Lords ChamberTo ask Her Majesty’s Government what steps they are taking to reconcile differences between nuclear possessor states and non-nuclear possessor states at the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.
My Lords, the United Kingdom recognises its responsibilities as a bridge builder among nuclear weapon and non-nuclear weapon states at the 10th review conference on the Treaty on the Non-Proliferation of Nuclear Weapons. To support discussions, we are submitting working papers on transparency, verification and peaceful uses. We will host side events including a joint P5 event on doctrines and policy.
I thank the Minister for his response and wholeheartedly welcome the recent P5 affirmation of the Gorbachev-Reagan principle. But in an unstable world where nuclear proliferation is a growing threat and widespread arsenal modernisation is a reality, these words must be backed up by actions—since the grand bargain of the NPT is that non-proliferation can be successful only if pursued in tandem with disarmament. Would the Government consider initiating a P5+ process to allow nuclear weapon states and non-possessor states to work collaboratively on key areas of concern? Mindful of the upcoming TPNW first meeting of states parties, will he explain the strategy for engaging constructively with the concerns underlying the TPNW in preparation for the forthcoming NPT conference in the common cause of disarmament?
My Lords, within the NPT, as the right reverend Prelate will know, there are three key strands: disarmament, non-proliferation, and the peaceful uses of nuclear energy. Like him, I recognise the importance earlier this month of the P5 declaration. The UK was instrumental in getting that over the line. We are looking forward to the review conference of the NPT, which was unfortunately delayed because of Covid, but I understand it will now take place in August. On the issue of nuclear against non-nuclear states, through the P5 format we are engaging directly with those countries. With the exception of four or five countries, everyone else has signed up to the NPT and we have a structured programme of engagement. On the TPNW specifically, the UK firmly believes that the only way to achieve a world without nuclear weapons is through gradual multilateral disarmament, and the best way to do that is through the NPT.

Lords ChamberMy Lords, the noble Baroness said that I have warm words for China; I was merely reiterating our practical engagement with that country. We should not forget that China is a P5 member of the UN Security Council. As I have said a number of times on various issues, where we have direct challenges with countries that are P5 members, we must continue to engage with them, albeit in very candid terms, through the international fora of which the UN Security Council is an important part. I strongly believe in doing this because I have seen for myself the benefits.
The noble Baroness also raised an important point about the Human Rights Council. I agree that there are members of the council which do not reflect in any way the value system we subscribe to. I can assure her that, through our engagement at the council, we look carefully at the human rights records of those countries that put themselves forward for election to the 47-strong membership. While the council is still not without its challenges, it provides a very useful forum in which to bring these issues to the fore at the top level of international diplomacy.
My Lords, will the Minister join me in paying tribute to the civic and religious leaders in Myanmar, including the respected Buddhist monk, Myawaddy Sayadaw, who is now in prison, and Cardinal Charles Bo, the Archbishop of Yangon, whose published message last week spoke out strongly against the coup, called for the release of everyone who had been detained, and implored demonstrators to remain non-violent? Given the cardinal’s words to the international community that
“Engaging the actors in reconciliation is the only path”,
how are the Government, through the channels of communication to which the Minister referred, pressing the military to engage in a meaningful process of dialogue with the democracy movement? At the same time, to pick up on the point made by the noble Baroness, Lady Helic, how will a new peace process be pursued with the country’s ethnic minorities, which could prevent an escalation in armed hostilities and lead to a genuinely inclusive political settlement for all stakeholders?
My Lords, I join the right reverend Prelate in paying tribute to the courage of many voices in civilian society, including those of religious leaders who are calling for peace. The situation with the Rohingya underlines how religion can sometimes be used as a divisive tool used to target particular communities because of their faith or ethnicity. On the issue raised by the right reverend Prelate about engagement with the military, our assessment is that there is a real fear that, even under civilian administration, we can see the challenges as the situation plays out. I do not feel that, at the moment, we are on the cusp of any real hope of seeing a resolution of the internal civil issues confronting Myanmar. However, we will continue to work through all channels in pursuit of that common objective.

Lords ChamberMy Lords, I agree with the noble Lord about ensuring that all regional players play their part in bringing about peace in this conflict. We are also very much guided by and integrated into the work, which I am sure all noble Lords acknowledge, of UN special envoy Martin Griffiths; we urge parties to engage with him constructively. The UK has also made available £1.6 million to the UN to run the peace support facility that works with the special envoy and all parties on peace initiatives supported by both sides.
My Lords, the United Nations predicts that the number of Yemenis experiencing famine-like conditions will reach 47,000 by June, nearly triple that of December. In the light of the signals that US policy towards Yemen is changing, as we have heard, and the upcoming aid review, will the Government commit to at least maintaining their current aid commitments to Yemen? Further to earlier questions, does the Minister agree that the public find it hard to understand how the Government intend to reconcile their role of being both arms seller to Saudi Arabia and peacemaker and aid-giver in Yemen?
My Lords, on the right reverend Prelate’s first point, we remain very much committed, through the challenging exercise of the reduced total spending, to playing a leading and active role in combating hunger in Yemen. For example, in the financial year 2020-21, we spent £214 million. On his final point on our relationship with the Kingdom of Saudi Arabia, as I alluded to earlier, we have strict criteria on which we agree to exports of arms sales.

Lords ChamberMy Lords, we were proactive; in this I pay tribute once again to my noble friend. It was he who wrote to me and we then acted together; he facilitated the training. However, I take on board the noble Baroness’s point, and we will continue to present the benefits of such regiments to all the territories.
My Lords, climate change is the context in which this conversation is happening. Given the marine diversity and repository of so much of the world’s biodiversity in the overseas territories, how will the Government ensure that the voices of the overseas territories will be amplified in the forthcoming COP 26 summit?
My Lords, as the Minister for the Overseas Territories, I assure the noble Lord that I have a loud voice in the Government, and I will ensure we do just that.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the United Nations Treaty on the Prohibition of Nuclear Weapons.
My Lords, the Government have been clear that they will not sign the Treaty on the Prohibition of Nuclear Weapons. We do not believe that this treaty will bring us closer to a world without such weapons. The Government believe that the best way to achieve our collective goal of a world without nuclear weapons is through gradual multilateral disarmament, negotiated using a step-by-step approach. We must take account of the international security environment and work under the framework of the nuclear non-proliferation treaty.
I thank the Minister for his reply. Nevertheless, as of tomorrow the TPNW will be no less a reality for the UK than for countries that support it. It will be no less a reality for states that possess nuclear weapons than for those that do not. The UN Secretary-General has described this new treaty as
“a further pillar of the disarmament regime”
and therefore fully compatible with the NPT. I ask the Minister, since the new treaty and its underlying humanitarian motivations will loom large over any future discussion of our non-proliferation responsibilities, what preparations are being made by the Government to engage with it constructively? Will they commit to attend, as an observer state, the first meeting of states party to the treaty, as Sweden and Switzerland are doing?
My Lords, I hear what the right reverend Prelate says but, to be clear, the United Kingdom will not support, sign or ratify the TPNW. The reasons are very clear to us: it fails to offer a realistic path to global nuclear disarmament and, importantly, risks undermining the effective non-proliferation and disarmament architecture that we already have in place, in particular the work that has already been achieved with key partners on the NPT.

Lords ChamberMy Lords, the important point is that all occupied territories are vacated and that, ultimately, the rights of citizens within Nagorno-Karabakh are respected. In this regard it is our view, as I have said, that the Minsk process provides the basis on which this can be taken forward, and we implore all sides to co-operate fully.
My Lords, as has been implied, thousands of Armenian monuments and cultural heritage sites are now under Azerbaijan’s control, including ancient churches, monasteries and cemeteries. There is evidence that Azerbaijan has already begun to deny the Armenian heritage of these sites, so what steps are the Government taking to support UNESCO in drawing up an inventory of the most significant cultural monuments, and have conversations been had with Azerbaijan about its responsibilities under the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict?
My Lords, I assure the right reverend Prelate that the protection of heritage and religious sites is an important part of the discussions that take place with both sides, including on the case of Nagorno-Karabakh referred to in his question. On the issue of UNESCO making a detailed assessment of specific sites, I will need to write to him.

Lords ChamberMy Lords, first, I fully align myself with the sentiments the noble Baroness expressed about Sir Simon. He had a very distinguished career in the Foreign Office. On a personal level, he has been an excellent Permanent Under-Secretary and guided me through my early days as a Minister and continues to do so to this date.
On the noble Baroness’s point about the approach of having a balanced relationship with China, calling out Chinese activities, whether it is on Hong Kong or the situation as we see it in Shenzhen, we have done so. I agree with her comments in that respect.
My Lords, with Christian pastors made to preach on patriotism as a condition for restoring worship after Covid-19, the new ethnic unity law to sinicize Tibetan Buddhism, and reports of birth control forced on Uighur Muslims, does the Minister accept that firm, co-ordinated international effort is required to challenge Beijing’s abuses of its religious minorities and that such human rights abuses should not be overlooked in our trade negotiations with China?
My Lords, I agree with the right reverend Prelate. As he will be aware, in international fora such as the 43rd Human Rights Council in March, we have made our position very clear. He also raises the importance of working with international partners in this respect, and we have done so on the situation with the Uighurs, as we have with the situation in Hong Kong.
