Lords ChamberTo ask the Senior Deputy Speaker what recent consideration has been given to the costs associated with traffic marshals operating on the Parliamentary Estate.
My Lords, safety on the Parliamentary Estate is a matter for the Clerk of the Parliaments and the Clerk of the House, who delegate responsibility for the traffic management system to Strategic Estates, a bicameral team. Regular reviews have taken place since the one-way system was implemented, and marshal numbers have been reduced where possible. The most recent review took place last month. Costs were considered each time, along with the need for safety, particularly while construction is being undertaken on a working estate.
My Lords, I thank my noble friend for giving me the opportunity to meet him on two occasions to discuss my frustration in trying to get to the bottom of both the need for and the costs associated with the traffic marshals. Is it possible for me to take the matter to the Finance Committee to discuss the figures I am being given? At the same time, can consideration be given urgently to reducing/removing traffic marshals, particularly on recess and non-sitting days?
My Lords, as I said, this is a bicameral health and safety matter and is the responsibility of the two clerks, but I certainly see no difficulty if the Finance Committee wishes to look into the contract and all matters relating to that. I have not spoken to the Finance Committee, as this is an immediate question, but I see no difficulty in so doing. On the issue of recesses, I should say that, for instance, from 22 December to 2 January, when traffic was very low, there were no traffic marshals on the estate. But there are some recesses when there is heavy construction traffic, and therefore it is very important that Strategic Estates looks at each part of the year, each recess, to see what is needed to ensure health and safety on the estate.

Lords ChamberTo ask Her Majesty’s Government, further to the answer by Lord Gardiner of Kimble on 17 July (HL Deb, col 232), how much income charities would have received since 17 July had a plastic bag charge on small and medium-sized enterprises been introduced.
My Lords, there is no legal requirement for businesses to donate the proceeds from the charge to charities; businesses are encouraged to donate. The Government’s proposals are at consultation stage and have always been due to come into effect in 2020. As such, charities have not lost any income from the charge. Our initial impact assessment estimates that small and medium-sized businesses, after deducting reasonable business costs, could generate approximately £59 million for good causes in the first full year.
I thank my noble friend for that Answer. Is it not the case that this charge could have been brought in much more quickly and, as a result, charities would have been beneficiaries of a substantial sum of money? At the same time, is it not the case that by delaying the introduction of this charge until 2020, under the revised figures expected under the revised impact assessment something like 1 billion plastic bags will be used in this country in the next six months which would not otherwise have been used?
My Lords, I have looked into this very thoroughly and I understand concerns about the time is it taking, but we are required under the Small Business, Enterprise and Employment Act 2015 to carry out regulatory measures and assess business impacts which are reviewed by the independent Regulatory Policy Committee. I know I am getting into the realms of Sir Humphrey, but it is about the detailed feedback on methodology. Given that this charge will affect every smallholder, market trader and charity shop, we are attending to the comments that have come back from the Regulatory Policy Committee. I would like to make progress, and we will do, but we have to go through the due processes. Also, the SI will be affirmative and that will take some time.

Lords ChamberMy Lords, this important measure affects small businesses. To ensure effective policy, we have asked the Regulatory Policy Committee to scrutinise our evidence of costs and benefits, as set out in the impact assessment. That is in line with the Small Business, Enterprise and Employment Act 2015. We expect the comments in mid-August and, subject to them, we intend to publish our proposal as soon as possible afterwards. An affirmative SI will be required to introduce any changes.
I thank my noble friend for that Answer. His department indicated previously in a Written Answer that usage of plastic bags among small and medium-sized retailers will drop by some 2.2 million a day when the policy is introduced. Therefore, since my last Oral Question on this subject on 17 June, 75 million plastic bags have been brought into the waste stream unnecessarily, into the nation’s rivers and the world’s whales. Will my noble friend please indicate more specifically when he is likely to implement a policy that has worked well in Wales and Scotland for a number of years, and how much charities have lost in the period since his last Answer to me?
My Lords, I first salute my noble friend’s tenacity on this matter. We do want to make progress. We estimate that, overall, surplus income to charities from charging would be £29 million in year one. Clearly, I recognise the importance of reducing bags in circulation, and it is important to register that six out of seven supermarket chains are phasing out the single-use carrier bag by the end of this year. The whole point of the charge is to change consumer behaviour—that is really what this is all about.

Lords ChamberTo ask Her Majesty’s Government when they expect to make an announcement concerning the introduction of the 10p plastic bag charge in England.
My Lords, earlier this year we consulted on proposals to extend the charge to all retailers and to increase the minimum charge to 10p. To advance this matter, we will publish both the summary of responses and the Government’s intended action very soon. This follows the banning of plastic straws, cotton buds and stirrers from next April, as well as our consultation on placing responsibility for the cost of managing packaging waste on producers.
My Lords, in January 2018 the Prime Minister announced the intention to extend the single-use carrier bag charge to all retailers. Eight months later, it was announced that there would be consultation. Five months later, the consultation started. Four months after that, I received a letter from Defra saying that the announcement would be made soon. That was almost two months ago. Why is it possible to choose a Prime Minister in eight weeks when it is impossible for Defra to make a decision about bag charges—which all the industry favours—80 weeks?
My Lords, that is an intriguing comparison, but the position is that combining the publication of the summary and intended action will reduce the overall time taken, compared to publishing each separately. We have indeed had to take a little longer because officials have needed to undertake additional policy work in response to feedback from consultation. I assure my noble friend—and all noble Lords—that we are fully seized of the importance of plastic reduction.

Lords ChamberMy Lords, wearing my other hat as Minister for Biosecurity I know that the noble Lord will well understand some of the dangers that we have had from pests and diseases coming through in timber packaging. I take the point very seriously indeed. We need to look at all sorts of innovative ways of reusing and recycling plastic. He has given a very good example of the reuse and recycling of materials.
My Lords, is it not a question of physician, heal thyself? Should not this House and the Parliamentary Estate look very carefully at its lack of progress in dealing with plastics and other products? Plastics can only be recycled twice, so when one talks about continually recycling plastics, it is not accurate. Would it not be better to look at products such as the bottles being developed by Choose Water, in Scotland, that use no plastics?
My Lords, it is incumbent on us all, whether it is the Government, this House or Parliament. That is why I am very pleased that the Services Committee is looking at this precise point. When I think of the many plastic cups that I see in all our Committee Rooms, I think that we undoubtedly should lead by example.
