Commons ChamberThe hon. Gentleman puts his finger on a very important point. We acknowledge that Helmand will present difficulties, and we accept that DFID has decided that it will not be able to maintain an office there once the troops have been withdrawn. However, I agree with him that, given that the British forces’ engagement in Afghanistan has focused on Helmand, it would be a total negation of that if we could not deliver projects in that province. As he says, we need to find local partners who can probably operate much more effectively than armed foreigners.
I congratulate the right hon. Gentleman on the Committee’s report. What role does he see for non-governmental organisations in the delivery of DFID’s aid in Afghanistan?
NGOs will have a substantial role. We recognise that a limited number of very effective NGOs—some international and some local—can operate in circumstances in which foreign Government agencies cannot. The fundamental reason for that is their ability to reach an accommodation with local leaders and to defuse situations that international organisations would sometimes appear to provoke. We argue that we need to develop links of that kind much more effectively in the future.

With an oil price of $125, people will often say, “Most projects in the North sea are viable.” Well, yes they are, but the industry has to compete for other projects around the world where the price is also $125 yet where the tax regime is more attractive and the risks lower. That must be taken into account in negotiation, because it is the basis on which investors in the mid-west of the United States, or in other parts of the world, will decide whether to back projects in the United Kingdom continental shelf or elsewhere.
The right hon. Gentleman has rightly drawn attention to the loss of confidence in the oil and gas sector that has resulted from the Government’s policies. How does he think that it can be restored? Trust is what has been lost, and no matter what negotiations may achieve, what will be hardest will be restoring that trust in the industry when it comes to future investments.

Commons ChamberMy next paragraph relates to my constituency, and I am sure the hon. Lady can predict the answer to that question. I did not have a problem with the SNP saying that there were weaknesses in the public-private partnership method of financing, and that it wanted to look for a better method. I had a big problem with it abandoning all those projects and failing to come up with a better method, leaving us in total limbo. That has been catastrophic for investment in Scotland—catastrophic, not just seriously bad.
I am fortunate, privileged and honoured to represent the dynamic economy of the north-east of Scotland, which is probably the most dynamic economy in the whole of the United Kingdom at the moment. I and my hon. Friend the Member for West Aberdeenshire and Kincardine (Sir Robert Smith) represent the constituencies with the lowest unemployment rates in the United Kingdom. I appreciate that other hon. Members face serious problems of unemployment in their constituencies, so I am not boasting about this; I am simply acknowledging it. The point is that Scotland has a region with the capacity to deliver economic growth, yet the Scottish Government have conspicuously failed to deliver what they should have been doing to facilitate that growth.
There is no Aberdeen bypass. The Scottish Government today announced the go-ahead for an upgrade of the A90 north of Aberdeen. I am glad about that, but all they have done is to announce, a year after the public inquiry, that they intend to go ahead with it. There is no date, and it is dependent on the resolution of the western peripheral route, which is still subject to legal argument. When the SNP loses office in May, not one stretch of tarmac will have been laid and not one ditch will have been dug—nothing will have happened on the ground.
What did the right hon. Gentleman’s colleagues in the previous Scottish Administration do to progress the Aberdeen western peripheral route? When did they make a decision to go ahead with it?
They published the line of route for both that and for the A90. It took the SNP four years to make no progress at all. It has not indicated how it will find the money or when the scheme will ever start.
I do not know what it is about the SNP, but it has a total hostility to railways. It either scraps, delays or fails to take forward every rail project. Part of the transport needs of Aberdeen, and part of the proposal for our bypass, was a commuter rail service to restrict the growth of road traffic and give people choices. Progress was being made with that, but not even the provision of one additional station has progressed under the SNP, in spite of cross-party support from all other quarters. We have had an SNP Government for four years, and they have had the powers to do things to grow the Scottish economy—limited those powers may be, but they have had them—and they have not done so. They should prove that they can do that before they demand more powers that they do not appear competent to use.

Commons ChamberI do not intend to say a great deal, but I want to address a couple of the issues from the perspective of someone who represents one of the most northerly constituencies in the UK. I must confess that I approached this issue with a very open mind. After 40 years, it is always worth looking at an issue again with fresh eyes in the light of changing times, and I have therefore listened very carefully to the lobbyists, spoken to the stakeholders and looked at the evidence. I live in the far north of Scotland and I represent people who will be disproportionately impacted by the proposed change, however, and I have to say that I remain decidedly ambivalent about the potential benefits and unpersuaded by some of the evidence that I have seen.
I have also been approached by numerous constituents —just ordinary citizens who are not part of any lobby group—who are worried about the impact of the proposals on their quality of life. They tell me how the measure could compromise their safety. One of my main concerns with the evidence that I have seen and heard is that an awful lot of it is simulated, as the right hon. Member for Gordon (Malcolm Bruce) pointed out. It is speculative, and it is not based on empirical data. It does not take into account other relevant attendant factors that can influence this process, such as the weather. I have been slightly bemused this week to observe how a light dusting of snow in central London seems to have brought the metropolis to a standstill. However, many parts of the country are experiencing very severe weather at present, and I think it brings home to many of us just how dangerous it can be to travel in icy conditions.
The local authority in the area that I represent grits the roads during seven months of the year. Driving before dawn is dangerous, not because it is dark but because the roads are icy. In the dead of winter, there are many days on which the mercury is never going to rise above zero, but on most winter days, the temperature will rise after sunrise, and as the sun gets up, the roads become less hazardous. I have to confess that the thought of having to drive on icy roads does not fill me with relish. That concern is shared by many people who live and work in northern climates. It is not just road safety issues that are of concern. Hon. Members have mentioned the problem of kids standing around waiting for school buses in the cold and the dark. We have bitter, dreich, nasty winter mornings that are already bad. Taking the time back an hour further would make that even more unpleasant.
The other factor that has not been considered is that, when the experiment took place in the 1960s, road fatalities in the north of Scotland did, indeed, increase. That happened despite the fact that, during the same period, speed limits, drink-driving legislation and seat belts were introduced. Unless we believe that none of those measures had any impact on road safety, we have to take some of the evidence on road safety with a big pinch of salt. Early mornings are a hazardous time to be on the roads. We cannot just isolate the one issue of darkness and extrapolate from that without considering the wider context.
Does the hon. Lady agree that hon. Members who represent southern constituencies should realise that what she is describing are the conditions we currently experience, and that they will experience them if we have this experiment?
