Lords ChamberMy Lords, does the Minister not agree that, notwithstanding Brexit, at the working level the relationships between our Armed Forces and those of other European countries, whether bilateral, trilateral or multilateral, are extremely strong and should be nurtured at all costs?
I thank the noble and gallant Lord for his comment, but we have shown that we do not need a separate institutional treaty to work effectively with the EU on foreign policy, whether co-ordinating on sanctions, responding jointly to Russian aggression or on wider issues involving Iran. Although we have left the EU defence structures, we will continue to work closely with the EU across the common challenges that we face. We do so on a very wide range of issues, including Libya, climate change, Russia and so on, and the trade and co-operation agreement provides for future co-operation on emerging security challenges, where it is in the interests of both sides to continue to work together.

Lords ChamberMy Lords, as I have already said, we are concerned by the recent increase in activity by Russia in the Arctic region. However, I assure the noble Baroness that we look forward to working with all Arctic states, including Russia, particularly on important issues such as environmental protection and sustainable development, during the Russian chairmanship of the Arctic Council during 2021 to 2023. However, security remains a concern, and we will continue to work with partners in defence and in NATO.
My Lords, the Government are to be commended for the robust stance taken last week in sanctioning HMS “Defender” to passage, perfectly legitimately, through the international separation zone waters past Crimea, and for us not to succumb to Russian bullying and lying. Does the Minister agree that we should be acting in a similarly robust way in the north, allowing our warships to operate in international waters in the Arctic and the Barents Sea and not allowing Russia to claim such waters as their private seas by default—which will be doubly important as the north-eastern passage to the Far East becomes more accessible? I feel that the Minister’s answer to the noble Baroness, Lady Anelay of St Johns, was not sufficiently robust on that matter.
I assure the noble and gallant Lord that we recognise that—if I may be robust—the actions that we took in the waters that we believe to be the territorial waters of Ukraine demonstrated how we stand very firm in ensuring the right to sea passage, ensuring that the traffic separation schemes that operate are equally recognised. Equally, we will continue to exercise the right of innocent passage in accordance with the UN Convention on the Law of the Sea wherever that may take place. As the noble and gallant Lord will be aware, that is enshrined in Article 19 of that law and we will seek to uphold it. Our recent activities in Ukrainian territorial waters show the robustness of our approach in this regard.

Lords ChamberMy Lords, the integrated review, and its accompanying Defence Command Paper and industrial strategy paper, have gone some way to addressing the mistakes made in the awful 2010 defence review and the somewhat less disastrous 2015 strategic defence review. What is particularly to be welcomed is that the threat has been put very much to the fore, and for that much credit should go to the Secretary of State for Defence. We see cyber, artificial intelligence and space being given due and proper attention.
The review lays emphasis on global Britain, and in so doing recognises that forward deployment and persistent engagement need to be essential ingredients of the Armed Forces construct. As part of that, a refreshed maritime strategy is given appropriate prominence. There is a promising forward shipbuilding programme to support this, but in the short to medium term, we will see the frigate force shrink below its already emaciated size. Frigates are the key element in persistent forward presence. Once again, I ask what can be done to speed up the delivery of Type 26 and Type 31 ships currently in build and shortly to be ordered. It is incomprehensible that we will not see the first of the new ships operational until well into the second half of this decade. I hardly need say that any sort of attrition—a word, by the way, that is conspicuous by its absence in the review and is equally relevant to our land and air forces—would be a serious setback. What attention has been given in the review to the matter of attrition in general?
Regarding the review’s concept of forward deployment, it is encouraging to see the strong manifestation of this with the deployment of the carrier strike group to the Indo-Pacific this summer. I hope the Minister will confirm that, among other things, opportunities will be sought to strengthen our alliances out there, such as the Five Power Defence Arrangements, the FPDA; to look for ways to create bonds with the Quadrilateral Security Dialogue, the Quad; and not to shy away from exerting our right to freedom of navigation through the South China Sea. Such things have important relevance to global Britain.
To pick up on the intention set out in the review to increase the ceiling of our overall nuclear stockpile from no more than 180 warheads by the mid-2020s to no more than 260 warheads, this measure seems to have raised alarm in some quarters, but I applaud the Government’s courage and the wisdom of taking it. We profess to having the absolute minimum credible deterrent, but the word “credible” is valid only if the missiles can get to their target. With the potential opposition improving daily their nuclear capabilities, including anti-ballistic missile systems, this is a necessary measure. It does not involve building new warheads, although a replacement programme in due course is under consideration. I remind those who say that this sets a bad example that our good example of reductions in nuclear firepower over the past couple of decades has absolutely not been followed by any nuclear weapons state which may be unfriendly. In fact, it is quite the contrary: they have all significantly increased their nuclear arsenals and capabilities.

Lords ChamberMy Lords, in the current pandemic, I have deliberately used the phrase “the interdependency of humanity” when we have seen the response on Covid-19. We have worked very closely with China, particularly on the procurement of equipment such as PPE. We continue to work closely as we prepare for COP 26 next November. Both countries, the United Kingdom and China, will be hosting international events in this respect, and collaboration is important.
My Lords, while agreeing on the need to establish a sound relationship with China, does the Minister agree that it is of the utmost importance that we continue to exercise most robustly, through the Royal Navy among others, our right to freedom of navigation on the high seas in those waters of the South China Sea illegally claimed by China to be its own, in contravention of the United Nations Convention on the Law of the Sea? Incidentally, that contravention was once again highlighted last Friday at the south-east Asian leaders conference.
My Lords, I agree with the noble and gallant Lord. Our position on UNCLOS and the South China Sea, working with other allies in the region, is very clear. We call on China to respect international law in this respect.

Lords ChamberMy noble friend makes an important point. He will probably be aware that NATO has set a target for its members to retain defence spending at 2%. I am pleased to say that the United Kingdom has met that target, and has done so since the day it was met. We will meet it this year and will meet it again next year. Let us also not forget that the UK has the biggest defence budget in the EU and the second largest in NATO.
Does the Minister agree that the 2% target that she said has been achieved has been met only by taking into account spending on contingency operations? That was not the practice in the past; therefore, if one is totally honest we are not meeting that 2% target.
The brief I have from my colleagues in the MoD is that we have met the 2% target, and have done so since the day that target was set. If that is not the case, I invite the noble and gallant Lord to write to my colleagues in the MoD.

My Lords, will the Minister not agree that were this Government not to have depleted our destroyer frigate force to anorexic levels, we would be able to demonstrate better and in a more consistent way our resolve in a time-honoured and effective way? By the way, a patrol boat in the Gibraltar squadron is not as effective as a destroyer.
I hear what the noble and gallant Lord says, but we have never had to deploy that kind of force in Gibraltar and we do not anticipate that we will have to. The annual Cougar deployment that has been taking place is long planned and well established. It is a large Royal Navy force of frigates and aircraft carriers that exercise in the region in the summer.

Lords ChamberI can inform my noble friend that I have just come from a meeting. The president of Somalia is in the United Kingdom, having discussions about progress that has been made since the Somalia conference. My noble friend will be aware, too, that a follow-up conference has been planned for later on this year. I have the statistics somewhere in this great brief, but I can inform noble Lords that numbers of successful piracy attempts in that region have gone down dramatically. My noble friend is right that, ultimately, we need to keep working to keep those numbers down rather than providing security.
Could the Minister tell the House whether she feels that an increase in armed guards on board merchant vessels transiting that area has significantly improved security and, as a result, we see far less hostage taking so that lives are saved?
I can inform the noble and gallant Lord that no vessel has been successfully pirated when it has had security on board.

Lords ChamberMy noble friend is quite right that this is a very serious situation spreading of course not only to the Gulf of Aden area, but out into the Indian Ocean and the west of Africa. He perhaps would accept that the statistics show—maybe because of diversion of shipping but for other reasons as well—that successful attacks fell dramatically last year. There were 127 attacks in 2010, 47 of which were successful, and by 2011 there were more attacks—150—but only 25 were successful. The success rate for the pirates in achieving their ugly objectives has been much reduced. Nevertheless, my noble friend is absolutely right that very firm action is required. The matter of UAVs is under consideration but there are difficulties, even for UAVs, in covering such an enormous area. We are talking about somewhere twice the size of Europe. On the question of vigorous action when these pirates are encountered, the Government believe that interim guidance is a strong first step, as initiated by my right honourable friend the Prime Minister, in his discussions on these matters in Australia a few months ago. The details laid down are definitely an advance in dealing with pirates in a most vigorous manner, and rightly so.
I welcome the Minister’s comment that the Royal Navy will be providing a ship to support the anti-piracy operations off Somalia. The Minister will also be aware that the Navy has been unable to meet its full-time commitments for a duty ship over the past few months. Noting such other contingencies coming up, such as the potential closure of the Hormuz Strait by Iran, will the Government now recognise that they have cut back too far on the size of the destroyer and frigate force?
My Lords, the noble and gallant Lord will not be surprised at my answer that these matters are kept under constant review. We need to deploy in the most effective manner the forces that our resources allow us to deploy, and we will continue to examine all needs and priorities in that light.
