Lords ChamberMy Lords, it is widely acknowledged that COP 26, of which we were president, was a diplomatic triumph. We did not achieve everything that we wanted to achieve, but by the time we completed the conference—we remain president until we hand over to Egypt—90% of the global economy was signed up to net-zero commitments; it was 30% when we took on that role. As to broadening the agenda at the climate conference beyond merely counting carbon and looking at the impact on the natural world—forests, mangroves and so on—I think it is recognised that COP 26 was the turning point that we needed. We remain president of COP and continue to maintain and nurture the diplomatic capabilities that we built up for COP 26. All our climate environment attachés are still working hard to ensure that, as we hand the baton to Egypt, we hand over something that can be properly built on by the new president. We are also using the same network to advance global ambition in relation to the biodiversity COP, which is happening in Montreal at the end of the year and is no less important than the climate COP.
My Lords, the latest Goalkeepers report from the Gates Foundation finds that we need to speed up the pace of our progress by five times if we are to stand any chance of meeting the goals. Mindful of the noble Lord’s earlier answers, does he agree with the report’s emphasis on providing to sub-Saharan Africa and other low-income regions the necessary support and investment in agricultural R&D to provide for innovative inventions such as drought-resistant maize and short-duration rice?
That is an extremely important point. It is a core part of the work we are doing, particularly in the Horn of Africa, which we discussed in the previous Question. I will not repeat all the numbers because the House will have heard them, but the right reverend Prelate makes an important point. Total annual global aid is around $170 billion, but it is estimated that the funding gap, if we are to achieve the sustainable development goals, is nearer $3.7 trillion. Even if we were all to double our aid commitments globally it would still not touch the sides. The answer therefore has to be to use other tools that Governments have access to. I mentioned trade earlier. The UK, as the fifth- or sixth-biggest economy in the world and a big, attractive market for those poorer countries, is committed to making itself more available and more accessible to those countries in a way that perhaps we should have done in the past.

Lords ChamberMy Lords, there is no one in the House and, indeed, the country who would welcome the threats that we have heard from Russia being realised, but it is important that we reiterate, as NATO and the UK have, that any employment of nuclear weapons would fundamentally alter the very nature of this already grim conflict. It is important that the world is clear that were the fundamental security of any NATO member to be threatened, NATO has the capabilities and the resolve to impose costs on an adversary, whoever that is, that would far outweigh the benefits that any adversary could hope to achieve. I do not believe that that is talking up the prospect of nuclear conflict, which is the very last thing that any of us wants, but it is important nevertheless that the consequences are understood across the board.
My Lords, what is the Government’s assessment of the impact of the present threat and the potential use of tactical nuclear weapons on the wider non-proliferation regime? What measures are they taking to strengthen the long-term resilience of that regime, together with the Article 6 commitments of the NPT?
My Lords, I am not aware of an assessment that has been made by government, so I do not want to provide an answer which would, I am afraid, be off the hoof from my point of view, but I will look into this and ask the appropriate Minister and department whether such an assessment exists and, if it does, I will make sure it is made public.

Lords ChamberMy Lords, we have cracked down on illicit finance through ground-breaking legislation in the Criminal Finances Act, and we have already published our ambitious economic crime plan. The National Crime Agency has increased investigations into corrupt elites, and the Government are reviewing all tier 1 investor visas granted before 5 April.
On the broader point that the noble Baroness raises, the UK will continue to work with the EU and other international partners to tackle shared global challenges. For example, on 2 December, alongside the US, Canada and the EU, we imposed fresh sanctions on eight Belarussian individuals responsible for repression and human rights violations. That was a consequence of co-operation with our European allies and those further afield.
My Lords, given the Minister for Europe’s comments yesterday that the conflict in Ukraine could lead to 5 million refugees fleeing to neighbouring countries, what forms of co-operation are Her Majesty’s Government preparing with European partners in response to this looming humanitarian crisis and other catastrophes on the world stage, caused through conflict, climate change or whatever?
My Lords, the Foreign Office is supporting the Home Office in its diplomatic engagement with European partners and is looking to strengthen co-operation, including a possible new EU-UK migration agreement, and on the immediate concerns relating to Ukraine.

Lords ChamberMy Lords, the Government strongly agree with the arguments put forward by the noble Lord. The IDS priorities are fairly straightforward: honest, reliable, sustainable infrastructure in developing countries precisely to deliver the progress and stability necessary to avoid the situation that we saw yesterday; delivering Covid-19 vaccines; life-saving humanitarian support to those who need it; getting more girls into school; preventing sexual violence in conflict; and leading the fight against climate change and environmental destruction.
My Lords, the integrated review made many ambitious claims about the UK’s international role. I found it gave less away about the principles to meet those claims. Does the Minister accept that to be credible the new development strategy must be rooted in effective development principles, including the Paris declaration and the Accra agenda, and draw on the evidence of what works on the ground?
Yes, my Lords, the international development strategy builds from the integrated review and articulates the Government’s strategic development goals, which are very much in line with the priorities identified by the right reverend Prelate. It will establish an ambitious and, above all, positive vision for the UK’s approach to development in a new global context and lay out how the UK plans to remain a leader on development.

Lords ChamberMy Lords, the UK has engaged very actively both during and after the conflict. The Minister for Europe and Americas, Wendy Morton, speaks regularly with her counterparts in both countries. She continuously urges de-escalation and a return to the negotiating table under the auspices of the OSCE Minsk Group, and she has condemned the alleged war crimes, including the deliberate shelling of civilian areas, videos purportedly showing beheadings of soldiers, and alleged deliberate use of white phosphorus against civilians. The allegations come from both sides in this conflict.
My Lords, in June, I visited the border inclusion area of Syunik province, at an earlier stage than the noble Baroness, Lady Cox. In Khoznavar, the incursion had cut off the nearby village from its main water source, and access to grazing land had been denied, threatening the survival of this poverty-stricken village. Following my letters of 7 July to the Foreign Secretary and of 5 November to the Minister for Europe and Americas, what further steps are Her Majesty’s Government taking to challenge those illegal incursions, to ensure the integrity of Armenia’s borders and to press for the withdrawal of Azerbaijani troops according to the terms of the November 2020 ceasefire?

Lords ChamberMy Lords, from my vantage point, if I may couch it that way, I am absolutely certain that the premise of the noble Lord’s question and the assumption within it is not correct.
My Lords, what does the Minister think Governments on both sides might have to learn from a simple prayer that was once prayed on this day in Coventry, after the destruction of the city? It is a simple prayer but a brave one; it simply says: “Father, forgive.” It does not try to forgive the other side, or even to absolve the other side from responsibility, but it does say that, somewhere along the line, both sides, in whatever proportion, need to accept that a very deep hole has been dug and suffering people have fallen into it. In this case, there is a suffering woman at the bottom of the hole, and her husband and child. Can we not do more to accept that there is something we have a responsibility for?
My Lords, I do not accept, and the Government cannot accept, that we have a responsibility for the incarceration and appalling treatment of Nazanin. This is a decision made by the Government of Iran, and one that they can reverse. Of course, we will, and we continue to, do as much as we possibly can to secure her release. That is why this issue—this appalling case—has been escalated to the highest level, not least in the form of diplomatic protection, which means that it becomes a case between states as opposed to the prior situation.
