To ask Her Majesty’s Government whether they propose to mark the 40th anniversary of Religions for Peace and its work on war, poverty and the environment.
My Lords, the Government are pleased to note the 40th anniversary of Religions for Peace, although they do not plan to mark it formally. The Government welcome the important work Religions for Peace undertakes through its global network of religious leaders to promote peace, end poverty, and protect the environment through religious co-operation and dialogue. The United Kingdom works with a wide range of non-governmental and civil society organisations through our international diplomatic and development work. We value their expertise and the contribution they make to our policies.
My Lords, I thank the Minister for his positive reply. Would the Government consider giving publicity to this 40th anniversary, perhaps by means of a commemorative stamp? Does he agree that religions have come in for a great deal of criticism over their involvement in violence, so would it not therefore be appropriate to give them maximum encouragement when they work constructively for peace?
My Lords, these efforts should of course receive maximum encouragement from all sources, but whether one should necessarily mix up the international relations between Governments with the very valuable work of non-governmental organisations, voluntary organisations, religious organisations and professional groups is a wider question. My own view would be that this organisation, which the noble Lord knows a great deal about, has done and continues to do immensely valuable work, and in a way gains prestige and effect by standing clear of the pattern of intergovernmental relationships which often has to deal with very hard and sometimes violent and difficult issues.

Lords ChamberI agree, and I regard those as extremely helpful and constructive comments. They underlie a point that is often worth making: that international affairs is not just about Governments to Governments but a vast substructure of informal, non-governmental, voluntary and professional links that make up the whole fabric of relations between two countries. What the noble Lord has said reinforces that very strongly.
What is the current state of health of General Suleiman, who had been invited to become Prime Minister in Egypt? Did he accept, and more generally will the Foreign Office be revising and reviewing its whole approach to the Middle East and to North Africa, bearing in mind what the Minister has already said about transition from one kind of regime to another?
I cannot add much on General Suleiman. He is known to a number of people in this country and to a number of people working in and for the Foreign and Commonwealth Office. I cannot comment on the precise circumstances in which he came to be appointed, as they are internal to the Egyptian Government. That is the position, and I am sorry if I have not been helpful on that.
As to revising our approach, revision of approach has become the pattern of the age. We are in an era of constant evolution in our institutions and our arrangements, driven by the global information revolution and the globalisation of events and processes, so new approaches are having to be considered at all times in this transformed international landscape, and we will do our best, in close dialogue with the experts and think tanks and international experts and partners, to make sense of this fast-changing jigsaw world.

Lords ChamberYes, aspects of the elections last November and December were worrying. We wanted to see free and fair elections, but it is quite clear from reports of widespread fraud, media restrictions and other interference that things did not go very well. Those are matters that we are asking the Egyptian Government to address urgently since it is in their interests, our interests and global interests that fair, open and transparent democracy prevails.
My Lords, have the Government studied the joint declaration by the religious leaders of Iraq of last Friday, which concerns co-existence and respect for all faiths? Will they commend that declaration to the forthcoming Arab summit meeting in Baghdad?
Well, I have not seen that precise declaration, but the spirit behind what the noble Lord describes, with which he is very well acquainted, must be the right one. The co-operation that the noble Baroness just described, the syncretic worship that one wants to see and the tolerance of all religious minorities, which is a must for civilised advance, should all be commended. If that is what the statement embraces, I certainly agree that it should be commended.

Lords ChamberYes, we are aware of the Shan Women’s Action Network report which has just been published and the very worrying situation it outlines where the potential stoppage of water further up the river by Chinese activity would cause grave harm. We regularly discuss environmental concerns at official level with the Chinese Government; we are particularly focused on this matter and will certainly raise it further with them.
Can the Minister confirm that China has been buying up large quantities of the best tropical hardwoods from Burma only to convert them into low-grade plywood? Is that not a bad bargain for both countries?
I cannot confirm the detail but that kind of practice is clearly highly undesirable. In our constant dialogue with the Chinese on the need for environmental responsibility, that is a matter that we will certainly raise if we are not doing so already.

Lords ChamberYes, we are aware of the situation, which is that no money from DfID has been involved in this situation or, indeed, has been given to the provincial Government of Delhi, although obviously DfID money goes to the federal Government, which is a different matter. No money at all is involved in this issue. As for discussions with the Indian high commissioner, we all see him from time to time and hold very fruitful discussions with him. I am not sure when he was last in the Foreign Office, but the noble Baroness can be assured that we are in constant contact.
My Lords, can the Minister tell the House whether there was a proportion of Dalits in the Indian national team in these games, given that they are India’s largest single minority?
No, I am afraid I cannot tell the noble Lord that. The composition of the Indian competing teams is a matter for the Indian Government, and we must leave it to them to have a proper proportion and proper balance. I believe they recognise the validity of world concerns about the caste system, which is a part of yesterday’s world, as the noble Lord, Lord Alton, said, but we must leave it to them to choose who they have as competitors in their team for the Commonwealth Games and other events.

Lords ChamberMy Lords, I intend to confine myself to our objectives within the Middle East. Our national interest lies in trade. On Tuesday, I took part in a live video link between this Parliament and some Palestinian MPs, all of whom, as it happens, were threatened with deportation from east Jerusalem. Did we, I wonder, supply the equipment that made that link possible?
Trade also requires peace. Peace processes that never provide conflict resolution are not enough. Conflict management, which leaves the poor in their poverty, is also not enough. We have to try much harder than in the past to achieve peace with justice. Anything less leaves western powers paying for UNWRA, for rebuilding Iraq and for mine clearance and reconstruction in Lebanon. Doing this kind of guilt payment relieves the main actors from responsibility for their actions.
I believe that justice involves respect for international law and the creation of just systems within each country. Our long evolution of law can sometimes help. The rule of law is probably more important than instant democracy in countries that have no tradition of it. We should study the concept of transition, by which I mean that countries may peacefully move from authoritarian and sometimes corrupt regimes to a better future which will empower all their citizens. Civil society in each country has a huge role to play. Trades unions, co-operatives, credit unions and community groups can all contribute wherever they can work within the local culture.
This country should use its soft power to help local civil societies, especially the free media. I understand soft power to include the English language, the BBC, the British Council and our welcome to foreign students. The over-professional sport of football can be helpful. In Isfahan, in Iran, I recently found that many of the locals support British teams. More practically, a few visiting matches in Gaza, Baghdad or Mosul could do a great deal of good. It just needs some imagination and some courage.
To achieve our objectives, we should improve our understanding of the religious contexts of the Middle East. This can be quite difficult for diplomats and policy-makers who have grown up in a wholly secular and scientific culture. They must discover that religion has given sometimes illiterate people the courage and endurance to resist enemies occupying their land. Religion is closely linked with personal honour—izzat, in Arabic. This is all too often humiliated by foreign interventions. Islam, as the majority faith, feels under attack and occupation. In the past, this arose from Russia, and now comes from Israel and the United States. This perception legitimises the idea of defensive jihad. Local grievances combine with the wider sense of persecution. Together they generate anger and hate, which in turn inspire individual terrorists, whether in the Middle East, Britain or the United States. A first step towards our objectives would be to end indefinite detention, torture and totally inhuman treatment of suspects.
I come now to three specific middle eastern situations. Unresolved conflict, as has been mentioned already, between Israel, Palestine and their neighbours has worldwide repercussions. It blackens the name of the West and affects the behaviour of some small minorities in Britain. Can we, therefore, persuade our friends in the United States and the European Union to pursue more enlightened policies? Can we help them to use the full leverage of their differing kinds of power? In both Jerusalem and Baghdad the religious dimension is hugely important. This means listening to the Muslim Brotherhood and to Hamas. The regional context is equally crucial. The Baker-Hamilton commission wisely made this point for Iraq, but it is equally valid for Israel and Palestine. Someone said that peace in Jerusalem must pass through Damascus, so please do not disregard the Arab League. In Iraq, the religious leaders are hard at work, most recently in efforts to reduce corruption.
We should pay closer attention to Turkey, especially since the tragic killings on one of its ships bound for Gaza. Turkey has combined strong Islamic faith with education and economic progress, and it began détente with Armenia and with its own large Kurdish minority. Both moves, alas, seem to have faded away. It is much in our interests to help détente to succeed both in Turkey and for the Kurds in Iran, Iraq and Syria. I have been to Arbil, which shows what Kurds can do given reasonable autonomy. Perhaps Scotland and Wales can show the way in devolution. We should enshrine trade, peace and justice as our objectives in middle eastern foreign policy.

Lords ChamberI recognise the noble Lord’s strong feelings on this matter, but we simply do not think that that is the right way to proceed. We think that the right way is for the restrictions and the so-called blockade to be lifted beyond the present arrangements, by which some humanitarian supplies get in but not enough. We think that the right way forward is to put maximum pressure on Israel to do that. That is the sensible way forward for Israel’s own security and for the future prospects for the peace process.
I agree entirely with the Minister about unrestricted access to Gaza, but are there not immediate questions to be discussed with the Government of Israel concerning the ships themselves, their cargoes, now under arrest, and possibly the personal possessions of persons who have been arrested?
I cannot answer the noble Lord on the personal possessions issue. With regard to the humanitarian goods on these ships, the idea is that they should be shipped on into Gaza. However, unfortunately, it appears that the Hamas group has not been very keen on accepting all that aid at the moment. But that is the procedure that the Government of Israel are trying to adopt in the face of attempts to run the blockade or break the restrictions, which are apparently to be promoted by a number of countries, including some of the Iranian authorities.

Lords ChamberMy Lords, I welcome the new coalition. I suppose that I may, being descended on one side from Disraeli’s long-serving Chief Whip and on the other from Prime Minister Asquith.
Today I draw attention to the importance of religious factors in foreign and defence policy. Ministers and advisers, used to our secular and scientific culture, can find this very difficult. They sometimes think that religion and faith are important only to children and old women. They are quite wrong, and show ignorance in much of today’s world. An extreme example was in 2003, when some very senior people in the United States simply did not know about the important differences between Sunni and Shia Muslims.
I have spoken before in this House about the folly of the so-called “war on terrorism”. One can sometimes fight terrorists but it is madness to try, using military means, to fight against an “ism”. It is usually a case of winning hearts and minds, as many wise military men know. At home, I urge those reviewing the previous Government’s Prevent Terrorism programme to keep this clearly in mind.
The second need is to distinguish resistance fighters, who may sometimes use terror methods, from ideological terrorists seeking world revolution and, if possible, world domination. The Anbar Awakening in Iraq, Hezbollah in Lebanon and Hamas in Palestine are good examples of religious resistance groups. They wanted to end brutal and oppressive foreign occupation but not to fight for world domination. Al-Qaeda and its offshoots, on the other hand, can seldom be satisfied as they aim by violence for a completely Islamic world.
In the 1970s and 1980s in Northern Ireland I had my first experience of religious factors in conflict. It was not, of course, an old-fashioned war of religion. Politics, identity, culture and religion had, however, become so tightly interwoven that nominal religion served as the identifier in a deeply divided society. To a lesser extent, this is still the case today. Since then, I have made many visits to Israel and Palestine and their neighbours. I believe that it is only religious faith that has given Hezbollah and Hamas the strength to resist oppressive military occupation. Similarly, religious and ideological zeal inspires some Israelis to live in hardship on hilltops in order to colonise someone else’s country, to which they claim a kind of divine right. I have already mentioned the Sunni Anbar tribes in Iraq who agreed to fight with the Americans, whom they had previously resisted, because they saw the greater threat posed by al-Qaeda.
The Foundation for Relief and Reconciliation in the Middle East, in which I have a non-financial interest, has been working for years in Iraq with the most senior religious leaders—Sunni, Shia and Christian—towards national reconciliation. This process has produced joint statements, which are being filtered down so as to reduce the general level of violence. Further mediating work is still needed with the political parties and with other opinion formers.
In Kosovo, I have an indirect interest through the British charity The Soul of Europe. There, it is surprising that UNMIK, EULEX, the OSCE, the Council of Europe and the European Union in Brussels had barely attempted to resolve the problems surrounding the UNESCO-listed, enclaved, Serbian Orthodox monasteries. These splendid buildings, with their frescos and living communities, stand surrounded by barbed wire and protected by NATO troops against the potential ill-will of their Albanian neighbours. Fortunately, the charity that I mentioned has been invited to mediate by both parties. The hope is that it will be commissioned to do so by the European Union. This religious and political issue has huge symbolic importance as the monasteries were founded at the height of the medieval Serb kingdom and in its very heartland. The issue has great immediate urgency because the enthronement at Pec in Kosovo of the new patriarch of all Orthodox Serbs is being planned for October in the presence of many bishops from all the Christian Episcopal traditions. Your Lordships can imagine the security worries and the dangers of misperceptions if a good modus vivendi is not quickly established. In the longer term, the resolution of the problems affecting these monasteries could speed up the accession of Kosovo to the EU while also helping tourism and the economy generally.
I will give only one more example of constructive inter-religious work in process. The Nyon process is bringing together in dialogue Sunnis and Shias, together with western secular leaders and American evangelicals. The combination is so diverse that many have never been in the same room before. The process has the support, I am glad to say, of the UN Alliance of Civilizations and of the Governments of Spain, Portugal, Turkey, Switzerland and Saudi Arabia. Nyon has produced a practical first fruit in the form of additional help for eye surgery in beleaguered Gaza. Its potential for mutual respect and co-operation is almost unlimited.
From my personal experience and the examples I have given, I urge Her Majesty’s Government to treat religious factors with the seriousness that they deserve. This can only benefit our policies in Europe, the Middle East, Afghanistan, Pakistan and elsewhere. Like my noble friend Lord Hannay, I particularly ask this Government to listen to Hamas. Secondly, will they support and encourage unofficial diplomacy and conflict resolution wherever these can improve conflict and post-conflict situations? I was encouraged by what the noble Lord, Lord Howell, said in opening this debate about sub-governmental bodies and new global networks. Perhaps the answer is yes.
