Commons ChamberThe stock answer to all such questions is “in due course”, but my right hon. Friend is right that we need to ensure that such services are integrated. There is important work going on in the local criminal justice system in relation to women’s offending. Police and crime commissioners will have a role, in liaison with the local criminal justice agencies. The troubled families work being led by Louise Casey is very important in efforts to prevent crime. I believe that police and crime commissioners will be in a strong position to ensure local coherence in work to divert people from the criminal justice system and from crime.
In his answer to my hon. Friend the Member for Houghton and Sunderland South (Bridget Phillipson), who has considerable experience in providing victims services, the Minister confirmed that there will be no minimum standards for victims. To give just one example, two thirds of victims of stalking said that the police and the Crown Prosecution Service did not take their complaint seriously, and offenders are not charged in almost nine in every 10 cases. There is a risk of specialist services falling between the cracks—looking after the detail makes a difference—and such services are not likely to win PCC votes. Will the Minister consider intervening if the loss of specialist services for women continues after the election of PCCs?
But the whole point of the change is to ensure that there will be accountability for the provision of victims services, which will lie at local level with people who are already responsible for the police and who will be champions for victims. The cross-party Association of Police and Crime Commissioners has already welcomed the proposal, and the youth charity Catch22 says it believes that police and crime commissioners generally have the potential to bring real coherence at the local level to the planning and commissioning of services designed to reduce and prevent crime and support victims. I am sorry that Opposition Front Benchers do not support what I believe is a very good idea that will strength victims services at the local level.

Commons ChamberI am grateful to my hon. Friend for drawing attention to the work of organisations such as KeepOut that provide exactly the type of mentoring service I was talking about, helping those who are or have been prisoners to dissuade young offenders from pursuing a life of crime.
I have listened to the Minister’s answers. We were promised a rehabilitation revolution, but unfortunately the chief inspector of prisons can find no evidence of it. In the interests of looking at outcomes, can the Minister let us know when we can expect to see this decline in reoffending and by exactly how much it will decline?
I think that the whole House agrees that reoffending rates are too high. They have been persistently high, and we need to tackle that issue. That is why the rehabilitation revolution is important, and I am sorry that the hon. Lady does not appear to support it. We have particular proposals on payment by results, and we are now seeing them extended throughout public sector and private sector prisons, where we will ensure that we pay for what works and incentivise providers to reduce reoffending. We are determined to reduce reoffending by using innovative means, not the familiar means that Labour always proposes, which involve simply spending more public money.

Commons ChamberI want to reassure my hon. Friend that we certainly do not wish the smaller charities to be excluded from the rehabilitation revolution. The organisations that she mentions are not in the pilot scheme that we are running in Peterborough, where the social impact bond involves two key voluntary organisations, and we want that to continue in the other pilots that we are pursuing.
We obviously welcome the rehabilitation revolution, but is the Minister aware that there is concern among prison governors about the increased amount of time that inmates will be required to spend in their cells, thereby being unable to partake in any rehabilitation, because of the cuts to the prison budget? What assurances can he give prison governors that they will not have to increase the amount of time for which prisoners are just banged up?
I am afraid that prisoners were also spending too much time in their cells and not pursuing purposeful activity under the previous Government, when there were increases in spending, year on year. So this problem is not simply linked to spending. We are determined that prisons should be places of work and purposeful activity, so that we can focus on reducing reoffending.

Commons Chamber17. What recent estimate he has made of the number of offenders with an alcohol dependency.
In a survey carried out in 2005-06, 23% of prisoners sentenced from one month to four years reported having drunk alcohol four weeks prior to custody and said that they would find it quite difficult or impossible to stop drinking. We also estimate that 37% of offenders subject to community orders have an alcohol-related problem linked to their offending and their risk of reconviction.
Given the undeniable link between alcohol misuse and crime, does the Minister believe that someone’s being excessively drunk is seen as sufficiently aggravating by the courts when they pass sentence?
We have not received any representations to the contrary. These matters can be considered by the Sentencing Guidelines Council, and we believe that sufficient powers are available to the courts. The important thing is that when offenders are sentenced, they should receive adequate treatment—that applies both to community and jail sentences—so that addiction can be dealt with.
