Lords ChamberMy Lords, I completely sympathise with the frustration that many feel when they have the symptoms of one of the many syndromes associated with long Covid. According to the ONS, more than 1 million are in that situation. Those symptoms might range from extreme tiredness, aches and pains, to cardiac or respiratory exhaustion. Our fears are that long Covid will be a horrible legacy of this disease. NIHR has half a dozen research projects at the moment, and I understand that it will be looking for more. The clinics the noble Baroness described are being rolled out at speed and I pay tribute to the NHS, which has a 10-point plan for dealing with long Covid. I would be glad to share a copy of that with the noble Baroness.
My Lords, while there continue to be understandable anxieties and not least concerns about potential pressures on the NHS, many will welcome the prospect of the removal of restrictions on gathering in a range of settings including, I note, for communal worship, singing and performances. Given the move from rule and regulation to guidance and good sense, do Her Majesty’s Government intend to issue any guidance specific to places of worship and in relation to communal singing in settings such as community choirs, other choral groups and schools, or is that to be left to the good sense of those responsible?
The right reverend Prelate puts it extremely well. I pay tribute to all the community groups which have an influence on the thinking of the nation. I encourage them to use that influence to engender and support a spirit of community consideration so that we can try to come together as a nation and approach public health in a way that is considerate to each other.
On the specific point of singing, as I took my place, I noticed that the Secretary of State for the Department of Digital, Culture, Media and Sport was in the process of making a Statement, and I refer the right reverend Prelate to that. I am afraid I have not had a chance to read it.

Lords ChamberMy Lords, my awareness of the situation we are in was heightened last night by an email from the care home in which my mother lives informing me that eight residents and six members of staff have tested positive, in a place where they have been remarkably successful at controlling the virus hitherto. It is this new variant; nobody suggests that there are easy answers and we can all feel the Prime Minister’s inner and outer struggles every time he stands to speak.
In these circumstances, these regulations, unwelcome as they may be in some respects, must be agreed and given force. In the equivalent debate in the other place, some were asking for various clear undertakings as to what might happen in particular circumstances in future. All that we have seen hitherto tells us that, while we can and should plan for a range of scenarios, such attempts at certainty are just not realistic. Even with vaccines and the prospect of their effective rollout, we, as a technologically advanced society, are having to live with the reality of our own vulnerability: imperfect knowledge and an inability fully to control our circumstances—things with which people in other places and cultures are more familiar.
In that respect, our societal pride and self-confidence have perhaps been somewhat challenged. It is little wonder that we see a rise in mental health issues, anxiety, doubts about people’s futures and bereavement, in loss of both life and life opportunities. These are not matters that can easily be addressed by, for example, a financial package from the Chancellor. How and by whom does the Minister think these issues in our society might best be addressed?

Lords ChamberMy Lords, like others, I tend to think that carrots are more effective than sticks. It is, therefore, vital, if people are to behave as the Government might wish, that they understand and assent to the reasons for particular restrictions.
My understanding of the rationale for the rule of six is that is about restricting the mixing of households. I understand that, and I seek, in my role and personally, to abide by that principle. But what the Minister has said notwithstanding, the anomalies do not help to gain that consent. If I have understood things correctly, I may, in a given period, be a part of more than one group of six, and thereby, I am multiplying the households with which I have contact. Yet, as many have observed—and there are other examples—a couple with three children cannot meet with two grandparents at the same time, even though that would only be two households in most instances.
I genuinely worry about the effect of these regulations, particularly the rule of six, on the long-term flourishing of family life and cohesion, if they persist for too long. My simple point is that the rule of six gives a kind of cliff edge, which could surely be graduated without compromising the principle about household mixing. I rather hope that Her Majesty’s Government will be able to think creatively about how that might be done.

Lords ChamberMy Lords, I too was pleased to take part in the debate in March and recall noble Lords arguing points that they might not normally argue in that debate. Already in this debate we have heard some interesting contributions. I, too, look forward to the three maiden speeches that we are to hear.
I sense that, with regard to restrictions on people and communities, the next six months may be rather more difficult than the last six months. At the outset there was some sense of shared responsibility, and a deep anxiety about the virulence of the virus led to a high degree of willingness to accept restrictions, even when the messaging about them was, shall we say, less than clear. In my own world, congregations have very largely and willingly sought to order their lives within the various guidelines, and some relished the challenge of going online and got very creative—but there have been costs.
For me, one of the greatest costs is the constraint placed on our living as social beings. Our relating to one another in myriad settings is part of who we are as human beings, and doing so from behind a mask and without proximity or touch is a diminishing of our humanity, not least—as already mentioned—in relation to those in care homes and other such settings. Social distancing may offer a degree of protection from physical ill health, but it is not conducive to human flourishing and well-being in a broader sense. The longer these relational privations last, the more difficult it will become, in all sorts of ways.
Therefore, if restrictions are to continue or even, sadly, to be extended, it is essential that decisions about them be, in the first place, transparent. That includes effective parliamentary scrutiny and other elements of transparency. To echo the noble Lord, Lord Blunkett, they need to be clear, not just in content but in rationale, if they are to be defensible and consistent, as many have said. If that is not the case, we risk a gradual falling away of willingness to live within the constraints—and we see that beginning, in various settings. We have seen comments from some of the students who have been interviewed, and so forth. Even in normally docile Church of England congregations, who socially distance happily during worship, I note that as they go out the door they are rather more nonconformist in their behaviour. I suspect that may be true in many other settings.
On the importance of relationships, I am very concerned—to change tack a little—about our prisons. I have some role and responsibility as bishop to Her Majesty’s prisons. Staff, including chaplains and many others, have been working heroically in all sorts of difficulties to maintain contact—that is, relationships—with those in prison. However, when work, education, rehabilitative programmes, religious worship, association and social visits are restricted, problems are being stored up, not least for mental well-being. That is not just for those in prison but also for their parents, partners, children and others. I think we will see some real difficulties emerging in future. I suggest strongly that, in that setting especially, serious and creative attention should be given to ways in which relationships can be sustained, not least because, as we all know, relationships are key to tackling reoffending.
A sense of tiredness is settling in. In many places, people initially engaged with a degree of energy and were trying to get things working well. We need to be wary of this tiredness, as well as the areas of more overt frustration in some people and places. Significant effort will be needed to get through these next six months in as good a way as possible. I go back to my trio, which is slightly different to that of the noble Lord, of transparency, clarity and consistency.

Lords ChamberMy Lords, from these Benches I echo everything that has just been said. Noble Lords and noble Baronesses who come in to Prayers will know that one of the prayers said by the duty bishop concerns the purpose for which this House is here—namely, the commonwealth, the common well-being, of our nation—and, in some senses, the way in which its business is to be conducted. I just observe that the debate on the Bill in which we have shared over these last two days has been an exemplary response to that, in a way; an example of how it can be done in good ways, with seriousness but in collaboration and with a real desire for the well-being of those for whom we and people in the other place are here. I rather hope that something of that spirit will thread through some of our other business as well when we return in due course.

Lords ChamberMy Lords, in these days I have been reflecting on the words of the Hebrew psalmist who, at the time of his people’s exile, articulated the question:
“How can we sing the Lord’s song in a strange land?”
In many ways we are entering into a strange land, and indeed in some ways a land of exile: a land in which we are exiled from many of our normal patterns of living, in which people of faith are not able to attend their places of worship and in which many people find themselves having to live life in entirely new ways.
This is a small thing, but I am grateful for the inclusion in the other place of Clause 84, which solved a little conundrum about the legality of the General Synod of the Church of England under these circumstances. Rather more importantly, and in relation particularly to what the Prime Minister said last night, we in the faith communities absolutely accept that our places of worship are now closed. Such things as weddings are suspended and postponed until a later time. But though the buildings are closed, I hope the communities and people are not closed. Particularly in relation to our caring and charitable activities, I hope that people of faith, alongside others, will continue to engage.
Reference has already been made to the care of the homeless and the importance of shelters, food banks and those kinds of things. I am grateful for the discussions happening around those. I think I am right in saying that work is under way in London to transfer residents of shelters to budget hotels.
The care of the vulnerable has just been spoken of powerfully by the noble Baroness, and I have other categories in mind, including trafficked people and victims of domestic abuse—of course, the Bill to support such people has now been delayed again—those who are isolated and perhaps especially those who are or sadly will be bereaved in the coming days.
That brings me to Schedule 28 which deals with funerals and is very far-reaching in its effects, potentially, but it is important and I accept the need for it. However, I hope that alongside all this we can maintain our sense of dignity, which is really important, around issues of death, bereavement and the way we treat the dying, the dead and the bereaved. The point has been made about the need for sensitivity to the funerary practices of different faith communities and I know that conversations have been going on with Downing Street about that. We trust that local authorities and others will act in appropriate ways. I think I can speak for all the churches, faith communities and indeed civil celebrants when I say that for as long as we possibly can, we will wish to provide people to officiate at funeral services, even if those services are attended only by the deceased person in their coffin and the officiant—that is part of treating these situations with dignity. I confidently express our commitment on these Benches to do that for as long as we possibly can and to enter into discussions that are needed in order to do it.
On the theme of treating people with dignity, reference has already been made to prisons and other places of detention—immigration removal centres and suchlike. We know that they will be under huge pressure at this time, not least if staff numbers are restricted due to infection. For as long as possible I know that, in prisons and other such places, our multifaith chaplaincy teams will continue to work as they are today. That underlines the importance of giving prisoners, particularly if they are not able to gather for their worship, access to faith provision of some kind at this time, when they are cut off, very often, from other forms of contact.
That brings me to two particular questions in relation to prisons. One is about communication with the outside world now that prison visits have understandably been curtailed. Is there any intention to increase the availability of such things as Skype, whereby families, and perhaps particularly the children of those who are in prison, can maintain relationships and contact with them? The other question concerns those who might be released. There has been some talk about this and I would value an update from the Minister as to the thinking. I am thinking, for example, of low-risk, elderly prisoners, who are in any case difficult to care for in prison and may become more difficult to care for. Another group might be those pregnant women who are currently in prison. Can special provision be made for early release for those groups and, no doubt, others as well?
A few minutes ago, I referred to the Hebrew psalmist. The lesson from that time is that the cry
“How shall we sing the Lord’s song in a strange land?”
was answered some decades later by the fact that people did actually learn to do it. During that period of exile, they learned to express their worship and their solidarity with one another in new and different ways that set patterns for many centuries to come. I have a quiet confidence, actually, that with all the difficulties and challenges, we will, as a society, learn to sing our songs in new ways. Maybe, as has been indicated, the workings of this House will be one of those songs that we sing in a new way. Above all, we must learn to sing the songs of human dignity and maintain them, and perhaps also those songs that celebrate human ingenuity, compassion and relatedness, which will be incredibly important virtues in these coming days.

Grand CommitteeMy Lords, I understand that the noble Lord, Lord Suri, is not able to be present for this discussion, but I promise not to extend my contribution by the minutes thereby freed. I am grateful to the noble Lord, Lord Farmer, for initiating this debate, and I apologise that I am not going to touch on matters that are directly to do with spirituality. I shall leave that to those who have done so—my right reverend friend and others—because I want to focus on one particular aspect of end-of-life care: what goes on in Her Majesty’s prisons, for which I am bishop.
The Justice Committee of the other place produced a report at the end of the previous Parliament on older prisoners. It highlighted a number of matters associated with an ageing prison population, of which palliative care is one. I am glad to say that that report had a generally positive response from the previous Secretary of State, and I have every hope that the current Secretary of State will build upon that.
This is not just about older prisoners, because the health profile of offenders is such that we have within our prison estate a fair number of younger prisoners who are in the end-of-life phase, so it is a matter of significance within the whole of the prison estate. As I visit prisons fairly regularly in my role as bishop to Her Majesty’s prisons and talk to people in the sector, it is clear to me that this is an area of growing concern within the prison estate and that this concern is shared between the Ministry of Justice and the Department of Health. There is some good work going on. I have come across good involvement of voluntary sector agencies, among them Age UK and Macmillan, working across and through the prison gate in various ways. There is also the work of healthcare departments in prisons—I speak as the spouse of a former head of healthcare in the Prison Service—and the chaplaincy, alongside their regular work, is an important aspect of this.
We now have 10 palliative care suites in prisons up and down the land. Last night I was speaking to the governor of a prison about the importance of the palliative care suite in his prison. This leads me to ask the Minister two questions. First, do Her Majesty’s Government intend to report at some stage on progress arising out of the report into older prisoners and the issues that arise as a result of an ageing prison population, and are some of the things that the previous Secretary of State for Justice indicated might happen indeed happening in response to that ageing prison population, with palliative care as one of those elements? Secondly, do Her Majesty’s Government have plans to establish further palliative care suites within prisons such that a sufficient number of prisons have end-of-life care available to prisoners who need it, bearing in mind that for many of our older prisoners, sadly, prison is the place that they regard as home?
