As the British crime survey was established by the previous Conservative Administration to produce greater accuracy in assessing levels of crime, why does the right hon. Gentleman not show the same courage as the former Home Secretary, now Lord Howard, and simply admit that crime went up inexorably until 1995, and that since then, on the Conservative’s own measure, crime has consistently fallen to one of the lowest levels that we have seen in three decades?

I note that on the right hon. Gentleman’s measure, crime started to fall two years before the advent of a Labour Government. He knows as well as I do that the British crime survey excludes important crimes—those against young people and property—and we therefore believe it is important that we have measures in which the public can have confidence. That is why we have asked the national statistician to conduct an independent review of those matters. I urge him and Opposition Members to join us in giving evidence to the national statistician. Let us reach a measure in which we can all trust and have confidence.

It is important for us to look at the opportunities for the administration of justice that lie outside buildings. There has been the development of what became known as the “summary justice agenda”, which is actually administrative justice, with things such as penalty notices for disorder. However, I would be happy to talk to my hon. Friend about whether the case that he has raised has been dealt with in an appropriate manner.

The Minister of State will recall that at Justice questions on 15 June, he said in answer to me:

“We are aware of the important work that the National Victims’ Service is planning to do.”—[Official Report, 15 June 2010; Vol. 511, c. 733.]

Given that, I am surprised that there is no reference whatever to the National Victims’ Service in the just-published draft structural plan for his Ministry. I wonder whether he could explain the omission of any reference to that service.

I do not think that the right hon. Gentleman should read anything into that omission. I said then—and I say now—that we are reviewing in full the arrangements to ensure that victims are treated properly by the criminal justice system. Perhaps he will have already seen the strong speech that is to be made by the victims commissioner on such issues this evening. We take those issues immensely seriously, as we do to ensuring that justice is done for victims.

I am happy to assure my hon. Friend of that. Charities and voluntary groups set up to promote the interests of victims are immensely important, and I would be delighted to meet the group concerned. Consistent with the proposals for a big society that we have been setting out for some time, we want to find ways to ensure that such groups have a voice, and give victims a voice, in the criminal justice system.

What are the Minister’s plans for the future of the National Victims Service?

We are reviewing all these arrangements to promote the interests of victims. I welcome the appointment of the Victims Commissioner and the work she will embark upon. We are aware of the important work that the National Victims Service is planning to do.
