The hon. Lady is being a little bit churlish. The Government before mine had four women Cabinet Ministers and three additional women attending Cabinet. We now have five full members of Cabinet and an additional three attending, so more women are attending. I am of course leading a coalition Government, and when it comes to Conservatives sitting around the Cabinet table, I am proud to say that a third of them are now women.

Having rightly reaffirmed his confidence in the Transport Secretary, may I urge my right hon. Friend to urge the Transport Secretary to give early priority to the improvement of the railway lines serving East Anglia?

I am well aware of this problem and campaigns such as Norwich in 90. I know that my right hon. Friend the Transport Secretary, now backed by a larger team of Ministers in the Department for Transport, will give it his urgent attention.

I am very happy to look at the case that the hon. Lady mentions. Clearly, this is an important issue. Anyone who has had a disabled child knows the enormous challenges that that brings. I am very happy to look at the case that she raises, and get back to her about it.

Q4. Will my right hon. Friend acknowledge that the benefits of economic recovery in my constituency are somewhat tempered by uncomfortable pressures on housing development and inadequate rail infra-structure? Notwithstanding the need for these matters to be dealt with quickly, is it not increasingly clear that there is a need to do more to stem the continuing flow of population to the south-east, by imaginative measures that will spread the benefits of recovery throughout all regions of the country?

My right hon. Friend makes an important point. As I said, we want a balanced recovery. Our long-term economic plan is working. An important part of that long-term economic plan is the infrastructure investment that we are making. Obviously, HS2 is important in rebalancing between north and south, but let us be clear: we are spending three times more on other transport schemes in the next Parliament as we are on HS2, and that includes projects such as rail electrification to Bristol, Nottingham and Sheffield, and between Liverpool and Manchester. All of these things can make a difference, and they are all part of our plan.

I am grateful to the hon. Gentleman for what he says. The key thing is that the UN high commissioner for human rights, Navi Pillay, has made the point that there should be an independent inquiry and has set the deadline for when it should at least begin. If it is not begun, there needs to be, as she has said, an international independent inquiry. We are saying that we support that view and will put behind it Britain’s international diplomatic standing in all the organisations of which we are a member, including, of course, the United Nations.

Does my right hon. Friend accept that the fierce reaction in the Government-influenced press in Sri Lanka throughout his visit ensured that human rights in that country was the stand-out issue? Would he agree that in future CHOGMs, a stronger presence on the part of Commonwealth parliamentarians would help the whole matter of the promotion of human rights?

I certainly agree with my right hon. Friend that links between Commonwealth parliamentarians are very helpful for raising these issues. His first point is absolutely spot-on: because of visiting the north and raising these issues, human rights, and questions about land reform, reconciliation, and investigations, were top of mind for the press, the media, and everyone in Sri Lanka in a way that they simply would not have been.

First, on the issue of money, we have put £12.5 billion extra into the NHS. That decision is opposed by her party, which says that extra money for the NHS is “irresponsible”. We will ensure that all consultations are properly carried out and that local people, clinicians and general practitioners are listened to. We want to ensure that we have good access to accident and emergency units for all our people.

Has my right hon. Friend’s attention been drawn to BAA’s advertisement claiming that the regular train service to Stansted takes 47 minutes, which is not universally correct across the timetable and in any case is too long? Will he commit to a major upgrade of the West Anglia line so that airport passengers can get the truly fast service they need and my constituents who regularly commute can get the one they deserve?

I quite understand why my right hon. Friend wants to speak up for people in his constituency who want a better train service. What I can say to him is that as part of the new rail franchise in East Anglia, which will be let in the summer of 2014, we will be asking bidders to propose affordable investment aimed at improving services. I am sure that they will listen carefully to what he has said today.

This question is by way of contrast, Mr Speaker. In harmony with the priority being given by the Government to strengthening relations with the Commonwealth, does my right hon. Friend attach importance to the particular role of the Commonwealth Parliamentary Association, and will he do his best to find a way of marking that when the centennial conference of the CPA takes place in London in July?

I am very grateful to my right hon. Friend for raising this issue. The Commonwealth Parliamentary Association is an important part of the Commonwealth. For the celebration of that anniversary I have had an extremely attractive invitation to go along and say a few words, and I will certainly see whether I can.

Instead of the passing satisfaction that might be gained from a “toys out of pram” approach, is not my right hon. Friend’s achievement the fact that we have a first pragmatic step towards getting a grip on the EU budget, and will other steps follow?

It is important that we build alliances for what we are trying to achieve. I would say to all my right hon. and hon. Friends that there are many things that we do not like about the European Union’s development and many things that we would like to change. We must pick our battles and our fights. The important battle to have is the one over the budget and it is important to try to build alliances for that. There is strong support from other countries—not just the donor countries but those that are making difficult decisions at home and recognise that it is simply insupportable to see one budget going up and up when they are having to cut things back in their domestic economies.

The figures were wrong, and the jokes were not much good either. Never mind the magic roundabout, what we are all enjoying on the Government Benches is the Labour leadership election, although it is by day beginning to look more like a Star Trek convention—beam me up! What the right hon. and learned Lady has to answer is this: before the election, her Government set out £50 billion of cuts, but not a single penny was aligned to a single programme—not one pence of the £18 billion they were cutting from capital spending was aligned to one single bit of capital expenditure. Before she starts challenging us about cuts, they should first of all apologise for the mess they have left; second of all, tell us where the cuts were going to come to under their Government; and third of all, recognise that the responsible party, in coalition, is dealing with the deficit and the mess that they left behind.

Despite the huge satisfaction felt in my constituency at the Government’s decision not to proceed with the second runway at Stansted airport, is my right hon. Friend aware that blight and uncertainty still overhang the communities closest to the airport? Will he look to see if other measures can be taken to provide them with longer-term assurance?

First, may I say what a pleasure it is to see my right hon. Friend being able to speak about these issues for the first time in many years. I am sure he will do so often and with great power from the Back Benches. He is right to say that we are very clear in the coalition agreement about Stansted airport. I hope that removes some of the blight and uncertainty; I will certainly bear in mind what he had to say.
