Lords ChamberI agree that they are extremely helpful, but my noble friend will have heard me say before that the technology has moved on from the careers adviser being the gold standard. The gold standard must be the active involvement of all schools with business so that all their pupils have a clear, direct line of sight to the workplace.
My Lords, have the Government looked at the Swiss model of higher education? Of the order of only 20% of young people attend universities, which are essentially academic, but virtually everybody else gets seven years of sandwich training. Moreover, Switzerland is assessed to have the highest general level of education for its citizens in the world.
I am aware that the Swiss have a very successful education model. We have studied models around the world and happen to have taken note of this, although Switzerland is a specific country. I shall look at this in more detail and would welcome a discussion with my noble friend about it.

Lords ChamberMy Lords, I am grateful to the noble Lord, Lord Kennedy, for raising this matter and for the Minister’s reply. This is territory on which I have sought to campaign. Within the two territories to which he referred—mathematics and citizenship—will the territory of understanding concepts be covered? One of the key problems is that unless people have actually had it explained to them, they do not know what a pension or a mortgage is. It is not just about mathematics.
The noble Lord is absolutely right. The draft programme for study states that pupils will be equipped with the financial skills to enable them to manage their money on a day-to-day basis as well as to plan for future financial needs, and that they understand the concept of wages, taxes, credit, debt, financial risk and a range of more sophisticated financial products. I should hope that any proper education on that front would cover those points.

Lords ChamberMy Lords, does the Minister agree that the new technical colleges led by the noble Lord, Lord Baker, are already playing an invaluable role for children whom our schools have failed? They may not have special educational needs, but they have come out of schools inadequately educated. Will the Minister comment as to the commitment to extend the new technical college programme going forward?
That takes us a little away from autism, and it is the case that we need to think about the particular help that we put in place to help children with special educational needs and learning disabilities all the way up to the age of 25. I would not like to lose sight of that, as that is what lies behind the Question.
As for the university technical colleges, the Government have increased the number significantly. We have a number now going forward. We inherited one from the previous Labour Government, and I have been happy to build on that. Now, some 34 have been approved and are moving towards opening.

Lords ChamberI am very happy to join my noble friend in extending congratulations to that school and to all others. I am glad that they are able to take advantage of the freedoms that the Government have provided to choose academy status and to decide what they think is the best way forward. Clearly, we know that a large number of schools—I would point, obviously, to some academy schools—have done extremely well without selection. The Government’s priority is to make sure that children on free school meals are given a decent education and that we address the gap between rich and poor.
My Lords, does the Minister agree that able children should be able to go to academically good schools, whether they are grammar schools, academies or new independent schools, and that it is not only the right thing for them but in the national interest to make sure that the ability is coming up to run key aspects of the nation’s life?
I agree with my noble friend. The point of what we are trying to do is to make sure that there is a decent education system that can stretch and provide a good education for children of all abilities and aptitudes, including the bright and academically gifted. As it does, we are trying to increase the provision of university technical colleges and studio schools for children who are of a different bent.

Lords ChamberI agree with my noble friend. I know how knowledgeable and passionate she is in this area, like the noble Baroness, Lady Massey of Darwen. I will continue to look to my noble friend’s advice as we go forward on this.
My Lords, are the Government considering including financial literacy as an obligatory element of the national curriculum? It seems to me that it is an essential skill for citizens going forward in this country.
My Lords, generally we are keen to ensure that the national curriculum is as little overloaded as possible because we believe that one should make space in the school day for important subjects such as financial literacy. PSHE would be another good example. That is why we are trying to simplify and reduce the burden of the national curriculum, to leave schools more discretion and time to decide on the subjects they want to teach and the best and most appropriate way to do so, knowing their children.
