Commons ChamberI am pleased to say that I recently had an opportunity to talk to Tom Enders and his successor Guillaume Faury, the incoming chief executive of Airbus, and to assure them of the Government’s commitment to make the UK a hospitable and attractive place for Airbus to continue to do business.
UK corporation tax was already the third lowest in the G20, yet this year the Government are spending more on an unnecessary corporation tax cut than it would cost to end the cruel benefits freeze. Politics is about choices. Can the Chancellor not see that when the poorest are suffering, a race to the bottom on corporation tax is the wrong priority?
If we want to have well-funded public services and a generous welfare support system in this country, we also have to ensure that we have a solid business base creating the jobs and the tax revenues for the future. It is about getting that balance right, and in my opinion right now is not the time to be sending a negative message to businesses about the attractiveness of investing in the UK.

Commons ChamberYes. We have had two quarters of good productivity data, but we should recognise that the productivity challenge we face is long term. The Government have taken a range of measures to address it and we will watch the evolution of the data very carefully, but there is certainly absolutely no scope for any complacency about the scale of the challenge we face, and we are determined to rise to it.
Artificial intelligence brings huge economic opportunities, but to date big tech companies have seemed even more likely than traditional corporates to engage in aggressive tax avoidance and concentrate power in the hands of a narrow, homogenous group of people. What will the Treasury do to ensure that companies in this growing industry pay their own way fairly and take account of their wider corporate responsibility to society?

Commons ChamberAn effective and trusted Afghan national army is key to a smooth transition. When I visited Afghanistan last year, I heard that although recruitment is going well, attrition remains a challenge. Will the Secretary of State look into the fact that attrition rates are not monitored for the different ethnic groups, so we do not know whether there is more of a problem with the Tajiks, Pashtuns, Hazaras or Uzbeks? That information would surely be useful in addressing the problem.
I am grateful to the hon. Lady. My understanding, although I will have to check this, is that attrition is measured by ethnic group in the army. I will take the matter up with my Afghan counterpart on my next visit and let the hon. Lady know what I find out.

Commons ChamberA recent ActionAid survey found that 86% of Afghan women worry about the return of a Taliban-style Government when international troops leave. What will the Ministry of Defence do in the lead-up to the planned withdrawal of troops in 2014 to ensure that we leave as a legacy an Afghanistan where there is safety and security for women as well as for men?
It is absolutely clear that for Afghanistan to have a stable and sustainable future there must be an inclusive political settlement, and that is this Government’s policy. That means including all the ethnic groups within Afghanistan and ensuring the participation of women in Afghani society. That is the direction of the Government’s policy that we will pursue vigorously.

Commons Chamber14. What steps he is taking to encourage take-up of low-carbon vehicles.
The Government have made provision of over £400 million for measures to promote the uptake of ultra-low-carbon vehicle technologies. These measures include support for consumer incentives, the development of recharging infrastructure and a programme of research, development and demonstration work. Low-emission vehicles also benefit from tax advantages.
A convenient network of publicly available charging points is essential if we are to encourage the uptake of electric cars, so I welcome the £1.45 million of Government funding for Transport Scotland to build 375 charging points across the central belt of Scotland, but I was concerned at BBC media reports last month suggesting that the UK in general is behind schedule in getting these charging points in place. Will the Secretary of State give us an update on progress on charging points?
I am grateful to the hon. Lady for her question and I agree that we need to understand the way in which the public expect to use public charging points, in order to understand how we can best roll out the electric vehicle programme. Early evidence from other countries has produced some results that might not have been intuitive before the demonstration projects. It is true that the total number of charging posts that are rolled out will be less than was originally envisaged, because in a number of cases promoters of the plugged-in places schemes have determined that multi-headed charging posts are the best way forward. That accounts for some of the discrepancy in numbers to which I think the hon. Lady is referring.

Commons ChamberI can only repeat what I said earlier: we have no plans to change the national concessionary scheme. The Prime Minister and Deputy Prime Minister have both made very clear their commitment to the national scheme.
T6. I welcome the Government’s commitment to high speed rail, particularly to encourage people to use rail instead of domestic air travel. Given the rising cost of rail compared with flying, what will the Secretary of State do to get the price mechanism right in order to get this shift from air to rail?
