Lords ChamberI thank the noble Baroness for those questions. None of them is a British citizen. Those who have been detained and will be removed on the flight are not eligible for the Windrush scheme. It is right—in fact, we are legally obliged—to deport foreign nationals who abuse our hospitality by committing crimes in the UK. That ensures that we keep the public safe. As the noble Baroness will probably know, the Home Office removes tens of foreign national offenders each week, applying the same consideration and with the same legal recourses as in these cases. She is absolutely right to point out instances of human trafficking. It will all be done in the round when assessing a decision to deport. She is also right about mental health issues: we have a duty to consider some of those human rights considerations when we deport people.
My Lords, following on from the previous question, will the Minister consider whether or not it is appropriate for this country to seek to deal with the offences and aftermath of those brought up here as children, rather than expel them to countries of which they know little, save in the most exceptional circumstances?
My Lords, all those who will be on the charter flight are foreign national offenders convicted of serious offences. They have had their cases fully reviewed to ensure that no outstanding legal barriers would prevent their removal from the UK. Careful assessment is made of the Article 8 claim of a foreign national offender who is subject to deportation to a family and/or private life, including the length of time that they have lived in the UK, which is an important consideration, but not the only one when weighed against their offending.

Lords ChamberMy Lords, withdrawal of our overseas aid will obviously affect the persecuted minorities and the very poor, whom we are aiming to help. The noble Lord refers to the Bishop of Truro’s report, which was commissioned by the previous Foreign Secretary. That sets out a number of challenges to us to implement new programmes and procedures. We have accepted those recommendations in full and are implementing them.
My Lords, following the previous supplementary question, I understand that in the Foreign and Commonwealth Office, there is a champion for promoting freedom of religious belief at director-general level. In the light of the report just mentioned, commissioned by the previous Foreign Secretary, will the Minister consider appointing a similar champion to influence policy formation at the most senior level in her department?
The right reverend Prelate is right that the Foreign Office has a director-general-level freedom of belief champion, the FCO’s chief operating officer, in that case. DfID has a director-level champion on all aspects of faith and belief, who promotes freedom of religion and belief through seminars, blogs and training.

Lords ChamberMy Lords, I too am grateful to the noble Lord, Lord Harris of Haringey, for securing this debate and for making the points he made.
I live but a few minutes’ walk from the location of yesterday’s incident in Streatham, and my prayers go to those affected by yet another attack born of hate and callous disregard of God’s image reflected in the other. I too pay tribute to the rapid response of our emergency services, not least the police, who were tracking the individual, and to the ambulance service.
I had the privilege of playing a part in the funeral of PC Keith Palmer, who died in defence of this place, in April 2017. However, a few weeks later, a terrorist outrage erupted on London Bridge, and in the immediate vicinity of the same cathedral where that funeral had taken place. A nurse, Kirsty Boden, who tried to help the injured, paid for her compassion with her life, dying by the doors of our cathedral offices that dreadful night. Later that month, in the wake of this and the Manchester attack, which has already been mentioned, a national service of hope was held at Southwark Cathedral. An attack once more on London Bridge, last November, beginning at Fishmongers’ Hall, brought it all back. For some, of course, it is a daily remembrance.
A well-developed counterterrorist strategy, Contest, operates in this country, and we have some of the toughest anti-terrorist legislation in the world. Most of the effort in both focuses on the perpetrator. The noble Lord, in securing this debate, has put a proper onus on potential victims, for which we should be grateful. However, I wish to make a few brief cautionary points.
First, with our laws and strategy as comprehensive as they are, we need to pay heed to how they exhibit the values we seek to express. The duty on specified authorities under the 2015 Act to have due regard to the need to prevent terrorism was, for example, the basis for an eight year-old being interviewed by police without their parents present, as reported in the media in January last year. It does not follow, even after a dreadful incident, that something additional must be done. A great deal is already done under the four strands of Contest every day, including Prevent and Protect. Not every action can be anticipated or every thought countered. We can offer and work towards a more hopeful society and be as vigilant as it is reasonable to expect.
Secondly, on whom would the duty to have due regard to Protect fall, and how would this manifest itself? That would depend, in part, on definitions of both public space and what is a venue for this purpose. Do churches and cathedrals count for these purposes, and fall within the ambit of a duty to protect, and what additional measures and costs should they undertake? If the answer is yes, they may not be able to afford this broadly defined duty, and it may inhibit the nature of what they do in public worship and public service. I am grateful to the Government for maintaining the fund to protect religious buildings, but a significant number of churches are simply left open and unattended. My cathedral was shut down by the Metropolitan Police for one week following the London Bridge attacks in June 2017, as were the surrounding businesses in Borough Market. There is no insurance for loss of income unless you are the direct target of terrorism. The laws relating to counterterrorism seem broad already.

Lords ChamberI am sorry but I do not accept that; the evidence does not point to it. Over 3 million more people are in work in this country. We have seen one of the largest increases for the lowest-paid in this country through the introduction of the national living wage. As a result of basic tax thresholds being raised, the typical taxpayer in full-time work is £1,000 better off. That is not to diminish in any sense the fact that there is a serious problem with personal debt in this country. It is about 16.5% less than its pre-crisis levels when inflation is taken into account. That is why we are taking the steps that we are.
My Lords, with the demise of Wonga, which I hope the Minister will want to join me in welcoming, does he wish to take this opportunity to endorse the work of the many credit unions which are a channel for such sound advice?
We have provided significant additional funding to the credit unions. Wonga, which is in administration at present, is not a matter directly for government. The Financial Conduct Authority has issued advice that those who have loans with Wonga should continue to service those debts to avoid getting into further potential debt in the future.

Lords ChamberThose major banks, of course, are covered by the Prudential Regulation Authority, through the Bank, but the FCA has a prudential role as well as its regulatory role. As I mentioned, it is important that we recognise that where regulations apply it is done in a proportionate and appropriate way for consumers and also for the businesses that are being dealt with.
My Lords, when do Her Majesty’s Government intend to implement in full the principal recommendations of the Parliamentary Commission on Banking Standards, published in June 2013?
I do not have an answer for that, but I am very happy to write to the right reverend Prelate.

Lords ChamberMy Lords, like the noble Lord, Lord Alton, I welcome the Prime Minister’s pledge to maintain the commitment of 0.7% of GDP for overseas aid. But I would be glad to know the Minister’s views on the usefulness of targeting aid in support of the goals not solely through large organisations but through more local partners such as those highlighted in the West Bank and Gaza by the right reverend Prelate the Bishop of Leeds on 21 March.
We are absolutely of the opinion that we should work closely with civil society organisations and that we are part of a global partnership to leave no one behind, which applies and cuts across all the goals. We will engage with local partners, who are in the best position to deliver the improvements and the targets that we seek on the ground. We will continue to do that and I know that many religious organisations, including church organisations, also have a crucial role to play in that around the Middle East and in Africa.

Lords ChamberMy noble friend is right to raise that point. The lowest-income countries are able to come in duty free and tariff free under the Everything but Arms agreement, but there is more to be done on the middle-income countries. There is now more flexibility: we are leaving the EU, but we are still embracing the world. We want to put free trade at the heart of everything that we do—that has been set out clearly. The opportunity for free trade to lift ever more people out of poverty around the world is something that we will grasp with full measure.
The Minister may know that I am a regular visitor to Zimbabwe, where my diocese has links with four of the five Anglican dioceses there. How do Her Majesty’s Government propose to respond to the preponderance of Chinese investment both there and in other African nations, both in infrastructure and major economic undertakings?
I do not think that we see investment in Africa by any country as a problem. We see a significant gap in finance and investment, which Africa needs. The gap to meet the global goals is some $2.5 trillion per year whereas aid flows amount to only some $150 billion. The gap has to be filled by private investors. We welcome them from wherever they come. As the right reverend Prelate will know, we are certainly playing our part in Zimbabwe to encourage investment and to identify investment opportunities in both directions.

Lords ChamberMy Lords, I have the honour to be a patron of the charity Embrace the Middle East and visited Syria in May of last year for the enthronement of the Syrian Orthodox Patriarch, His Holiness Aphrem II, at Maarat Saidnaya, just outside Damascus.
I thank the noble Lord, Lord Truscott, for giving your Lordships the opportunity to discuss this pressing matter. With over half its population displaced, Syria is now a land of the dispossessed, and we are looking at a topography of dust, rubble and dried blood. This is the land where we read in Acts that the designation Christian was first used but where all minorities are now especially vulnerable in the particular context of the destabilisation of the state. We are witnessing a humanitarian disaster in slow motion, with repercussions which are impacting on many nations including our own.
Some in your Lordships’ House can speak with more expertise than me on diplomatic process, military options and geopolitics. Noble Lords will know of the Bishops’ letter to the Prime Minister, which called for a more generous response on the number of refugees from the Syrian conflict who will come to this country during the life of this Parliament. Today, however, I will concentrate on two areas only. One is the condition of the refugee camps in the countries bordering Syria and the second is the role that development agencies and churches are playing in the region and within Syria itself.
I pay tribute to Her Majesty’s Government for their financial commitment, which in bilateral terms is second only to that of the United States, which is a far larger economy. Indeed, UK government aid to Syria is significantly ahead of our European partners, although of course the refusal to work with other European Governments with regard to the migrants now in Europe significantly reduces their authority in encouraging others to help with aid in the region. I do not say that Her Majesty’s Government cannot do more, but it has done a great deal through DfID to help to meet the immediate needs of vulnerable people in Syria and of refugees in the region, although it needs to be noted that the UK’s investment overseas in aid will decrease given the Government’s decision to use the aid budget to meet the costs of the 20,000 Syrian refugees to be brought to this country. Nevertheless, there is a pressing diplomatic need for the Government to pursue: it is for our European and international partners to invest more heavily in aid to the region in a way they have not done before. Why? The answer is simply that life in the refugee camps is not sustainable on the current levels of funding. No amount of resettlement will mitigate the continued failure of the international community to address the refugee crisis at source. The United Nations High Commissioner for Refugees has calculated that for what was needed in the way of humanitarian aid, in three successive years the amount raised fell—from 71% in 2013 to 57% in 2014 and to a mere 37% by October this year.
What will Syria’s youth, when they are old, tell their children about this conflict? They will talk of cowering in flimsy houses while watching the regime’s barrel bombs fall, of watching beheadings and crucifixions of family members at the hands of ISIS, of payment of the extortionate jizya tax as humiliated minorities, of the deadening existence in refugee camps and of hazardous journeys to foreign lands. All will have stories that reflect the trauma of this avoidable tragedy. A recent study by the University of Saint Joseph shows that in Lebanon 24% of Syrian refugees are getting married before they are 18 and are becoming more vulnerable as a result.
Secondly, parishes and churches in this country are continuing to support a range of charities and mission agencies at work in the region, including Christian Aid’s Syria emergency appeal. The Jesuit Refugee Service may well be the largest Christian organisation working in and around Syria, serving, by its own estimates, nearly half a million people in the region. Our sister church, the Episcopal Church in Jerusalem and the Middle East, is also active in Jordan and Lebanon, supported by the British charity Jerusalem and the Middle East Church Association.
I recognise that mass resettlement is neither possible nor desirable. The English bishops share the concern of the Melkite Archbishop of Aleppo but also distinguish themselves from him on a number of points.
In conclusion, I have a few questions for the Minister. First, I note that the Home Secretary, speaking at the Conservative Party conference, made a commitment to community sponsorship schemes to bring refugees to the UK. It would be good to know from the noble Baroness in what way this is being taken forward. I trust that Her Majesty’s Government will persist in their generosity in this crisis. The United Nations’ humanitarian summit in 2016 may prove such an opportunity, not least in seeking to restore some sense of international order in dealings with refugees. I would therefore also be glad to know from the Minister what steps are being taken to use that summit early next year to regalvanise the international community’s commitment to refugee protection and support. Lastly, what steps are being taken to reverse the declining mobilisation of funding for the UN humanitarian effort?
