My Lords, I thank the noble Lord, Lord McConnell, for his question. The fact is that President Kabila, under pressure from the US and the African Union, has allowed the electoral commission to put forward a calendar for elections in December. Even imperfect elections and a widely accepted transfer of power would be a measurable step forward. Our medium-term objective is to help deliver orderly and credible elections so that the Congolese people can vote for a new president. However, I have taken note of the other comments made by the noble Lord.
My Lords, President Kabila is now protected by the so-called “M23 Rebels”, who have regrouped for “special duties” which include butchery, murder and child rape. The United States and the EU have imposed targeted sanctions, including freezing assets and on business transactions, against Kabila’s chief of staff, General Olenga, and eight other senior officials. What guidance does our Congo trade envoy receive on avoiding the officials who are associated with these sanctions? Further, when did the Government last hold discussions about this crisis with US Ambassador Nikki Haley and the Kabila critic the President of Botswana, Seretse Khama?
My Lords, I shall take the last question first. As the noble Lord is aware, Botswana has a strong record of supporting improved human rights in the DRC. At the Human Rights Council last June, Botswana supported a resolution that, among other things, encouraged the DRC to intensify its efforts to put an end to violence in its territory and underlined the centrality of the agreement of 31 December 2016. The noble Lord mentioned our trade envoy. In fact, at present there is no trade envoy from the United Kingdom in the Congo. As regards anyone trying to carry out work in that part of the world, we have a duty to provide frank advice to any businessmen seeking to operate in the DRC.
My Lords, Her Majesty’s Government keep a continual watch on activities in Sudan. Noble Lords will realise that actually carrying out a dialogue with Sudan enables us to make continued representations against human rights abuse.
My Lords, Transparency International ranks Sudan as 170th out of 176 countries in its global corruption index. It says that:
“Corruption is present in all sectors and across all branches and all levels of government”,
and that patronage and cronyism prevent the growth dividend associated with increased trade from reaching the average Sudanese person. What confidence does the Minister have that the economic growth and prosperity generated by increased bilateral trade will not be lost to a corrupt elite?
My Lords, the noble Lord made some very interesting points. At the fourth round of the strategic dialogue in October, we discussed a range of issues including the peace process, human rights, development, migration, trade and counterterrorism. We urge the Government of Sudan to engage in the macroeconomic reforms necessary to ensure that all Sudanese citizens can benefit from the lifting of US economic sanctions.
My Lords, I thank my noble friend for that question. I am not aware of any influence from outside southern Sudan at present. The whole issue is that President Kiir and First Vice-President Machar are the ultimate decision-makers and they are accountable for their forces’ actions.
The President of the Security Council has already supported UNMISS and expressed its readiness to enhance the mission. He has stressed the need for UNMISS to,
“make full use of its authority to use all necessary means to protect civilians”.
What action are the Government taking in support of keeping Juba airport open as a critical lifeline for humanitarian and relief workers, given potential wholesale evacuation? How are the Government responding to Ban Ki-moon’s call for an immediate arms embargo and sanctioning of leaders for blocking the peace deal?
My Lords, the noble Lord, Lord Chidgey, makes some good points, but, as I said to the noble Baroness, we and other countries on the UN Security Council are putting on pressure to have a complete arms embargo. He will also be aware that the mandate for UNMISS is up for renewal in July, and we will be looking carefully at how it can be engaged and, perhaps, altered in some way.

To ask Her Majesty’s Government what is their assessment of the effectiveness of sanctions against Sudan’s leaders and the extension of the UNAMID mandate, following recent reports by Amnesty International of alleged war crimes continuing to be committed by President Bashir’s regime in the Blue Nile, Darfur and South Kordofan regions.
My Lords, the recent reports on the impact of conflict on the people of Sudan are deeply troubling and show the continuing need for a strong international response. In June, the United Kingdom led negotiations that resulted in the successful renewal of a mandate focused on the protection of civilians for the AU/UN hybrid mission in Darfur, despite calls from the Government of Sudan for its exit. We are also working through the Security Council to increase the effectiveness of UN sanctions.
I thank the Minister for that reply. Sudan has 570 tribes, speaking 595 different languages, and 57 ethnic groups, yet the overwhelming majority of the 300,000 killed by the Khartoum regime since 2003 and of the 3 million displaced refugees are from non-Arab, African tribal groups. That raises fears of incipient genocide. What action are the Government taking to press Khartoum to face the challenges of impunity and accountability as set out in 15 specific recommendations in the recent UN report? Has the massive trade deal signed by President al-Bashir with the Chinese not fatally undermined US-led sanctions and the remote chances of dialogue in Addis Ababa between rebels and Khartoum, so leading us towards stronger, UN-led intervention?
My Lords, to deal with the first part of the noble Lord’s question, I can say that we take action to press for an end to impunity at different levels. With EU partners, we continue to call for compliance with the ICC arrest warrants; through bilateral lobbying, UN Security Council action and support for the peace process, we continue to press the Government of Sudan for an end to aerial bombardments. I cannot comment on US sanctions policy. However, we continue to call for both the Government of Sudan and all other parties to the conflict to engage in dialogue and to move towards a renewed and comprehensive peace process.
