My Lords, I thank all noble Lords who participated in this group of amendments. I am very attracted to Amendment 52, along with many noble Lords who both spoke and signed up to the amendment. My only reason for not signing was that it already had the support that it needed. It illustrates the need across Government to up the activity of all potential digital applications. We have world-leading businesses in digital. We need to look at every possible opportunity and means of enabling them to flourish and solve problems which have dogged our society for decades. We have the tools to do so, and Amendment 52 is but one clear and effective example of that.

I thank my noble friend the Minister for, as she said, her fulsome response. As always, she addressed all the issues which were raised with her. I am slightly disappointed that we could not go further to assist innovative businesses in our country. I understand the points that she raised, and I accept them, but would she be prepared to join me on a visit to a small independent brewery to hear at first hand the issues such businesses are facing? Through that discussion, perhaps we could consider whether there is anything else we could do to help this vibrant, innovative sector of our economy and society moving forward. With that, I beg leave to withdraw the amendment.

My Lords, we will not have these measures in place for any longer than we need to, and, as I say, they will be the subject of regular review. Way back, between February and March, we had enhanced monitoring at the border because cases were low here. There was no point doing that when cases reached a high level. However, now that cases are back to a low level, this is the time to put these measures in place. However, I assure my noble friend that they will be regularly reviewed and that we do not want to keep them in place for any longer than we have to.

I agree with comments from other noble Lords and congratulate the Minister on all the work she does for this House and for the country. What advice would she give to people who are thinking of a summer holiday abroad this year, and indeed to those who have already paid a deposit for a summer holiday? Should they go ahead and pay the balance and look forward to a lovely trip because these measures will be long gone before the start of the summer holidays?

I am one of those people who would like a summer holiday and do not know whether I will have one. As I say, we will regularly review the measures that we have in place. We want people to have a summer holiday and we want to unlock the country as soon as we possibly can. There would be nothing nicer than for us all to have a nice holiday at the end of July.

My Lords, the independent Office for National Statistics, which follows best international practice, produces the migration statistics. The Government do not seek to influence that. The Migration Advisory Committee also recommended that students should not be taken out of the net migration statistics. There is no plan to limit the number of genuine international students who can come to the UK, and university-sponsored student visa application numbers are at a record high.

My Lords, the United States, Australia, France and Germany have all achieved greater growth in the numbers of international students. In the light of that, does my noble friend believe that we have the right strategy? What is happening across Whitehall to ensure that we really grip this issue and make sure that, when it comes to international students, we are doing everything we can to ensure that the brightest and the breast—the brightest and the best—choose Britain?

My Lords, migration statistics are produced by the independent Office for National Statistics, which follows international best practice. The Government do not intend to seek to influence this. There is no plan to limit the number of genuine international students who can come to the UK and, in 2017, the number of university-sponsored visas issued rose by 6%.

My Lords, international students contribute well over £20 billion to the economy —an economic boon for Britain. Currently, more than 50 Heads of State or Prime Ministers were educated in UK higher education. Show me a more successful piece of soft power. In light of this, will my noble friend consider the pilot for named UK universities for visas and going back to the department and reconsidering removing international students from the net migration figures?

My noble friend is nothing if not consistent. I am very pleased to tell him, as he mentioned the pilot study, that a further 23 institutions have been selected on the basis of having a consistently low visa refusal rate for their region. The pilot means that universities are responsible for eligibility checks, so students applying for their visa can submit fewer documents alongside their visa applications. The pilot also helps to support students who wish to switch to a work route and take up a graduate role by extending the leave period following the end of their study by up to six months.

My Lords, the recent publication of exit checks data shows that our reforms since 2010 to tackle abuse in the education sector have worked. Net migration statistics are produced by the independent Office for National Statistics. There is no limit on the number of international students who can come to the UK. As long as students are compliant with Immigration Rules, they should make a very limited contribution to net migration numbers.

My Lords, since 2010, the number of international students coming to the UK has fallen by 6%, while the global market has increased by 7%, with an estimated cost to the UK economy of £9 billion. Does my noble friend agree that this summer’s statistics clearly evidence that there is no material issue with international students overstaying their visas, as 97.4% stayed within those terms? Does she also agree that we need to get out the message, through the FCO, the British Council and all channels and good offices: “Students of the world, you are so welcome here—come study in the UK and be part of our future”?

I agree totally with the points that my noble friend makes. It is very pleasing to see that students are in a very compliant environment. To the year ending June 2017, there was a 9% increase in Russell group universities, and a 17% increase in all student visas granted for Chinese nationals. To bring up a point made in a previous Question, I mention that the proportion of Indian students coming to study in the UK at a higher education institute has increased from around 50% in 2010 to around 93% in the year ending June 2017.

My Lords, the Government will shortly be seeking views on a range of proposals to reform the visa system for international students. Like other migrant groups in the UK, international students use public services, contribute to population levels and affect local communities. The independent Office for National Statistics therefore includes international students in its net migration calculations, following international best practice in this regard.

My Lords, international students are one of the most gleaming gems in the United Kingdom’s soft power crown. My noble friend knows that I believe they should be removed from the immigration figures, because there would only be an upside to such a move.

Can she give the House information on the tier 4 pilot that is being undertaken? What are the results so far and what can be done to extend it to give even greater benefit across the sector?

I certainly know my noble friend’s feelings on this matter—in fact, I think I know the House’s feeling, having answered this question several times—and I was very pleased to have a discussion with him the other day. The four institutions chosen were Oxford, Cambridge, Bath and Imperial College London, which were selected due to their consistently low level of visa refusals. But the pilot is intentionally narrow in scope in order that its outcomes against the stated objectives can be monitored, and to minimise the risk of unintended consequences. If the pilot is successful we will consider rolling it out more widely.

The noble Lord, Lord Goddard, pointed out the figures in his supplementary question. That is why Article 4 directions are very useful in stopping some of that exodus of much-needed office space where it is not appropriate.

My Lords, I am slightly confused—perhaps my noble friend can assist. I am slightly surprised that this Question is being answered by a Minister from DCLG. Bearing in mind the exact wording of the Question, is this not something for the Home Office?
