What we have seen under this Government is many more people in work, many fewer households where no one works, and many fewer households with children where no one works; all those have been a huge success. Of course, the hon. Lady and her party have an opportunity, now that we have made some huge devolution proposals, including in the area of welfare: if they do not think that what we are doing on a UK basis—[Interruption.] I do not know why you are all shouting. You are getting these powers; instead of whinging endlessly, you ought to be starting to use them.

As Sir John Chilcot finds that the only people who came out of the 2003 invasion of Iraq well were servicemen and civilians, will the Prime Minister look at how he can make sure that the precedent that he set last autumn for transparency and scrutiny ahead of military action becomes the norm for his successor?

I think we have now got a set of arrangements and conventions that put the country in a stronger position. I think it is now a clear convention that we have a vote in this House, which of course we did on Iraq, before premeditated military action, but it is also important that we have a properly constituted National Security Council, proper receipt of legal advice and a summary of that legal advice provided to the House of Commons, as we did in the case of both Libya and Iraq. These things are growing to be a set of conventions that will work for our country, but let me repeat that even the best rules and conventions in the world do not mean that we will always be confronted with easy decisions, or ones that do not have very difficult consequences.

Succinct thanks to the Prime Minister, but what assessment has he made of the opportunities for preliminary negotiations before triggering article 50?

The assessment I have made is that it is a national sovereign decision to trigger article 50, so it is right for this Government to prepare the ground and for the next Government to choose the model they think is the right one to pursue, to hold some discussions and then to trigger the article 50 process. Just so the House fully understands, that has a two-year limit that can be extended only by a unanimous vote of all the other 27 members. At the end of that two-year period, if you do not have an arrangement, you then move to World Trade Organisation rules, so it is right that we go about this deliberately and sensibly, in order to get the best deal for our country.

I have every sympathy with the family in question. I had an almost identical case in my constituency where a young girl was killed by a dangerous driver. The maximum sentence is 14 years, so the courts do have the ability to sentence longer, but I know what this means to the families. I am making sure that the roads Minister is looking again at all these issues relating to dangerous driving, and I will ensure that the case that the hon. Lady mentions is taken into account as well.

Q8. As the birthplace of the industrial revolution, Dudley is proud of its heritage, but we need economic stability to deliver a prosperous future. Will the Prime Minister come to launch the new enterprise zone in Brierley Hill and look at how we can attract more investment, create new jobs and develop the highly skilled workforce that our community needs?

I will look very carefully at whether I am able to do that, because we support the industrial regeneration of the black country. The truth is that enterprise zones have been a success. They have created nearly 25,000 jobs, attracted over 630 companies and secured £2.4 billion of private sector investment. The delivery of enterprise zones has involved a lot of hard work by local authorities. I pay tribute to them, and I wish my hon. Friend well in the black country.

Two hundred and sixty thousand new apprenticeships have been created since the election, but the whole public sector needs to play its part if we are to meet the 3 million target to which the Prime Minister has referred. Will he ensure that every part of the public sector invests in training our young people so that we have the skills the country needs?

My hon. Friend is absolutely right to raise that. Getting 3 million apprentices trained during this Parliament is a very stretching target. We will have to see those large companies that have really put their shoulder to the wheel on this agenda continue to do so, but there are two sectors where we need to do better. One is the public sector; we need more public sector organisations to get behind apprenticeships. We also need to make it simple and attractive for small businesses to start training apprentices again. That is absolutely what the Minister for Skills, my hon. Friend the Member for Grantham and Stamford (Nick Boles), is doing with the skills agenda. We all need to work very hard to deliver this by the end of the Parliament.

It is important that we hear the voice of business, both large and small, and I encourage all businesses to speak out because they have an important contribution to make to the debate. The more that people can give concrete examples of how access to this market and to the rules of this market matter, the better.

I thank the Prime Minister for his efforts to secure the best deal available. Today’s newspaper reports suggest that the changes needed to introduce an emergency brake would require approval from the European Parliament. Has he had an opportunity to assess levels of support among MEPs for these changes?

My hon. Friend is right in what he says. Obviously, it is a great advance that the European Commission has said that Britain qualifies for this brake, and if it existed now it would be brought in straightaway. As for the advice I have about the position of the European Parliament, I mentioned earlier that the head of the largest group in the European Parliament thinks this could be sorted out in a matter of months and is supportive of the approach.

First, let me say that I am a huge fan of Channel 4, which was a great Conservative innovation; I think that it was a combination of Willie Whitelaw and Margaret Thatcher who helped bring it to our screens. I want to ensure that Channel 4 has a strong and secure future, and I think that it is right to look at all the options, including seeing whether private investment could help safeguard the channel for the future. Let us have a look at all the options and not close our minds, like some on the Opposition Front Bench who think that private is bad and public is good. Let us have a proper look at how we can ensure that that great channel goes on being great for many years to come.

Everybody who has had any contact with the adoption process will be familiar with the frustration that unnecessary delays cause prospective parents. Will the Prime Minister take action to speed up the adoption process so that more children can be placed with the right families much more quickly?

My hon. Friend is absolutely right to raise this matter. We have seen a 72% increase in the number of children being adopted, and the average waiting time has come down by something like five months, but it is still far too long. If we look across the 150 different councils responsible for adoption, we see that around 68 of them have no mechanism for what we call early placement, where fostering and adoption are run alongside each other. If we can introduce that, not least through the regional adoption agencies that we will be establishing, we will see many more children get the warm and loving home we want them to have.
