Lords ChamberI agree with the noble Lord that the gravest health risks may come from the economic impacts. The UK is at the forefront of efforts to protect African economies. We are encouraging international financial institutions, UN agencies and others to co-ordinate to make funds available as quickly as possible. We have committed up to £150 million to the International Monetary Fund to help vulnerable countries meet debt repayments. In the longer term, we are providing technical assistance and capacity building to help support the African Union’s African continental free trade area, which offers the opportunity to kick-start regional trade and support the economic bounce back.
My Lords, would my noble friend agree that, if Covid-19 becomes endemic in African countries, it will remain a threat to the world for the foreseeable future? Would she consider convening a conference of Commonwealth African countries—after all, Nigeria, the largest country on the continent, is a Commonwealth country—to see whether the initiative can be taken on a Commonwealth basis?
I thank my noble friend for that question. I absolutely agree that we need to tackle this pandemic globally. We are not going to resolve it within our own borders unless we help the rest of the world to tackle it too. I also agree on the importance of our Commonwealth relationships. Sadly, the CHOGM conference has been postponed, but I know that my noble friend Lord Ahmad, the Minister for the Commonwealth, is in regular contact with Commonwealth leaders so we can help each other to tackle the pandemic.

Lords ChamberMy Lords, as I said, we are fully committed to the 0.7% target. The noble Lord is right that we spend the majority of our ODA money within DfID, but other departments spend it too, and do very good work in developing countries. It is of course important that DfID works alongside the FCO, BEIS and other departments that spend ODA money to ensure that it is being used to best effect.
My Lords, does my noble friend not agree that it is disturbing that a number of Commonwealth countries do not measure up to the standards that we would all wish to see? Particularly since we have separated ourselves from our European partners, can there be more co-ordination with our Commonwealth partners? We must work ever more closely with them and they must measure up to the higher standards.
My Lords, the Commonwealth is an incredibly important partnership for us. We are currently Chair-in-Office after hosting the Heads of Government meeting here in London, and obviously we will be attending the Kigali Heads of Government meeting later this year. I agree with my noble friend that we must use these relationships to promote the values we want to see around the world.

Lords ChamberMy Lords, I certainly agree with the noble Lord that we had a difficult year in rail last year. Things are improving: punctuality has improved since this time last year; cancellations and significant lateness have improved as well. Previous investment focused on capacity improvements, which was much needed, given the doubling of the number of passengers. For the next control period, however, the main purpose of our investment is to improve reliability, and that involves repairing and replacing worn-out parts of the network to increase reliability. The Department for Transport is working very closely with Network Rail and train operating companies to deliver that.
My Lords, I thank my noble friend for all that she has done to try to ensure that we have the promised more reliable service between London and Lincoln. In particular, I thank her for attending the meeting with the chief executive of LNER and the Member of Parliament for Lincoln shortly before Christmas. Can she give the House any further comfort than she gave last week? LNER has said that it wishes to introduce this service in September, but I believe that we are now dependent on Network Rail. Can she put—I will not say a bomb—a boot behind Network Rail to ensure that it enables LNER to deliver on its promise?
As my noble friend said, LNER is hoping to introduce new services to Lincoln from September. As he also said, this is dependent on Network Rail approving its timetable bid. The lesson we learned from the introduction of the May timetables last year, which caused such significant disruption, was that the industry needs to ensure that it is positively able to deliver the services to which it is committed. I know that Network Rail is working hard on that, and I thank my noble friend and the people of Lincoln for their patience in this matter.

Lords ChamberMy Lords, the department is in discussions with Thanet District Council and Seaborne Freight to agree funding on the arrangements for the infrastructure works at the port of Ramsgate. On the customs modelling, as the noble Lord would expect, we have modelled the customs arrangements extensively. Of course, in the event of no deal it is up to the European Union what will be imposed by EU member states on the EU side of the border, and we are working closely with the French authorities to ensure that any disruption is kept to a minimum.
My Lords, where will the tabletop exercise take place? Will the table be square or round? Are we accompanying it with a bathtub exercise to double up on Ramsgate?
My Lords, the tabletop exercise has already taken place; it took place on 10 January and had 180 local attendees, so I am not sure how large the table was. The important thing is that we are ensuring that we work with all stakeholders who will be affected by this. We have been clear that in the event of no deal there will be some disruption and that is why we are working closely with all stakeholders and, indeed, France to ensure that we minimise that disruption.

Lords ChamberWell, that was not me. The noble Lord is quite right to say that in May I gave reassurance that those trains would come into service. At the time, that was very much what we were planning. However, as I said, there have been emerging issues on that which we need to work through. It is not unusual with delivery of a whole new infrastructure—and this is a £2.7 billion investment, which we should welcome—that there are some compatibility issues. We are working through them. On the noble Lord’s point about the rail system, it has been well over a decade since we have seen a large change in the rail network and, while we have seen record private investment and the doubling of passenger journeys, of course it has had its challenges. The time is absolutely right for a comprehensive review, and that is what the rail review will do.
My Lords, I thank my noble friend for the help that she has given in recent weeks to try to ensure that we have a happy resolution to the better, promised service—I repeat, promised service—between Lincoln and London. Is she confident that she will be able to join me on one of those trains during the course of 2019 with those colleagues from all parts of the House who have already accepted my invitation?
My Lords, we have discussed this specific service many times, and I know that it will disappoint my noble friend, as it does me, that we are unable to guarantee that those services will be introduced in May 2019—and I am not able to give an exact date either. I know that that will also disappoint the people of Lincoln because those extra services will enable more people to visit that great city. However, I can absolutely reassure my noble friend that both LNER and the Government are committed to more trains to Lincoln and we will deliver them as soon as possible.

Lords ChamberMy Lords, in phase 1 we are creating nearly three times as much new woodland compared with the non-ancient woodland affected by HS2. Ancient woodland is, of course, irreplaceable. To compensate for that loss, we have committed to using best-practice measures such as enhancing linkages between woodlands, reusing the ancient woodland soils and creating new mixed deciduous woodland alongside the track.
My Lords, my noble friend has made a splendid debut in her job, but I wish that she did not have to defend the indefensible. Will she please consider the enormous cost of this cost envelope, tell the House how many jobs are being provided and spend the summer reflecting on the wisdom of this vast project?
My Lords, as I said, we are confident that phase 1 will be delivered within a funding envelope of just over £27 billion. During construction, HS2 will generate 25,000 jobs and 2,000 apprentices. It will also support growth in the wider economy, which will be worth an additional 100,000 jobs.

Lords ChamberMy Lords, I am sure the noble Lord and other noble Lords agree that, when setting these requirements, it is of course important that we speak to passengers to understand what they want from the service. The decisions on services will be informed by the consultation responses. We will assess the ideas against the department’s objectives for the franchise, and will undertake financial and economic assessments to make sure that we deliver the best possible service for passengers and value for money for both passengers and taxpayers. On sacrificing revenue, we do not make the decision solely on the basis of returns. We will always put passengers first but we need to be mindful of value for money for the taxpayer.
My Lords, I thank my noble friends Lady Sugg and Lord Lexden for what they said and reiterate the invitation. I also ask that the first three trains are called “St Hugh of Lincoln”, “Lexden” and “Sugg”.

Lords ChamberTo ask Her Majesty’s Government what plans they have to deliver on the promise of more frequent direct services between London and Lincoln on the east coast main line following the termination of Virgin Trains East Coast’s contract.
My Lords, in 2014, Virgin Trains East Coast committed to deliver six trains a day between London and Lincoln from May 2019. I am pleased to inform my noble friend that we expect these service improvements to be delivered as planned. The change of operator to London North Eastern Railway announced by the Secretary of State last week is not expected to have any impact on this issue.
My Lords, I am extremely grateful to my noble friend for that helpful Answer, which will be received with great relief and delight in Lincoln. I ask her to keep her vigilant eye on developments and invite her and, indeed, all Members of your Lordships’ House, to take advantage of a day in Lincoln to see its glorious cathedral and castle when that becomes possible next year.
My Lords, I certainly reassure my noble friend that we will keep a close eye on developments with LNER. My honourable friend the rail Minister and the Secretary of State will work closely with the operator to ensure that the interests of passengers are protected. I have not been to Lincoln for some time, so look forward to doing so when the train services start.

Lords ChamberMy Lords, we expect to make an announcement on the two options in the coming months. From 2020 there will be a new east coast partnership as part of our reform of track and train to ensure that they work together better to deliver the services that passengers need.
My Lords, my noble friend may know that Lincoln, which has an appalling service from London, has been faithfully promised five direct trains a day as from 2019. Can she give me a confident assurance that that promise will be kept?
My Lords, we are in discussions with Stagecoach to ensure that the needs of passengers and taxpayers will be met in the short term while laying the foundations for the introduction of the east coast partnership in 2020. We expect to provide additional services between Lincoln and Harrogate, Bradford and London from May next year.

Lords ChamberMy Lords, many drivers obviously welcome the freeze in fuel duty, but we have seen an increase in cars on the roads. Air quality has improved significantly, but there is increasing evidence of impacts on public health. We are investing in vehicle retrofitting, ultra-low emission vehicles, cycling and walking and are implementing tougher real driving emissions tests. Later this year, we will publish our clean air strategy to outline how we can tackle air pollution more widely.
My Lords, will my noble friend herself meet with some black cab drivers? If she does, will she listen very carefully to what they say has been the result of reducing the lanes on our major roads in London, caused very largely by the creation of cycle lanes?
My Lords, I would be happy to meet some black cab drivers with my noble friend. The construction of bike lanes and bus lanes and the pedestrianisation of many roads has reduced the available space. Of course, cycle lanes are welcome in order to protect cyclists and encourage cycling. I understand that they have increased congestion, but we want to encourage people to cycle.
I reassure the noble Baroness that the sustainable development goals are always at the core of all our discussions.
Does my noble friend agree that if my noble friend Lord Popat’s suggestion were followed, and Cabinet Ministers did this productive work, there would be less chance of them falling out round the Cabinet table at home?
As always, we absolutely encourage visits across all our trading partners, and I am sure that they will continue to do so.
