Lords ChamberMy Lords, the Government’s intention to levy value added tax in this area was a manifesto commitment at the general election. The Government entertain a well-evidenced belief that parents purchase an economic and social benefit for their children’s future through private schooling. Whatever the experience any of your Lordships have had of such schooling, the undoubted premium placed on forming character or the excellence in pastoral care that some of these schools exhibit, the Government nevertheless have a mandate for change. The noble Baroness, Lady Ramsey, underlined the pressing need for more teachers in our state schools.
However, who will and who will not be affected by this change is a worthy subject of debate. I am happy to say that both the boys’ and girls’ choirs at Southwark Cathedral are almost entirely drawn from state schools, and are consequently unaffected by the VAT change. Furthermore, a number of schools in my diocese offering provision for special educational needs and disabilities have their places funded by the local authorities. But there are cathedral and choir schools, and private schools, with provision for special educational needs that will be severely affected by the change that the Government intend. Many of these are small schools, and therefore the impact will be disproportionately severe.
The briefing provided by the House of Lords Library refers to some 20% of pupils in this sector receiving provision for SEND, which is of undoubted public benefit, but of these, only 6.9% have an education, health and care plan. This suggests that there is a significant element of special needs provision that is currently covered by private funding, and which cannot be absorbed by local education authority budgets if private places become unaffordable. Furthermore, if some small and medium-sized schools that provide SEND then become unviable, the general SEND capacity in the country, already overstretched, becomes yet smaller. A question, therefore, needs to be asked—and I ask it of the Minister—as to the appropriateness of removing the exemption at such short notice in January 2025, as other noble Peers have already said, with little time to adjust budgets.
Finally, there is the distinctive yet gloriously diverse world of cathedral and choir schools, which continue to safeguard and feed the English choral tradition. They are intimately bound up with their localities, drawing choristers from a wide social background, and have a very significant impact on the choral and musical life of this nation. I will cite some detail from one of them: a 100% bursary fee remission for local children who are very talented musically but whose parents cannot afford any fees, with numerous other pupils who are in receipt of 75% or more remission—the focus now being on remitting fees, rather than on awarding scholarships, to increase social inclusion.
I am a grammar school boy and I could not sing the “Eton Boating Song” if you paid me, yet I am deeply concerned about the adverse and unintended consequences which this manifesto commitment will have unless it is applied with much greater sensitivity—and possibly also phased in—affecting, as this does, the enormous variety of private school provision, about which we have heard and which is committed to public benefit.

Lords ChamberMy Lords, I speak in this debate feeling somewhat like an officer of the Salvation Army commending temperance to a conference of brewers. None the less, while I believe that the noble Baroness, Lady Burt of Solihull, has made some important points introducing this Bill and I am grateful for them, I want to make some general points to gently demonstrate why this proposed measure for RE in schools without a religious character is unnecessary. I am glad to follow the noble Lord, Lord Griffiths of Burry Port, although my view is somewhat different on this occasion from his wisdom and I have no immediate plans to join the British Humanist Association.
First, I stress the value of what remains of religious education within our schools. While the outcomes of education remain a contested area of debate in society, the purpose of education and what it does to us receives much less attention. Too much is assumed in that regard, and that partly informs this Bill. My belief is that human flourishing happens in body, mind and spirit and that education engages us in each of these aspects, which need to be held together holistically.
Religious inheritance in this country is primarily Christian, although I am not sure that the statistics take account of those who have very strong convictions of other faiths. It has shaped our culture, language and built environment. Even the shape of our present secularism bears the marks of an earlier Christian humanism and the Protestant Reformation. While that is the case, the whole framework of our education system, including that which the Bill calls a “worldview”, is the product of the European enlightenment. Consequently, what the noble Baroness seeks in this Bill in terms of a non-religious worldview is represented and imbedded already across the curriculum, from arts and social sciences to the sciences themselves. It is taught, imbibed and breathed in and out virtually every minute of every school day.
I am not seeking to decry the value of philosophy, not least the maxims of how to live a good life, nor do I demean humanism and the emphasis on individual and societal potential. Some of its greatest exponents were the Christian humanists of the 15th and 16th centuries, such as Pope Nicholas V and Desiderius Erasmus. But the heirs of Spinoza and Rousseau neither understand nor support the role of religion in public life. This is a failure of imagination and spirit, as it is of the intellect. As the Hungarian economist and philosopher of science Michael Polanyi demonstrated, no framework of human endeavour or education is value-free—even the scientific method. For him all knowledge is personal and involves a moral commitment. Polanyi insisted that, for example, Copernicus arrived at the earth’s relation to the sun not as a consequence of following a method but via
“the greater intellectual satisfaction he derived from the celestial panorama as seen from the Sun instead of the Earth”.
Religious sensibility acknowledges the spiritual dimension of life in very particular ways. It does so through the inheritance of centuries and the lived experience of the human race. In the three Abrahamic faiths, it rests on claims of historic revelation. This feeding of the whole person is now restricted to a very small part of any programme of education. The Bill risks assaulting its identity by adding explicit principles evident throughout the rest of the educational curriculum. Whether or not this is intentional, it should be resisted.

Lords ChamberMy Lords, the noble Baroness is correct about the wonderful work that the Primary Futures programme is achieving. More than 3,000 primary schools are registered, and there are 37,000 volunteers and 10,000 employers. The reason we have allocated the money to the Careers & Enterprise Company is simply to broaden the research base for careers training, or at least awareness in primary schools, which is very important. When I ran into the noble Baroness in the corridor last week ahead of this Question, she said, “I do hope you will come up with something useful in your Answer”. What I can say today is that we are now extending the Gatsby benchmark programme—research that has wide support—to take it into primary schools. In January next year, a pilot involving some 70 primaries will translate these benchmarks for use at that stage.
My Lords, given the importance of public service and volunteering in our nation, will the Minister give priority to communicating the vocation to serve as part of the formation of our young people?
My Lords, it is quite right that in society one needs to give more than one takes, and the earlier we can inculcate that into children the better. To paraphrase Aristotle: give me the child until seven and I will give you the man—or the woman.

Lords ChamberMy Lords, as the Minister is aware, those who live in tied accommodation as part of their employment or the holding of an office have an unintentional structural disadvantage when it comes to their children’s schooling. This is ameliorated in the case of military families but not in the case of others, such as clergy and their children. Will Her Majesty’s Government now act to address this disadvantage by amending the code?
