do. I have a list here somewhere of the institutions that offer help to ensure that the right diagnoses are made.

My Lords, does the Minister agree that the dyslexic and autistic spectrum is very wide, with any two cases seldom the same? Does he also agree that, with the co-operation of parents, very great progress can be made in individual cases?

The noble Lord makes a good point that these cases all come under the heading of “specific learning difficulties”. As he will know, this includes not just dyslexia but dyspraxia, dyscalculia and all kinds of other issues that need to be taken into account. It is very important that the right assessments are made. Reverting to the EHC plans, these are quite complex. It may well be that the EHC plan includes a small element of dyslexia while the rest is made up of a mix of very complicated stuff, bearing in mind the child’s background.

Yes, it is something that is on people’s minds. Of course, the US and Ireland are operating such a scheme but, as I said at the beginning, the question is: can this be enforced? This will also be part of the important review that we will carry out this year.

My Lords, does the noble Viscount know that this is the third time for me to raise this subject, and that I have had encouragement from the Royal Society for the Prevention of Accidents? Will the Government ensure that there are total exclusion zones for drones wherever aircraft are taxiing, taking off or landing?

Yes, and, indeed, the police are very much involved in this. There is a trial being undertaken at the moment around Gatwick Airport. The police are very much part of this, undertaking trials to work out how drones can best be used around public areas.
