Lords ChamberMy Lords, it is indeed an excellent report, which analyses the reasons why the world order is shifting. However, behind the turbulence, the growth of great powers and the decline of others, two great factors have led to profound shifts in human history: climate change and human migration. At the beginning of the 19th century, Europe had 20% of the world’s population; at the same time Africa had 11%. Now it is about 10%—of a much larger number—for Europe; Africa is already 15% and because of the demographic profile it is quite likely to have 25% of the world’s population by the middle of this century. As Europe is, in some of its parts, hardly reproducing itself while there are millions of talented, underemployed young people in neighbouring regions, we are not even at the end of the beginning of migration pressures. This is a huge challenge.
One thing the UK can be most proud of is our determination to maintain a really substantial overseas aid budget. Focusing it more sharply, with our European allies—many of whom have made the same analysis and are looking in the same direction—on something like an ambitious Marshall plan for Africa makes ethical, economic and political good sense in present circumstances. I paid a very instructive visit to Uganda last year as a trustee of the Queen Elizabeth Diamond Jubilee Trust, supported by the Department for International Development and using the Commonwealth network, of which the noble Lord, Lord Howell, is such a champion and advocate.
The Commonwealth network has been used to confront challenges in fields such as, in our case, eye health in India, the Pacific, the Caribbean and especially Africa. As a result, the achievements have been astonishing. In Uganda, for example, the scourge of blindness caused by trachoma has been largely eliminated as a result of this UK and Commonwealth-supported initiative. In Uganda it is very obvious that the huge Chinese investment in the country, especially in its infrastructure, is enormous and growing. It is also clear that the dividends for local workers are very limited, since even in road building the Chinese imported their own labour. The Department for International Development has more than 40 staff members in the country but, to echo one of the points made in the report, it was far from obvious that there was real integration in the work of the various UK agencies in the country under the leadership of the high commission.
It was also very disappointing from the point of view of our soft power influence that the hugely successful programme to identify and encourage cohorts of Queen’s Young Leaders, a programme that now embraces every one of the 53 countries of the Commonwealth, received so little recognition and follow-up from the high commission. We were able to convene a hugely impressive Ugandan cohort of young entrepreneurs and social activists: their very positive experience of their UK programme makes them potential bridge builders, but underexploited ones.
Like my noble friend Lord Alton, I too was disappointed that one aspect of the shifting world order that has followed the fading of our unipolar moment was largely omitted from the Select Committee’s report—that is, of course, the growing salience of religious networks and convictions. The various great wisdom traditions and religions of the world have underexploited potential in the work of peace building, just as they are at the same time certainly, and often for ill, at the very centre of intrastate conflicts, especially those that are about the identity of threatened groups. Respect for international law and treaty commitments must, of course, be a key foreign policy objective—that should be beyond debate—but I want to follow the noble Lord, Lord Dobbs, and say that as we invest in supporting that aspiration, it is extremely important that we equip ourselves to be in dialogue with networks that could possibly be of use to us. We must learn the humility, the literacy and the knowledge that will equip us to participate as equals in dialogue—such a participation as our recent behaviour has put in doubt. In all, this is a very good basis for a serious discussion about our future foreign policy objectives. I thank the noble Lord, Lord Howell, and his team.

Lords ChamberMy Lords, in a matter as grave as the future relations between Britain and the European Union, there is perhaps a case for a referendum, which one hopes would settle the direction of travel for a generation. The referendum habit has elsewhere proved contagious. They tend to be run again if those in power do not get the answer they want. There must be a very strong case to justify an exception from our settled preference for a representative democracy that permits the kinds of compromises that the art of government requires. As Burke famously remarked:
“Your representative owes you … his judgment; and he betrays instead of serving you if he sacrifices it to your opinion”.
I hope that as the referendum debate gets under way, focusing on the questions that have now been decided on in the form they appear in the Bill, it will be made clear that this really is a once-in-a-generation event. I also hope that, although the national interest of the country will inevitably occupy centre stage, we shall not forget that there are wider considerations. We are debating our future relations with the Union, not with Europe as a whole. As western hegemony fades and gives way to a more multipolar world and the memories of World War II recede to be replaced by a different sense of the economic, political and ecological challenges that we face, I hope that the debate will be wide enough to make a contribution to what in any case is necessary: the reimaging of Europe. It surely is not a case of Britain versus the rest, but a proper articulation of anxieties and an agenda for reform that is widely shared by other countries in the Union. The noble Lord, Lord Jay, has already made the point that the question of how members of the eurozone relate to the other members of the Union clearly demands new thinking.
Europe as a concept may seem very old, but your Lordships will recognise how new Europe is in its present form. The father of the nymph Europa in the myth was actually the King of Tyre in Lebanon. By the time of the Homeric hymns, the term “Europe” was used only for central Greece, because Europe, like Proteus, has continually changed its shape and character. After the cataclysms of the years 1914 to 1989, Europe was remade, as Tomas Masaryk said, in,
“a laboratory … atop a vast graveyard”.
Our present situation is not the result of any historical inevitabilities; it is just one of many possible outcomes of the protracted 20th century European civil war.
Our task in this referendum is to be active and creative partners in identifying afresh the resources to establish a foundation for the common values and principles of a Europe that is still a project in the building. The Church of England, in partnership with the Church of Scotland, hopes to contribute to this new thinking by hosting a blog which has recently been relaunched, entitled Reimagining Europe. The intention is to provide a platform for faith-informed debate. Reimagining Europe has no editorial line. I believe that prelates and parsons should not aspire to the influence that is proper to the partisan, so there is no place in this blog for telling people how to vote. But we should not shrink from seeking to enhance public understanding of an issue that many find confusing and divisive, but which is one of extraordinary significance. There must be more to this referendum than a calculation of the temporary individual economic benefit or disbenefit of membership of the Union in its present form.

Lords ChamberI understand my noble friend’s feelings, which are largely mine, that the Annan plan is not working and has to be reinforced. We think that is the pathway forward and that the principles behind it are right, but clearly the killing and the horror continue on a totally unacceptable, impossible and outrageous scale, so something more must now be tried. When my noble friend talks about nations not being committed, she should bear in mind that the one uncommitted nation actively promoting the arming of the Syrian regime is Iran. The Iranians are the ones who should not be included in any further conference, although it has been suggested by some that they are clearly actively opposed to any kind of path towards peace and settlement. That is what that phrase is really aimed at; that Iran is on the side of violence, and more violence.
I do not necessarily share my noble friend’s view that the talks with Russia and with the Chinese are never going to work and that there will never be some understanding that this cannot go on and that there must be a united effort to close up the loopholes and stop the arms supplies by the really big powers, such as Russia and so on. I do not share her view that this is an impossible aim. I do not say that we have got there but this has to be worked on, combined with all the other sanctions and proposals that we are now committed to, to end the violence and repression.
My Lords, everyone will recognise that Her Majesty’s Government are dealing with a tragic and complex situation. Again and again in the Statement that the Minister repeated, the rights of minorities were drawn attention to. Have Her Majesty’s Government been able to make direct contact with the substantial Christian minority, who are 10% of the population of Syria and whose influence on the Russian Government is not inconsiderable? There is certainly direct contact between the Christian minority and the Russians. If there is, as the Minister underlined, an absolute commitment to defusing the fears of the minority communities in Syria, which must be part of any kind of moving forward, have Her Majesty’s Government been able to use the channels of communication that exist with the various Christian communities that make up that 10% minority in Syria?
The right reverend Prelate is absolutely right that the Christian position is important. All along, we have heard suggestions that while the Christians may find repulsive what the Assad regime is doing, they also fear alternative regimes. Instability might jeopardise their position even further, so they are definitely an important part in the jigsaw of possible pressures in the future. I think that is as much as I can say.
As far as direct contact is concerned, I am not in a position to say exactly what contacts HMG have had with the Christian minorities. We have encouraged all of the Syrian opposition groups to reach out to minority communities and maintain a clear commitment to a peaceful, non-sectarian approach. We have insisted that they reassure all Syrians that they are working towards a Syrian state which is inclusive, representative and respectful of the ethnic and religious minorities. That is the line we have consistently taken but I cannot really promise that it will be an absolutely guaranteed condition in a situation where bloodshed, hatred and violence are prevailing on all sides. However, it is a matter very much in our minds. Another part of the jigsaw, which the right reverend Prelate rightly raises, is that the Christians in turn could have some kind of contact and dialogue with the Russians to persuade them that the situation requires a more unified approach. That is a possibility but I do not think I can put any more flesh on these ideas at the moment.

Lords ChamberMy Lords, I, too, am very grateful to the noble Baroness for initiating this debate and am particularly glad to follow the noble Baroness, Lady Boothroyd, because I want to second some of the remarks that she has made. Like other speakers, I am convinced of the continuing value of the Commonwealth and welcome the evidence, despite the understandable note of scepticism that has been mentioned, that there has been a rediscovery and an increase in the personnel at the FCO dealing with Commonwealth matters. Like the noble Lord, Lord Anderson, I hope that this really does presage a change in attitudes.
I have really come to learn and I have already learnt a great deal, including some acronyms with which I am pretty unfamiliar, so it has been a pretty steep learning curve to listen to other, more knowledgeable speakers. However, the diocese of London, as a result of Mozambique joining the Commonwealth, initiated a partnership with our equivalent church in Mozambique. We have thus participated in trying to increase the provision of education, particularly in rural areas, opened a health centre and tried to support flood relief schemes. My point is not the help that we have given to people in one of the newer Commonwealth countries but the extraordinary impact that opening the channels of communication has had on thousands—in London, we educate 50,000 children a day in our schools—of young people in this country.
One of the most exciting projects has been the way in which Mozambican artists—we remember that the independence of Mozambique came out of the most damaging civil war—have been using the debris of violence and war to make artworks. Recently we have received a work called “Music Man”, made out of spent cartridges, spent gun parts and all the debris of the civil war. The work has been shown in school after school. I went to one large primary school in East London —not a church school—where a very long corridor was covered with poems, artworks and reflections on the experiences that lay behind “Music Man” and the way in which Mozambican artists created, out of the lethal detritus of violence, something much more hopeful.
My question echoes the comments of the noble Baroness, Lady Boothroyd, as to whether there is any scope—and I speak like a fool—for a Commonwealth programme in particular to link schools, create partnerships within schools, promote mutual learning, and increase the ways in which we bring together young people who have very different experiences of life in our wired-up world. Much of what has been discussed is extremely valuable, but it is at a very high level and I doubt whether the commitment to the Commonwealth as a concept will survive so prosperously unless we devise initiatives that build a popular basis for Commonwealth consciousness among the young. So much of what we have been talking about is information that is shared with highly motivated people, but within a comparatively small compass.
I have just one more comment. We have heard several times already in this debate that the Commonwealth is a multireligious entity. I recently had experience of a Commonwealth initiative that has brought together leaders of different faiths, from Nigeria and Uganda and involving faiths in this country, to confront the question of climate change. This seems to me a positive way of advancing one of the main objectives of the Commonwealth; we build unity not so much by scrutinising and criticising one another as by standing together, confronting a common problem. That builds relations and creates new experiences that outflank old animosities.
Therefore, as someone who is hugely grateful for the existence of the Commonwealth, my question focuses upon how we can build that greater popular basis of Commonwealth consciousness among the young.

Lords ChamberIt is a great privilege to follow the maiden speech of the noble Lord, Lord Monks, on which I congratulate him. I also congratulate him on his—in the American phrase—non-remunerated endorsement of UKRep and its excellence in Brussels. As he reminded us, he speaks with a lifetime’s experience of industrial relations in this country and throughout Europe, not least in his service with ACAS, so he speaks about diplomacy as a practitioner. Offering the possibility of reflecting on the Stürm und Drang of professional life in the relative tranquillity of the British senate is one of the ways in which your Lordships’ House plays a unique and valuable role in our constitution. The speech of the noble Lord, Lord Monks, was a notable contribution to this tradition and I know that the whole House hopes that his voice will be more frequently heard in the future.
I am grateful to the noble Lord, Lord Hannay, for introducing this debate and for doing so in a way that acknowledged the alliance between the traditional actors in diplomacy and others who represent a multitrack approach. The dissolution of the Soviet Union brought to a close the period in which a single international conflict dominated the international system. Instead, we have seen intra-state rather than inter-state conflicts, ethnic conflicts, secessions and struggles often, alas, fortified by religious rhetoric and symbols become the norm. As we speak, the turbulence and the suffering in Iraq continue, not least on the part of the ancient Christian community, which has suffered grievously in recent days.
During the Cold War, international relations were largely the preserve of the professionals, the diplomats and the politicians. I think that we should pay tribute to a number of pioneers in the US and Europe who saw the potential of applying approaches that were being developed in the setting of industrial relations. These have played an enormously important part in the development of a multitrack approach and in community mediation work through their application to conflict in general, including civil and international conflict.
At this point the question arises as to whether, in addition to being part of the problem, the faith communities may have a contribution to make in the field of conflict prevention. It is a question that has aroused some academic interest in the Anglo-American world ever since the publication, well before 9/11, of Professor Samuel Huntingdon’s book The Clash of Civilizations and the Remaking of World Order. It is evident that many of the violent conflicts in the modern world are rooted in threats to identity. Religion in many parts of the world is crucial to social cohesion and is therefore likely to be co-opted in any struggle that centres on identity. Folk wisdom easily understands how the highest ideals are bent to the most malign purposes. Jonathan Swift, that Irish dean and the author of Gulliver’s Travels, lamented:
“We have just enough religion to make us hate, but not enough to make us love one another”.
However, are there positive resources within the traditions and institutions of the world’s faith communities capable of making a contribution to conflict prevention and peacemaking? Is it possible that, as the title of an influential book from the Washington-based Center for Strategic and International Studies suggests, religion is a missing dimension of statecraft? It seems obvious now that US monitoring of Iranian politics ought always to have included the religious dimension, but a report from CSIS reveals:
“The one recorded attempt to do just that within the CIA, before the revolution, was vetoed on the grounds that it would amount to mere sociology, a term apparently used in intelligence circles to mean the time-wasting study of factors deemed politically irrelevant”.
No one, so far as I am aware, is calling for the call-up of platoons of clerics and mullahs to shuttle between capitals like ersatz diplomats, but we must try to be practical.
Here I must declare an interest as the founder and current chairman of St Ethelburga’s Centre for Reconciliation and Peace. St Ethelburga’s is a little church that survived the great fire of 1666 and the blitz but not the effects of an IRA bomb in 1993. That bomb, from a conflict that has a religious dimension, made us determined, encouraged by the late Cardinal Hume, to rebuild the church as a centre for reconciliation and peace. Over the past two years, 20,000 people have participated in our programmes.
I make a plea that, as we enter the dangerous second decade of the 21st century, where even the editor of the Economist has written a book suggesting that God is back, we should look to develop our active and well resourced diplomacy by making deeper alliances with the new resources for conflict prevention that the faith communities, not only the Christian ones, have developed.
