Lords ChamberI have to declare to the noble Lord that we have a phenomenal army of policy officials who have dissected the guts out of that report. I am happy to acknowledge that I have read a summary from my officials rather than the report itself.
I would point out that of the two funds that we have been talking about, the UK shared prosperity fund, which has been piloted through the community renewal fund, targets rural areas in design—to the extent that 29% of those have a higher index of local resilience and are therefore being focused on and being captured, compared with a lower percentage of 22% for urban areas—so we are seeing a great focus on dealing with rural poverty, while of course the levelling-up fund is designed with the different outcomes in mind.
My Lords, what are the Government planning to do to increase the extent and pace of the rollout of broadband and 5G to rural areas, and in terms of its reliability and capacity once the service is in? Does my noble friend agree that connectivity is critical for rural areas’ economic, social, psychological and community well-being?
I thank my noble friend for raising the important issue of digital connectivity. The Government have made it a priority to address nationwide gigabit connectivity as soon as possible. We are working with the industry to target a minimum of 85% gigabit-capable coverage by 2025 and to get to as close to 100% as possible. The Government’s £5 billion Project Gigabit is supporting the rollout of gigabit-capable broadband in hard-to-reach uncommercial areas. Obviously, more details may be outlined in the spending review.

Lords ChamberMy Lords, there is a very strong Yorkshire theme today. The Government proudly flew the Yorkshire flag outside our headquarters to mark Yorkshire Day. That beautiful flag was part of the display in Parliament Square that flew for a week to mark Historic County Flags Day on 23 July. We recognise that people should take great pride in their local identities and we continue to do so, irrespective of the local administrative areas.
My Lords, would my noble friend agree that our historic counties have a critical role to play in the levelling-up agenda, with their proximity to the people and as an enabler of local identity? Has he ever had the opportunity to visit Worcestershire county cricket ground—surely one of the loveliest spots in the world to spend a sunny summer’s afternoon?
My Lords, my travel schedule is changing with every question. I have not been to Worcestershire; I am very happy to take in a visit to see the delights of that county ground, particularly over a delightful English summer. Of course, the Government recognise that historic counties are a very important part of our identity and need to be promoted wherever possible.

Lords ChamberMy Lords, in preparation for this Question, I asked my officials whether it was in any way illegal to loan the money to Northampton Town Football Club. It is not illegal. The issue at hand is that the terms and security that were guaranteed were not sufficient. I am sure that there are lessons to be learned on the involvement of public expenditure in supporting sport in the way described.
My Lords, building on the point made by the noble Lord, Lord Mann, would my noble friend agree that there are good examples of local authority investment in sport stadia and other commercial entities and that it can be a clear part of place-based growth and a real sense of community? What went wrong here? Is there any need to review the legislation governing local authorities in this regard?
My Lords, there are plenty of examples of investment in community sport infrastructure by local authorities and a lot of them make sense. What does not make sense is the pursuit entirely for commercial income. We saw in the London Borough of Croydon the investment in the Croydon Park Hotel, for instance. Another example is the Robin Hood Energy company in Nottingham, where there was an overreliance on commercial income to balance the books.

Lords ChamberI am not exactly in the right department when it comes to individual transport projects, but there is a huge commitment to increasing investment in transport infrastructure. The organisation Transport for the North has received funding to develop the strategy so that we can get the right investment into the north.
My Lords, I declare my interests as set out in the register. The big bang of the 1980s was driven by the right regulatory framework and the technologies of the time. Fast forward 35 years and we have a leading position in many of the technologies of our time—AI, distributed ledger technology, cyber and fintech. Does my noble friend agree that if we deploy those technologies, not least in proposed fintech clusters in the north and other regions, it will have a profoundly positive impact on jobs and skills and—if combined with the right regulatory framework rooted in consistency, clarity, competitiveness and innovation—it will truly transform our nation?
My noble friend is right that we need to look at the emerging economy and encouraging fintech clusters so that we get more high-skilled jobs located in the north. That is why the Chancellor’s decision to locate the national infrastructure bank in the north is also helpful in this regard.

I thank all noble Lords who have taken part in this interesting debate. First, I thank my noble friend the Minister for his change of heart on the footing of the guidance and his commitment to bringing forward an amendment on Report; all noble Lords who have taken part in this debate will certainly wait so see the nature and extent of it.
I thank the noble Lord, Lord Blencathra, for his excellent speech. He made his point perfectly clearly: we should make Acts of Parliament and statutory instruments that are clear and to the point. His setting out of how guidance can get into trouble with a whole series of different lengths and distances made the point clearly, to the extent that, if at any stage the noble Lord cared to make that film, I would be happy to take part in it with him; there could be no greater way of demonstrating how not to go about things.
I thank the noble Baronesses, Lady Grey-Thompson and Lady Thomas of Winchester, for their interventions. It has been made clear in the debate that, at their heart, these amendments essentially have nothing to do with disability and disabled people. They have pertinence to disabled people only because we are the individuals on whom this stuff bites if it is not got right. It is no more significant for a disabled person seeking access than for a man pushing a double buggy or a woman from a store down the road pushing a trolley full of goods to get to the other branch around the corner.
I am sure that my noble friend Lady Neville-Rolfe did not intend to make this point, but there is no sense whatever that economic activity, economic growth and economic motoring are any sense diametrically opposed to inclusive design and accessibility. Inclusive design is the bedrock for the best economy and society that we can build. Inclusion is in no sense a clog at the heel of economic activity; it is the basis on which a better, more prosperous economy and a more integrated and prosperous society is built.
To the noble Earl, Lord Clancarty, I say this: my noble friend made perfectly clearly the point as to how inclusive design and economic activity go hand in hand in the specific case of the situation in Berlin. We really need to see from my noble friend the Minister amendments on Report that can have us all saying when it comes to pavement dining and pavement socialising, “Ich bin ein Berliner.”
On the points made by the noble Lord, Lord Harris, his forensic analysis is spot on. With modern techniques, there is absolutely no reason why consultation should be seen and characterised as a laborious process. Things can be done in real time by connecting to the people who are in the vicinity and have particular expertise to bring to bear on the consultation on a specific issue. Similarly, the noble Lord, Lord Adonis, was spot on with his laser focus on exactly the point at hand: ensuring that the guidance is not only fit for purpose but takes into account the current context.
It is interesting that most of the arguments about the need to get on with this seem to fit very well with the previous group, in terms of enabling small, independent breweries to have licences, with an aim to get on with it and drive economy activity in that way. But I will leave that to one side and come back to it on Report.
In conclusion, I thank all noble Lords who have participated in this debate. In essence, none of these amendments asks for anything other than for every policy practice, procedure and area to be predicated on inclusive design—not because of Covid but because that should have always been the case in every situation. Either we build back together or we do not build back anything that is worth while and sustainable and that optimises social activity and economic growth. With that, I beg leave to withdraw the amendment.

Lords ChamberMy Lords, I have made clear that this is far from a do-nothing Government. In just two months we have already provided £3.2 billion—an extraordinary sum—to deal with the demand pressures of Covid-19. I have also made quite clear that an announcement will be forthcoming in a few days to provide the support that councils need for the rest of the financial year.
My Lords, does my noble friend agree that, as well as providing the resource to help councils through this Covid crisis, local and national government need to come together after that and have a plan for the future and how best to benefit from all the opportunities from new technologies, not least artificial intelligence, distributed ledger technology, quantum computing and all the things that could deliver better services to residents by more cost-effective means?
My Lords, my noble friend is quite right that we need to think about how we can deliver services differently. The use of artificial intelligence and other technologies will provide an important way of being able to do that.

Lords ChamberDoes my noble friend agree that there is a real opportunity and an urgent need to increase the use of digital technology across the construction sector, not least in the supply chain, to ensure that the various industry bodies produce the skills and talent to enable us to flourish in all our digital futures?
I thank my noble friend. There is no doubt that, like all others, the construction industry needs to embrace digital solutions in the digital era, which will help to ensure that construction is safer going forward.
