Throughout 2020, we held deliberative dialogues with the public on transport and heat decarbonisation, the environment, the future of food, carbon capture, usage and storage, and our transition to net zero. I can assure the noble Baroness that, in the run-up to COP 26, we will be working closely with businesses, civil society groups, schools and others.

My Lords, at local and national levels, in communities across the country, the Church of England is committed to reducing net carbon emissions to zero by 2030. Can the Minister say a bit more about the plans Her Majesty’s Government have to offer practical support for local communities already committed to transformation, using new, low-carbon technologies to achieve net-zero emissions?

The right reverend Prelate makes some good points. A BEIS-supported parish council carbon calculator has just been launched to support local communities to develop their own plans for tackling emissions locally. Once they have developed a plan, the Rural Community Energy Fund is available to support the development of net-zero energy projects.

My Lords, the noble Lord says that I either do not know or will not say. The fact is that it is not appropriate to say anything at the moment. That is very important and, as my honourable friend made clear in another place, he or my right honourable friend the Secretary of State will come before another place at the appropriate moment and let the House know what is necessary to know at that stage. He went on to make various remarks about Brexit. I appreciate his concerns about the element of uncertainty that is affecting a number of people. All I can recommend is that all parties rally round and support the Prime Minister’s deal, get that deal through another place and let us get on with life.

My Lords, among the 4,500 British Steel jobs at risk are many apprenticeship trainees and students enrolled on degree apprenticeships. What action will the Government take to ensure that these apprentices will not lose their training or have their training disrupted, but will be able to continue their training elsewhere in another steel-based firm, or have an equivalent apprenticeship in another place?

My Lords, the right reverend Prelate is quite right to draw attention to the uncertainty facing apprentices in the steelworks at Scunthorpe and the other places where British Steel is based, but also to draw attention to the concerns of all those who are employed by British Steel and the uncertainty they face. I can offer him an assurance that my right honourable friend will be talking to government colleagues in other departments to make sure that all appropriate help and support can be given by the Government, particularly, as the right reverend Prelate drew attention to, to those who are in the middle of apprenticeships with British Steel. It is right to remember at this stage that we have an economy that is providing virtually full employment. We have seen employment grow to levels that we have not seen for a very long time, we have seen unemployment continue to fall and we want to continue that process.

My Lords, what I made clear in response to my noble friend’s supplementary was that I believe Ofwat has done a very good job. Ofgem can do a very good job, but we agree with it that the energy market is not working as it should, possibly for the reasons the noble Lord has pointed out. That is why we have brought forward a draft Bill and are looking at what it might do. We will respond after the BEIS Select Committee has produced its report on that Bill.

My Lords, the Church of England has partnered with several organisations in an initiative called the Big Church Switch, which seeks to provide consumers with better prices from the UK’s cleanest energy suppliers, to make switching simpler and to protect the environment. What steps are Her Majesty’s Government and Ofgem taking to learn from such initiatives as this to enable consumers to make informed choices, both financially and environmentally?

My Lords, I am grateful to the right reverend Prelate for bringing to the attention of the House the Big Church Switch. Other people offer advice on how to switch, and there is a great deal that individual consumers can do about switching their energy and getting reductions. The simple fact is that most people do not know about this, which is why we are working through the government-funded Big Energy Saving Network to try to get more information across. We are very grateful for the work the Church is doing as well.
